    You don't get access to that little piece of stylish cloth until level 20.

    Don't forget about the 21 Month Vet Reward: Shoulder Capes!
    Those are available from Level 1. While they aren't a full cape, they can look very stylish.

    This is why these are only provided to new characters and cannot be sold/traded/stacked. First, you can’t have enough of them to 6-slot out any power. Secondly, for a L1 character, that 16% damage/recharge boost is nice, but once you hit L20+, IO’s start getting a lot more competitive. The proc rate is low to begin with, and at L21 they won’t even kick in anymore. A L50 character could use these enhancements if they chose to, of course.

    We believe this would benefit the new players much more, as our veteran players have a better understanding of the options available to them.

    Why Now?
    When we launched the prepurchase program, we did not plan on offering incentives for preordering the Complete Collection. A preorder program is different from a prepurchase, and we did not see a value in offering competing programs.

    Since we launched our prepurchase program, we have been having discussions with GameStop, Razer and some of our other partners about new ways to promote the launch of Going Rogue. As some of you have mentioned, as a new expansion for a major MMO, Going Rogue deserves a lot of attention. We agree with you, and so did our partners. But evaluating ideas and nailing down the details took a good amount of time, which is why you haven’t heard about it until now.

    Why Are We Doing This?
    As you probably know, GameStop is the top gaming-focused retailer in the US. When they expressed interest in putting together this new program, it felt like a great way to get the word out on Going Rogue and to make sure every GameStop store in the country was promoting our launch.

    Fine, but what about people who don’t have a GameStop nearby, or don’t shop there? That’s where Razer comes in. As part of the GR launch, Razer will be launching their own GR site, promoting CoH in all of their forums, newsletters, providing a coupon for GR customers and even designing a brand new mouse pad with our help.

    So we decided to pool our resources to create one powerful marketing campaign, designed to create an opportunity that seemed so interesting that someone who doesn’t yet play CoH would be interested enough to try this game.

    Our goal is not to force anyone’s hand, or cause you to feel regrets. This was an amazing opportunity to have two of the strongest names in the gaming industry support the launch of Going Rogue, and we feel confident that it will provide some of the visibility and buzz you have been asking for. One of the biggest features in Going Rogue is that we are redefining the new player experience. Our partners are helping us make that experience even more attractive.

    Will There be Any Other Preorder Programs?
    We have no plans at this time to have any other preorder program.

    What About Prepurchasers?
    We do understand that some of our prepurchase customers may have decided differently had they known upfront that this preorder program was coming. This is why we tried to make the in-game goodies something that would have a stronger value for new players than for existing veterans. We do hope you’ve enjoyed these past few months with early access to Dual Pistols and Demon Summoning. Prepurchasing Going Rogue is still the only way to get early access to these two awesome new power sets.

    If you have any other questions or concerns that were not addressed by me, or in the information released by GameStop or Razer, please let me know in this thread. I want to make sure that you have all of the information available to you, and that details of this promotion are as transparent as possible.

    Many of your questions are answered in the Going Rogue FAQ. As for some of the others:

  7. From a systems standpoint, a market merger seems like a good thing. Since it's a byproduct of streamlining the currency system.

    While the influx of some items from red-side might help with availability of some Blue-side demand, I just have a feeling that the OMFG prices we have been seeing on the market will get a little worse in the long term. And personally, I wouldn't be surprised that by year's end we'll be seeing cries for price caps. It's a human nature kind of thing.

    As for right now, I'll wait and see. If the Devs feel that the equipment to support the Markets will handle a fully merged Market, great. I also won't be surprised if it blows up in their faces. Human nature is a funny thing like that.

    Ah, but that would force me in to dropping the mission. Since I don't really PvP, I would be using my 'Drop Mission' on that when I might need for a bugged mission. That would go against the Devs intention of optional PvP, I believe.

    Now as to the OP's added suggestion...
    The pulling of the PvP zones, in general is a bad idea. As I understand it, each of the zones has a story to them as well as the PvP. So that wouldn't be good to the game either.

    I barely do the Safeguard/Mayhems as is. I would probably never do them if it was a 'forced PvP/E'. That would most likely cause those missions to be run less than what you think.

    Personally, I think any attempt to bring PvP into the main PvE game environment is just gonna cause more unwanted grief and anguish for the non-PvP population than it would benefit the PvP crowd.

    And finally, as I understand it, the I13 changes were the first step to fixing PvP as a whole. The other related systems: Base Raiding, IoPs (and the way to get them...), Base systems in general; all need rework/rebuilding before any major tweaks are done to PvP. Give then time to do that. Otherwise anything else is gonna be a waste of their time. And that won't help the game at all.

  9. Personally, I'd go with the IBuyPower rig as well. If nothing else, getting a monitor adapter is a cheaper alternative to upgrading the PSU and Video.

    It'll be easier in the long run to get a better monitor. While I haven't looked at more recent systems, some factory-built machines can come with either non-standard size PSUs or hook-ups just to keep getting replacements from the PC manufacturer (if they are available). While I don't believe that is as common nowadays, it's one of those "under the hood" surprises that I've seen people unhappy about.

    Also, unless your really needing the app room, the 500GB HD is more than enough for most gaming rigs. a single TB drive is overkill, personally.

  10. I've seen Gamestop Carry the 60-day cards in among the rest of the subscription cards they carry. I've also seen them carried at Fry's Electronics.

    Wal-Mart's a hit or miss though. Can't say if any other Big Box Chain is carrying them either.

  13. Let's not forget one other way to get from Bricks to Kings...

    Go to the IP door (Right by Manticore) and travel north in IP to the Kings Row door (Near the IP Tailor). Reverse that trip on the way back.

    Time sink? Yes. If you have solid Travel powers, is not horrid.

    While milehigh's tone could of been a little less snarky, his point that unlimited Enhancement retention in a respec is basically a dead letter issue w/the Devs.

    Now personally, I would like to be able to retain more than 10 in a respec, but I can deal with it.

    I'll admit that there is a good amount of vagueness about a lot of the questions.

    I just don't believe that relating violence to graphics development is true. Does it maybe become more realistic? Maybe. But there's been violence in video games dating back into the Coin-Op era of the late 70s/early 80s.

    I guess it depends on your perspective...
