Your build is pretty solid, nothing really to critique if you are happy with it. However, if you wanted, I could redo it from scratch, see what I get.

Yeah, the HOs may not work. I'm hearing they haven't, and on the build I posted, I got the recharge time perma with 2 slots :P
Can you confirm they work on live? -
Well, as a VEAT player and lover, I tell you to please shush. Don't let the devs see how well balanced VEATs are. They might change stuff.
Two, I've suggested some change in the SoA forum as an idea.
Three, the spelling spider is here. It is "Urgent! Must see!". Any one who uses 5 exclamation marks is running around with their pants on their head, so sayth Terry Pratchett. -
Your build has a couple of problems. Wasted slots, overslotted, capped on LoTG, not taking or not slotting vital powers properly etc. I've got you permahasten and mindlink (your best buffing power), and added some incarnate choices for you.
For musc adds the most damage, but cardiac core, agility core or, Intution radical also work.
Rebirth core would be best for you, due to your lack of self heals and res, it also helps the team. Let someone else get ageless.
Reactive gives the most damage, but lots of people have and use that, so diagmatic is a good alternative choice. It gives your whole team pseudo-defence in the form of to hit debuffs, and regen debuffs for fighting AVs/EBs.
I've tried to keep the powers you wanted, but moved stuff around so you could get the most slots for a power as needed. I also dropped soul for darkest night. I could slot it better and it helps give your team pseudo-res and pseudo defence.
I've also put a second build below it with some pvp procs and stuff for extra def/damage/whatever, if you want to break the bank. Hope these helps.

Made some changes that should knock the cost down, and improve it. It is a purple off soft capped ranged, 12 points of knockback, more res, less wasted slots.

OK, my new build, come the new ATOs.
What do I gain: 2% defence (meaning I stand at 60% with the DA temp power).
A -res debuff in frenzy, which also gets a small DPS boost.
Perma pets.
5 slots of PvP enhancements in my heal. Gives me some stuff for when I do PvP (generally just duels in RV)
General DPS buff.
Panacea Proc in health for a HP buff and end.
What do I lose: Provoke.
2% def on my old no provoke build

Actually, no, they fixed it. It no longer gives it to enemies, because it is targetted as self. Same was as the chance to stun is enemy targetted, so you can't slot it in endurance for a self stun.
It is just a wasted slot. -
So I've got a TW/WP scrapper in the works.
I'm building her towards iTrials a bit, but I can only get s/l def and res.
So here is my build, any advice would be great. I am trying to avoid PVP/Purples, but I can do ATOs etc.

Nice build. But I've just made some quick changes that ups the def a bit more, and gives you some extra end/hp, even when they are killing your recovery.

So a nice quick contest. I've got 2 builds, and I'm getting myself ready for the next set of ATOs. I've been working on these builds a fair bit and I can't see any way to improve them, so I am openning them up to the public.
Rules are as follows:
I'll post my build. First person who manages to improve it (even squeezing an extra % out), get a prize. I'll then go with that one, and there is another prize.
The changes should be improvements before Incarnate powers. So no switching to Agility and saying you improved my defence. You can use enhancement boosters, but you can't just boost everything and call it a day, I need to see some actual changes.
I want to try and keep the powers, but I am open to suggestion.
I will do this three times, with the prize being 50 mil per build improved.
You can't improve a build twice in a row (otherwise you could just cheat the contest :P ), but after someone else has had a go, you can.
If anyone manages to improve a build twice, they will get an extra 50 mil (for a grand total of 150 mil).
If you don't want inf, I might be able to get you some character art work instead, but it depends on the artist.
Money is no object in this build. I'm willing to sink as much as needed. The build is also considered to have access to the next ATO set superiored (which for 3 slots, gives 5% melee defence).

-A stone/stone character called Cityface. Literally a piece of the city come to life. He fights to clean up his city from crime, and birds.
-A street justice scrapper/SR who fights using a fight on wires system, an implant that sends his body into a state of sezuire when his adreline gets pumping, to allow for faster reflexes (stolen from shadowrun).
-A bright yellow smiley in a suit who only speaks in emoticons.

Musc will take you to below softcap for AoE and ranged.
I would suggest going for dia, reactive everyone stacks and the 20% to hit debuff is basically 20% def for everyone the mob tries to fight. If you want the extra damage, degenerative is quite good cause very few people have it, or you could debuff defence/damage. My suggestion is start on Dia, work on getting all the interfaces you want. Tis what I did.

Does Panacea proc the end when in health?
If so, I'll be reslotting my heal for the extra recharge. -
Also, on the future of my build, I've got a couple of choices.
With hybrid coming out, I can change the way I play a fair bit.
Assualt is a straight up damage boost, either with the double hit mechanic, or the straight up damage boost proc. This turns me into more of a corrupter type damage dealer with high defences. This will probably be my BAF/Lam/Keyes/UG/MoM/TPN general buff, great on the annoying AV fights.
Melee simply makes me tankier and gives me a damage aura. This is more something I'll do on TFs where I am tanking. And it depends on the TF and if I want more def (ITF) or more res (anything no arachnos/cim).
Support I don't know enough to work with, so lets leave it for now.
Control is the biggest change, as it turns Supression from its current godly form (with ATO slotted) into something even better. With my 2 spamable ATOs, I'll be doing a lot more spawn locking down than normal. This I will use for farm, soloing and whenever controls are needed.
