    Just to clarify, 45% defense is soft capped for nearly anything up to +5 levels. The tougher stuff will have a better than 5% chance to hit due to accuracy bonuses, but their chance to hit will still be at the minimum. There are some exceptions, like Turrets, Pets (?) and other players.

    According to the wiki, all pieces are uncommon. No rare in the set.
  4. The level range was what I was thinking, so I went in to check. It doesn't seem to be there and I checked on my level 33 character, so no chance of being out of range.

    You have to create an account and go to the download page. It was a bit slow in sending me the code, but yes, I didn't have to actually re-download the entire thing. I just added the code to my second account.

    The second part gives you the choice between… something… I think maybe it was something like mind control over the whole city… and killing the people who are already mind controlled.

    Yep, these are the badges for taking out the RV Heroes, so you have to be villain or rogue to participate.

    I don't think there is a way. As far as I recall, /MonitorAttribute toggles individual items in the list.

    The one you're looking for is /Toggle and the window you want to toggle is Combatmonitor or Combatnumbers (i.e /Toggle Combatmonitor). You can also use /window_show and /window_hide, but /Toggle is easier.

    But you can also find the window by clicking on the word Powers on your power tray, and then words Combat Attributes to bring up the window.

    From what I've seen, at least with GMs, the prestige is a set amount. When I soloed a GM, the prestige was 2,500. When on a team, it was the appropriate fraction (1/4th when on a team of 4, 1/8th on a full team).

    Crafting Aids

    The trouble with that guide is that most of the IOs you make with it are near unsellable. For example, it has you building Intangible IOs, when instead you could build either defense or resist IOs, put them up for sale at cost and probably make a profit instead.

    The only three categories where I couldn't sell my IOs at profit were the debuff/taunt/confuse, the mezz and the travel IOs. And the profits from selling acc, damage, end, rechange, defense/resist and heals always covered the expense of those with plenty to spare.

    Um, you can't spawn Ouro portals while in flight or in the air. Maybe you could at one point, but not possible currently. It's been an annoyance to me that I have to drop flight even when I try to place the portal on the ground.
  18. I have a couple characters who still have Halloween tip missions. I'm about the change alignments on one, which will wipe out the tip. I don't know if the missions will still work at this point, but I'd like to offer it up to anyone who'd want to try for the badge. The mission is in Grandville, so you'd need to be a rogue, villain or vigilante to get there.

    If there's any interest, I'll run the mission tonight.

    One reason I don't like to use Talos is because it's such a big zone. And I get really annoyed when I get that mission that spawns way up north in the islands. I just got tired of abandoning and retaking missions to get them close.

    When the Ghost of the Scrapyard is up, it's very easy and quick to get tips, as there's an unlimited supply of scrapyarders who come to you. You just have to be careful of Ghost aggro and hope the idiot doesn't walk into the market or a drone.

    Myself blueside, I usually grab my tips in Talos near the market. Bigger spawns there usually because there's usually a few people at the market. Once I get the tips, I investigate them in Atlas. It's a smaller zone so not much travel and for hero tip missions, I've only come across one that won't appear in Atlas (it shows up in IP instead, at the helicopter next to States). That one I'll usually autocomplete or dismiss and move on.
