yes, ice patch makes the set. the massive slows put ice melee on the top for actual tanking, since it lowers incoming damage toward you. it makes for the perfect tanking set. hence it needs no fixing. -
Any sets, no matter how bad they are, can function in PvE. to say otherwise is silly.

throw 2-3 defense in hide and you almost never get hit with aoes. it's really sweet. it pretty much floors most mobs in PvE, just keep in mind that once you are surpressed, your aoe defense is totally shot. it goes down to like 3% or something cruddy.

There hasn't been enough added PvE content in the last few issues to justify a pve only game.
in Asheron's call we had new content monthly, and it generally involved a new quest or something along those lines. in this game, it took several months for issue 8 to come out and to get faultline done up, only to really be for one storyarc that was for a lower level group... and once you finished it, that was it.
issue 9 has a lot, but it's mainly involved around inventions. for actual gameplay, we only got the STF, and that mission does not justify the massive amount of time between i8 and i9. the invention system, while interesting, really does not hold much in this game, because the content does not justify the extra power given by them. there's really nothing besides the STF out there that needs said invention power. -

It's probably down the road. it's a very difficult fix according to castle.
I know I really am not interested in large scale team pvp with this current issue. nothing more depressing than because of one gather, I become useless against my foes. -

I'm saying this mostly from a stalker's standpoint-- blasters, scrappers, and tankers can all usually two-shot my character when they use buildup or aim, if they hit me twice in a row before my heal goes off. An SR stalker versus an SR scrapper should be a long fight full of evades, dodges, and misses, until one of them lands the fateful lucky hits.

the problem with the end of your statement is that heals are too strong and too quick -

having both "to hit" and "accuracy" I think is part of why the system is so borked, besides the tohit numbers being so much higher.
I don't think the floor should be any lower than about 15%.
50%chance to hit, assuming no accuracy is slotted.
80-85% chance to hit
80-85% chance to miss
50%, but the problem is there doesn't seem to be any caps right now. -

Or if fights were actually two people squaring off and pounding on each other until you at the keyboard got exhausted or it just got so boring you flipped a coin or something lol.

back in asheron's call I had some really epic, long fights. sometimes they were cool, but sometimes it was just ugh, someone die already. (we're talking way more than 10 minutes though) -
I feel that the 5% floor is too low in pvp, it should be no lower than 15-20%

Right now in matches, it's hard to get a gauge of where defense sits, because people stack vengeance through the roof (despite that it's not SUPPOSED to stack) but on my other thread, I made a basic list comparing everything

I have the two proposals there. Honestly, I think that tohit buffs need an overhaul as well anyway, but my first proposal would be a step in the right direction. however, doing both would be total overkill in favor of defense sets. -

Another thread I posted on had someone saying that stalkers broke the "unwritten" rule about the docks in lolbloody bay being a safe zone.
People who ignore the sign and expect people to follow their rules of convenience are just as bad as the rest of the trash talkers in zones (namely because those people start going off in broadcast as well)
zone duelers are the worst. I'll never understand why someone would zone duel anyway, it either involves popping 12 reds or your t9 for the one kill duel. -
if you're not in the same zone, turn off observers to reduce the chance of crashing.
