What you have there is a dev talking about features still under development that may or may not actually be released in the final release.
So no that does not count as a promise that buying Going Rogue would give you incarnates. -
I did and my fuzzy memory says that at most it mentioned a PREVIEW of the incarnate system. A preview is not buying the system.

I'm leaning towards the doctor using the twin streams facility some how to have 2 of him. But that is only a wild guess and probably wrong. I think he deliberately split himself and one goes to his death so the other can hunt the killers. Note that his tardis was only with the younger Doctor, where was it? That is a huge anomaly.

Only in 1 add that was not supported by the box statements or any other statements. If the box stated you got it then you would have a case. But one marketing person screwing up in copy somewhere? no.

But why should a premium player have to purchase incarnate content again if they already purchased GR? It is because they are no longer subscribed?
So you have to be subscribed and have GR purchased? Fine! Make it clear then because it clearly hasn't been made clear.
GR is an expansion, and a result you should keep what you purchased. IO's wasn't part of a paid expansion but was freely given out, and can be freely taken away.
But don't take away what was paid for! -

As they have done in the past NCSoft has grandfathered previous expansions into the game. This happened back when Cryptic sold COH to NCSoft and Paragon Studios was formed to maintain it. As part of the things done to help retain players they gave all players for free the COV expansion. All players starting the game after that had full access to the content.
they are doing the same exact thing with COH:F as of it's release all subscribers have access to all content to play and use. The difference being that if a subscriber had never purchased the Going Rogue expansion they will lose access to Praetoria and side switching if they drop to premium while a subscriber who has purchased those will retain access to those things if they go premium. -
Nope I didn't.
Lets use different terms. They introduce a new Satellite system to the game [Going Rogue] it lets you do various things new that require access to the satellites.
Later they introduce a new GPS unit [incarnates] to all subscribers but it requires access to the satellite to function. If you don't have access to the satellite it doesn't work. That said it wasn't part of the purchased satellite system. It is just something nifty introduced later that takes advantage of the satellite system being in the game. -

You had to buy the newest game EXPANSION to get access to new game mechanics. Those game mechanics were then used by a new system introduced in the next issue. Hmm? -

It's like buying a chair and paying a home service company for maintaining your home. A few months later they come along and put a nice cushion on the chair, arm doilies and a nice over the back head rest that can be added or removed. Then you stop paying for the service and they take back their cushion, arm doilies, and padded head rest. Since they were part of the subscription but not part of the chair.
They needed the chair to be useful but the chair didn't need them.
That would be an accurate comparison to buying Going Rogue and Incarnates. Incarnates are the cushion, arm doilies, and padded head rest. -

For a genre of game that relies so heavily on socialization to encourage people to keep playing, it's really a wonder that PS expects premium accounts to be in the least worthwhile, given that they've cut out basically any options for such. After all, why would I bother dropping any money on a sub/Paragon Rewards upgrades if the first time I log in, I can't stroll back into my favourite global channel and say "I'm back!" and be greeted warmly by all the people I left behind? -
And that is exactly why they held things back. Free to play is just the tantalizing shiny to get you to play some. Incarnates and other things are the shiny dangled in front of you to get you to subscribe.

1: All the incarnate information is on the going rogue site, not the main site.
2: How could you access the incarnate content PRIOR to freedom without GR?
Just cos it's not on the box, it's still a purchase you had to make to access the content.
Expansion.
An Expansion adds a new layer of technology to a game. Following an expansion games often have new content in future updates that require the presence of the technology that the expansion unlocked.
This is the case with Going Rogue it was an expansion not just an issue update. If you didn't buy the expansion you where not given access to all of the game technology it enabled.
Incarnates required that new in game technology to function correctly thus for you to use it you had to have features enabled by the expansion. But the expansion itself didn't contain the new Incarnate abilities. It just provided the foundation needed for it to work.
Ergo Going Rogue does not contain Incarnates or directly give them to you. But its presence does enable the new technology to work so you have to have purchased it prior to have the game mechanics present that allow Incarnates to work.
Freedom moved gave all of those game mechanics to subscribers. A new subscriber to Freedom does not need to have purchased any previous expansion to have access to the game mechanics unlocked by the expansion.
Note this is not the first time that this has happened with City of Heroes. The last time they gave every subscriber free access to a previous expansion was with City of Villains. When Cryptic sold COH to NCSoft and a new studio was formed to run the game the City of Villains expansion was given to all subscribers. They are doing the same thing here. Post Freedom a subscriber does not need to have purchased any previous expansion to have access to the expansions game mechanics.
All of this leaves Incarnates that had been gated behind mechanics introduced in Going Rogue and being a Subscriber now only gated by being a Subscriber. -
If you have the actual old Going Rogue expansion then you have Praetoria and the alignment system. But if you don't have the expansion purchased on your account and are going to buy it separate then they are different thing.
IE if you buy Going Rogue(Praetoria) in the Paragon Market you only gain access to that and can't switch sides. If you buy the Alignment system you don't have access to create and play Praetorian's. -

Lots of things I have bought still are, like the first auction house slot increase. This worries me because I have no way to know which ones I still need/can buy. Hope they fix it so you can tell what you did buy.
At some point the devs want to fix the store so that you don't see or can't buy the things you already own. But until then you are not supposed to be able to buy them. -
