For free, you can get several in game. (5-10 safeguard, 10-15 safeguard/mayhem, goldbricker, zulu, grandville...)
And/Or you can stay a paid subscriber for 60 months.
All of the above (well, except the 60 month) will let you avoid burning a pick on a travel power if you so choose.

I'd consider looking at the tech boards and reading this post before starting your own there. Paying specific attention to the "how to post" link about using CoH Helper (link in the post may be incorrect, so use this one), and HijackThis when posting in order to maximize our fellow tech minded forumites in their effort to resolve your problem.
And you've pretty much covered the usual suspects, although without the detailed system information that the two above applications would provide us, it is difficult to pin down the problem, and the tech boards would put you in contact with those better suited to ironing out hard to find problems.

To clarify; these characters retain their names until someone else gives their character that name (they'd have to be on the same server). The character who's name was taken is then issued a rename token. Nothing else about the character is changed.
I think the devs have confirmed that they've run the script twice over the lifespan of the game... although I may be repeating outdated information here.
This is not to say that it's impossible to lose a character *shrug* sometimes old information becomes corrupt, we are dealing with computers here - stuff happens... But I'd say 99.9% of the time whenever a returning player can't find their characters, those characters are either on a different server, or on a different page of the character list on a given server. -
It's fairly nice; But often I find myself wanting that (otherwise) prerequisite anyway... Although a couple of my tighter builds do love it for the little extra breathing room.

I find 'Bohemian Rhapsody' or 'Stairway to Heaven' usually replaces any other songs lingering in my head.... YMMV

Aaand... on the other side of the coin; sometimes you get veteran rewards before you should, like yesterday (tonight?) I logged in and was suddenly awarded the 54, 57, 60, and 63 month awards... 66 and 69 followed a few hours later... petition those too... It'll be sad to see 'em go, but I haven't earned them yet.

Lifetimes only help a game in the (relatively) short term, as they provide a quick infusion of cash to help support continued development and support.... but after a certain amount of time those users become relatively dead weight. They continue to use your service but are now paying nothing.
If you're having trouble consistently finding 15 to 12 (effective value of a yearly subscription) bucks a month to play with... I don't really see how scraping togeather $250+ is any more reasonable... I'm not saying the things you've mentioned shouldn't take precedence (they should); but 15 dollars a month is actually really good value if you think about what some other forms of entertainment cost compared to their duration. -

Happy to be of assistance! Windows does tend to find and download drivers automatically now-a-days, but it is still limited by what microsoft has in it's databases, so you don't necessarily get the latest and greatest software that the manufacturer has to offer. And it's often limited to bare bones functionality.

Well, as a... Tanker, yes? If it does not go against your character concept, at lvl 41 you could choose the Pyre Mastery ancillary power pool, and take either an immobilize or a hold, then at 44 you have the option to take melt armor (Ranged AoE, Foe -Defence, -Resistance)
[also, you can slot the afore mentioned Achilles Heel in it for a chance of more -resistance]
Depending on your level it may be a ways off, but perhapps something to look forwards to? -

On your navigation bar, open up badges, and select "veteran", scroll down to the 12 month badge, an there shoul be one with a little "claim bonus power" (or something similar) button. Click it, and then an option should come up to select either the ghost slaying axe, or the sands of mu.
You would have to do this on each character. -

Don't you think it would have been simpler to add a new set with similar less powerful bonuses and let some of the players go for that?
Personally i don't own any, I'm just trying to understand their thinking. It makes no sense
to me at all why they would lower the bonus of an existing set.
Take combat jumping (or hover) for combat mobility, slot two in there. TP friend (two slots) an TP (2-3 slots) for your travel power, and right there, that's at least +9.39% ranged defense (not counting the whatever CJ/Hover gives you). That is not an insignificant amount, at the cost of 1 power pick (I usually take one travel power anyway), and maybe 2 slots.
And some powersets have a power in them that accepts universal travel, and doesn't otherwise need much slotting. After I put a full set of BotZ in Elude (for a total of 12.52 ranged), my scrapper was easily soft-capped to both ranged and melee. (also has a side effect that with this, sprint, quickness and swift, it caps my runspeed for a short while.)
EDIT: As much as my scrapper laments this change (losing 7.52 ranged defense will at least double her vulnerability to ranged atacks)... I'm really only miffed that it took them this long to see this set bonus as an outlier... it was practically visible fron space. -
