Welll.... what you can do is use Windows Movie Maker or iMovie, or whatever other video program you have, or even Quicktime Pro if you have it, and grab "still frames" and save them as JPG's. Look in your File menu when you have the video clip loaded, you should be able to export the frame you're currently viewing. Or, dump the whole thing as 'stills', making a kind of flipbook (this of course will take up a LOT of space!)
The problem is, sometimes they aren't very clear. I notice I get much less quality from my DV camera than I did with a standard 35mm disposable camera that I'd have 'digitally processed' when the film was developed. -

otherwise known as "COH Splasher". And it appears that it doesnt' do font changing (yet).
So... you can edit the screenie directly, and add text and other HUD elements when you're doing the color changes. -

You could:
Use Switcher to alter your in-game font to something Arachnos-like (an alien script might be good).
Then change your window border color to a light grey, text color as well.
Rearrange your tabs. Zoom in to 1st person view. Take a screenshot with the UI exposed

Jump into photoshop or other image manip program of choice, change the screenshot to greyscale, then adjust the hue to a blood red.
Voila, dark red HUD with weird script over your character's view.
Delete the font folder out of your game's Data folder to reset your in-game font. -
Keep in mind that Contest art will get bumped in favor of Commissioned art... at the time, I think Gill was trying to grow his business a bit (but already had an awesome queue) so it took a LOOOONG time for the winners to get done.
Which is as it should be, paying customers go ahead of contest winners, cos they're putting cash in the bank.
However... what would be cool is an SG sponsoring an event, all chipping in some $$, and giving the winner a MMOArt commission. I think Paragonian Knights have done that, once or twice. -
This reminds me so much of certain portions of Pink Floyd's "The Wall" (the film with Bob Geldorf was particularly disturbing.)

I remember those contests too, Alty. I was logging on one server after the other - I think I entered four characters (3 heroes, 1 villain.)
When Soul made the semifinals for Victory at the time, I was up against Ms. Japan, who took second overall. I remembered thinking "This is as far as it'll go" cos she was so good.
We both got picked for the finals. I still thought I'd get cut, cos I'd seen the other finalists on other servers. So third was still an honor. -

OK. I am all over the original post - this is a GREAT idea. The RP opportunities, the rationale, all of it just... WORKS.
Except... rather than booting the Duress/Probationary character back to their zone, implement the zero-XP ambushes if kicked off the team (outdoors - boot from instances) or implement the BASE RAID code if in the sponsor's base. Defeated? if not sponsored again, you get deported after a cool-down timer. This would be a zero-debt defeat as well. But as long as you're still standing, you're able to collect salvage and such from the waves of cops/soldiers sent to collect your sorry behind.
However, if you leave the team/sponsor voluntarily, you have a 'visa' to travel to the OPPOSING FACTION'S recruit station to either go back to your own side, or hang out and be available to join teams. When the visa expires... see the above code.
In other words, getting kicked is an immediate PvE or possibly PvP fight. Voluntarily leaving is a "you got until sundown to get outta town" deal.
And I agree, the probation/duress character NEEDS to be sponsored by someone. Maybe not +2 or greater to them, but there has to be someone keeping them under 'control'.
