How many times have Devs in the UStream chats been told "I/we can't answer that" in response to questions, without revealing what the question is? Quite a few times, if you've been watching them.
So it's *possible* that Kheldians are being worked on "right now" ... but the Devs are "not allowed" to talk about it. This would be Standard Operating Procedure for Paragon Studios, as evidenced by how they have controlled the release of information of coming developments in the past few months.
Unfortunately ... there's no way for us, the Players, to differentiate SILENCE due to a release embargo from SILENCE due to ignoring the topic very heavily and just never doing anything with it. From our end the "quality" of the SILENCE is exactly the same. -
It's not like we're asking for a COMPLETE redesign of the AT's... We're asking for things that would be simple fixes. Perhaps the more mathematically inclined Kheldians should work on typing out an entire list of demands for things that need fixing in less objective and more concise terms than I'm capable of doing but...
Shorter animation times for form shifts.
Uninterruptable shifts to dwarf- Remember, this is our "status protection."
Toggle suppression. Stop dropping our toggles every time we shift forms! Every other archetype with no status protection access can at least have acrobatics. You won't even let us keep that.
Better damage scales. What else do you expect us to be doing?
Higher damage cap. Why should Warshades have the same damage cap as defenders when we are not support characters? PB's have one heal-- Does that really justify negating 100% damage from both Kheldian AT's?
Buff Photon Seekers to perform on the same level as dark extraction (after damage scale buff.)
Buff light form to a point where it is as useful as Eclipse (that's the point of this power, right?)
These few things would probably take a group of developers a week or less. All this time, COH has been rebuilding two zones, creating a totally new zone, making more than two new powersets, making a new tutorial, developing a free to play model, creating new incarnate trials, creating all new level 1-20 mission content, and probably working on new incarnate slots also. Fix the broken stuff first. -

Well, this is the best I can think of in terms of an outreach to the Devs. Zwil and other members of the staff have gone out of their way to emphasize on U Stream and other official announcements that the subscribers are the most important part of this game. They've called the forums invaluable, and said that what we post here carries weight in terms of feedback and the future of the game...
I know I haven't been around that long, but since I started playing this game my subscription has lapsed once and it was for less than a day. I have every intention of keeping my subscription on autofire (I've built for perma COH) if the staff plans on standing by what they've said--- Once again, that they value the opinions of their subscribers and take into account the feedback they get on the forums and every other means they've provided-- Which I've exhausted.
Bottom line: If the powers that be really read the boards and value the opinions of their subscribers as much as they claim to... I like playing my Warshade. He does way better than he should considering what he has to overcome. I want to like playing my Peacebringer, too. I fail at numbers and all that, but a lot of players who are AWESOME at telling you exactly where the problems are and how to fix them post on the Kheldian boards. Please read what they have to say, and try to fix it. -

I am a pretty new player-- I have been around for just over 6 months. I feel infinitely horrible for all of you Kheldians who have been waiting to be buffed for years. How is it that they can update enitre ZONES, but not even acknowledge Kheldian concerns?
I have been in every single U Stream chat that Zwil has ever done, and every single time during the Q&A I ask for someone to at least acknowledge the concerns of Kheldian players. I've seen Dechs in there, along with many others, asking for Kheldian attention-- dechs was asking something as simple as power customization, which is honestly one of the least of our worries... They still wouldn't say anything about it.
The bottom line for me right now is, if you can revamp entire ZONES, can't you at least ACKNOWLEDGE that there are some issues that need to be addressed with Kheldians?! If you're going to add new powersets, can you PLEASE fix your underperforming Peacebringers?
Sure, people are able to do amazing things with Warshades, but it is a gigantic hurdle compared to the other AT's. A skilled Warshade is special because it not only requires playing and building your character well, but also finding ways around and flat-out coping with severe developmental flaws. Warshades LIVE in Melee... VEAT's get status protection. Why is it that we have to WASTE one of our Incarnate powers to get it!?
I'm not sure if we're just being too passive. Zwil got harassed about PVP in U Stream and now he participates in weekly PVP events. What can we possibly do to get the Development team to look at Khelds? Before, they were just ignoring us. Now, they're making New powersets! Should we just be skipped over? I wish I could understand how this logic works. -

But we can't, and given that fact, I think it's absolutely essential to have a huge 1-2 shot with quasar>unchain essence. -

Base recharge time is 240 seconds, which means a capped recharge value of 48 seconds (1/5 * 240). Activation time is 3.2 seconds. Duration is 200 seconds.
Time between summons becomes 51.2 seconds. Summon one, 51.2 seconds later summon two, 102.4 seconds in summon three, 153.6 seconds in summon the fourth. When you summon the fourth, there is still 46.4 seconds of the first one remaining. A total of 4.8 seconds in every 204.8 second span will be spent with only three fluffies.
That means, assuming capped recharge and perfect execution on part of the player, four fluffies can be active 97.65% of the time.
EDIT: I think we had this conversation once before, Micro. But at the time, you were proving me wrong when I had sworn I had five fluffies active at the same time. This is, of course, strictly impossible.
If for some reason I have less than two, there is always a couple of minutes after killing Nightstar and Mindwashed Prisoners Escaping to grab at least one off of her body before the phase starts, but ever since I got really used to the trial i find myself always going into it with two. -

I'm not a big fan of Unchain Essence myself. You can hop into Nova form and do more damage with its two AoE's, without requiring the body or the hefty recharge time. That's more of "if I have room for it, I'll add it" than a need.
Inky Aspect works ok, it's just not really necessary. Another "if I have room" power.
I like rowley's original build better except:
-Switch Positron's Acc/Dam in Nova Emanation to the Dam/Rech
-Orbiting Death is going to be pretty useless like that
-A set of Oblits would go nicely in Sunless mire, and should take more precedence than putting them in Quasar (you can move those rectified reticle to nova)
-I wouldn't put the FF +rech in Gravitic Emanation, but rather in Nova Detonation or Emanation
-Swap that accuracy in Eclipse (or add a slot) to get a little more resistance value; you want to be at 85% resistance with 5 enemies hit, but right now you're at 82%
-Gravity Well would like a tiny bit more slotting if you can find it
I never said not to use the nova aoes, but that doesn't change that fact that unchain essence does massive damage. It's also an aoe stun, so pretty much whatever it doesn't kill will be stunned. I would call it an essential warshade power. If you are having trouble locating a dead body, set up a bind to target the nearest dead body and fire unchain essence.
I'm a fan of dropping 4 Reactive Armor's in dwarf and eclipse- It puts you at ED capped resistance for each and adds some s/l defense. With the build I posted, Eclipse has a good overlap from set bonuses anyways so I didn't need to worry about ED capping the recharge.
I don't really see the sense in using the perf shifter +endurance IO in Nova and Dwarf if they require an extra slot. It's nice to just drop in the default one but you really shouldn't have to worry about running out of endurance or needing any extra, ever... With a high recharge build, stygian circle is up so often, not to mention eclipse also fills your endurance all the way up. -
Has it dawned on anyone else that when COH: Freedom launches, we can create secondary free accounts, PL up brutes on our current mains, and then in turn use those brutes to run all of the sets we really want to play on our main accounts up to 50 as long as it's not in AE? (since free accounts can't use it)

Blasters, as a whole, have gotten me optimistic about finding some crazy-fun combination eventually. Right now my prominent one is fire/mental, a lvl 35 ranged hover blaster... But I know the AT offers much more variety.. The secondary sets seem sort of scant, though. :/

Skipping Unchain Essence is a huge mistake, it's one of your most damaging attacks. You might also want to consider picking up Nebulous Form with the new buff making it an instant panic button (for those situations when you lag a bit and press eclipse at the wrong time, et cetera.)
Personally, I used to have inky aspect on my build but playing tri form, it drops every time you switch forms and it has a painfully long immobilizing activation time so it's no good to try to turn it on during a fight.
5 slotting gravimetric snare just for the purple recharge bonus is sort of questionable, especially considering that you can try to fit an armageddon in one of your Mire's for the same bonus without wasting slots. I see that you put an obliteration in dwarf mire for the s/l bonus which is justifiable- 32.5% s/l defense is a good goal to have, but my build settles for 30%... Keep in mind you can't get everything just where you want it on a tri form build, but you have capped resistances via perma eclipse to make up for it.
Sunless Mire should not be used as a strictly s/l mule. This is one of your essential powers that is not only an AOE attack, but with the right recharge can keep you at 300% damage consistently in addition to its' Dwarf counterpart....
I know some people on this board are not in favor of worrying about s/l defense, but I personally feel like it makes a huge difference in my survivability... Here is a bar no cost build I came up with that has higher recharge, ~30% s/l defense, and without gimping any of your essential powers that make warshades awesome.
edit: In terms of incarnates- Spiritual Alpha, Clarion Destiny, and Reactive Interface are the ones I would most *highly* recommend, with 100% focus on recharge, status protection, and DoT as applicable. I also like Void Judgement for thematic purposes and once Issue 20.5 launches I think that Nemesis Lore pets should be mandatory for everyone.

Using every tool available, where does the WS fall on the AoE damage output scale?
Assume something like Dark Melee/Invuln is "extremely low" for AoE and something like SS/FA/Soul Brute would "extremely high". -
I've had the (mechanically unfeasible, more than likely) idea that the 20-50 Praetorian content could be crazy villains who become Tyrants lieutenants (since he shares his uber power with them) and fight against the Primals in the ultimate trial/PVP/end of story event.

Well, I've always wanted to make a troller but could never decide on a set... Ill/Rad seemed too easy, I didn't want to be a clone of the typical overpowered set. Now with Time Control, I can make an Ill/Time controller

Trying to stay positive about everything, definitely lots of good stuff coming in. I was hoping i21 would allow for a paretorian 20-50 end game, though. Lots of my Praetorian arcs end on very peculiar and random notes just because "it's time to leave, you have outleveled this story."

I never claimed I was an engineer, jeesh. In fact I said myself that I have no real understanding of game mechanics. To quote my last post:

I've noticed that 9 times out of 10 if I roll a new character on Virtue and start him in Praetoria, he is going to be on a full team of 8 until he gets to level 20. It does cool of a bit at that point for me most of the time, but I spend this phase of leveling doing the Midnighter arc, Keith Nance, and Roy Cooling arcs until I see teams advertising that they're doing tips or low level TF's, which is pretty common.
I don't notice a real slowdown until the 30's because that's when you've finished the more fun arcs, tips start to feel like a grind, and exp seems slow. There's always Oroboros and Cimerora but I've never come across (or actively looked for, to be fair) a level 30-ish team in those zones.
Level 35 means a trip to RWZ, and I'm usually able to get teams together for at least part of those arcs. Then you can accompany the level 50 teams doing Borea missions for shards, except you'll be doing it for vanguard merits, drops, and XP. (Not to mention, you'll have a team! Yay!)
The 40's get kind of slow for me, too, but usually by then you can team with people of any level pretty comfortably and you have more content available to you... All in all, it's not that bad, but there are those slow points where I've stopped playing characters because they're no fun to solo and I just couldn't find anything going on. -
I'm pretty sure the reason they had to implement the shard to thread conversion mechanic is because they didn't want people with stockpiled shards to be able to have all their new stuff slotted without doing a BAF or Lambda once. They're putting out new content and they want the community to have incentive to play it. If you could just use the shards and components you've had stockpiled for a year on all the new stuff, why would you bother running trials at all? I would hate to spend a bunch of time designing new and challenging content for an awesome game and not be able to offer a new and unique reward for completing it.

This, for sure. I feel like no matter which way you slice it, people would be complaining. Personally I think the incarnate system rules and I am nothing but optimistic about all the new stuff we're going to be getting. While the rewards system is a very big issue for me and many others, I honestly feel like the developers of this game listen to their community and once they have the resources they will be able to rectify it to a point that the player base is happy with.
Of course the trials are going to be a grind right now... The system was just introduced. Sure, they could've kept it locked up until they had 50 trials and a solo path done, but then you wouldn't have anything to do but get t4 alphas on every single one of your alts, plus all the new 50's you get in the next year.
I prefer the gradual release of new content- There is going to be something awesome to look forward to for quite a while guaranteed. If it all came out at once, everyone would still play through it all, get all their stuff, and then say "what's next?" -

I'm not sure what you mean by pre-defined paths.. But as I already said several times, Shang Tsung in Mortal Kombat. I don't think it's fair to say "any other MMO" because COH prides itself on being the first (and best) Super Hero MMO. Many popular super heroes have this ability or something similar. Some examples are Shang Tsung (already stated,) Mystique from X Men, Ditto from Pokemon, Kirby in "Kirby Super Star", and I'm sure there are a bunch more. -
I feel like there have been lots of cool super heroes all throughout comic history with shape shifting abilities... Kheldians are our shape shifting AT, and if I knew nothing about this game my FIRST assumption would be that the shapeshifters could absorb forms. I'm not a game designer so I don't know how exactly it would work mechanically though I have posted some suggestions... I know the argument has been "Kheldians don't work that way" but the cool thing about proposing new ideas to a fantasy world is that logic doesn't need to be taken so strictly. Perhaps, like I already stated, these Kheldians are more advanced and have evolved to a point where they can bond *part* of their energy with A.) A willing host (team mate, the PB version) or B.) An enemy (The Warshade version) thus absorbing those forms. It would only be part of their energy, so they would only be able to retain the form for X amount of time. The reason they have this new ability is because *insert lore mumbo jumbo here.*
