I can't play anything that doesn't control and damage any more. Now if only Dominators could get some weapon and martial art sets.

For all the other freakish boots I've justified them to myself as extending beyond the toes. This, on the other hand, is a completely different case.

Possibly remove -KU from Frostbite and change Ice Slick to Knock Up, making it unenhanceable. It shouldn't look too different.

Icy Assault isn't that bad. I'd say it's average. Not the best but by no means the worst - Thorny with redraw? Electric with lack of PBAoE? Energy with lack of cone? Earth with awful ranged attacks?

Well you have the -Recharge from Icy Assault and -Recharge from Mind Control for synergy. Mind Control also works well at any range because of the TAoEs so you have flexibility to use the melee attacks and PBAoE in Icy Assault. There's Power Boost, as you said. You'll have a very fast animating ranged attack chain early on. The -Speed can help with limiting how far enemies can run with Fear and Confuse. I imagine endurance will be the biggest issue but that's normal for Icy Assault.

I'd gladly take half an issue of less new power sets to push forward updating effects for Fire, Electric and Dark sets. Possibly Ancillary and Patron pool customisation too.
Even if the new stuff looks good there are a lot more legacy sets out there that can drag overall quality down. -

Comparisons to Earth are futile because it gets access to a stun, the best AoE hold in the game, a very resistant pet and a valuable debuff from Earthquake.
Ice Control is a one trick pony. Earth Control has so many options to take. -

A problem with Ice Control is that it's really light on control - it has immob, hold, KD, confuse and sleep. The only power that you can feasibly add a form of control to is Shiver, and a chance to stun for a few seconds would be cool. Think of it like how people have to rub themselves to try to get warmer. If you make it a pseudo pet, Ice Control is now able to work completely in melee and only misses out on Arctic Air from range; but as they both have a chance of controlling, it means you could skip one if you really wanted to. For the animation, I'd change it to look like Shadow Field but a sphere of cold instead.
So with a pseudo pet Shiver, Arctic Air and Ice Slick you'll be causing a chance for three different controls to happen at the same time. With the Cold Snap idea, using Frostbite would deal extra damage whilst turning the stun into a pseudo hold and without hampering the KD. That leaves Flash Freeze as an opener to stop Alphas along with Ice Slick from around corners. -
The problems:
1) Frostbite and Chilblain cannibalise Ice Slick.
2) Shiver is not a control.
3) Flash Freeze deals damage first and then puts to sleep later.
4) Overall lack of damage.
My solutions:
1) Obviously change Frostbite and Chilblain. Though then the FX for Frostbite and Chilblain don't make complete sense.
2) Add a form of control to Shiver. Possibly a chance to stun.
3) Remove the damage.
4) Add a new mechanic called Cold Snap. Cold Snap would activate when an enemy is affected by Shiver, Arctic Air or Jack Frost's Chilling Embrace and would increase the damage dealt by Block of Ice, Frostbite and Chilblain. -
I'd like the face masks (such as Neck, Diablo, Romulus, etc) to actually look like spandex rather than face paint.
Other than that, I'd prefer A and C rather than B. -
Just want to say that Darkness Control effects look amazing! Now, would it be possible to get an update for the other Dark power effects?

Nice to know that it's still not worth taking. Now if only the devs would realise that too instead of wasting money and manpower on it. It's like trying to stop a knife wound from bleeding by using a band-aid - it won't work, it'll be messy and it'll still end up with same conclusion.

Gravity/Earth could use it because of the lack of other decent ranged attacks.

I don't think the set is too bad really. It's just boring, especially at later levels.
Imagine a Dark/Dark/Soul Dominator.
Open with three cones; Fearsome Stare, Living Shadows and Night Fall. Cast Shadow Field and Haunt. Then you can use ranged blasts or run into melee where you can use Dark Consumption, Soul Drain and Heart of Darkness, follow up with Smite and Midnight Grasp. Meanwhile, the Shades are taking aggro and lowering to hit; Umbra Beast is causing fear and using its powerful-looking melee attacks and lowering to-hit. Basically, that's a lot of persistent to hit debuff.
I think Soul Mastery is the best option for Dark Assault because it has two PBAoEs and Dark Obliteration. Its lack of a defence armour isn't too crippling either because of the to-hit debuffs.
I think Dark Assault is like Electricity Assault - it's not that good but provides useful synergy when paired with the equivalent Control set. For Electric that's -Recovery, for Dark that's -To hit. -
I said a while ago that the surprise would be that there isn't one. Though that's not entirely surprising either.

It is going to be in i22. Check the known issues thread. It's likely Synapse accidentally put Beast Mastery up instead of Dark Control.
