Technically not... even though Praetoria (city) is on an island (or a couple of islands), Cole has the goodwill of ALL the governments in Praetoria (earth), at least according to the lore.

however my concern right now is trying to sort out what i can do alot with for ranged damage powers.
It is generally partially balanced by lethal, smashing, and fire having higher attack values as far as I know.

He is more oppressive, his citizens live in greater squalor, Tyrant is constrained by at least trying to maintain the *facade* of benevolence. Recluse has no such constraints.

Which does not mean that he does not treat his lackeys well as long as they are successful (and has a grudging respect for those who manage to trick or overpower him) but then again: So does Cole.
His job scope specifically: Phipps was planted by Arachnos to take up the role of a crusader for the downtrodden before a real one could show up. Any good he does for the poor of Grandville is offset by all the information he funnels into Arachnos.

Nowhere in there says his job is to make people's life miserable, that is his choice alone. As for a counter argument, if Arachnos REALLY wants to make people's life miserable, how can you explain Cap au Diable?

"But I want the poor to be hungry. It keeps them more miserable and desperate for my help. So I want you to destroy and poison those donations."

"He's also become a light of hope to the people here, showing them that they just might be able to improve their lot. That can't be allowed. I want him eliminated."
Westin Phipps != Arachnos, even if he's a tool. Like you, he has his own mind, and he uses it to do evil.
  5. If you're looking something which has attacks which no one resists, I would suggest VEATs with leviathan mastery.

Spiders have pure lethal attacks, pure smash attacks, pure toxic attacks, combined smash/energy attacks, and from leviathan, pure cold attack and pure negative attack.

Widows have pure lethal attacks, pure psychic attacks, combined lethal/toxic attack, and from leviathan, pure cold attack, pure toxic attack, and pure negative attack.

Recluse does have his army of brainwashed psychics, BUT nothing else you say is true. Recluse does not try to keep people as miserable as possible, he only goes against those who cause too much trouble (and even then, there are specific limitations). There's a difference between restraining freedom from a select few, and restraining freedom from everyone.

Not necessarily. Recluse still allows a lot of freedom, and by GG's measure, that's pretty good.

Maybe. But only the Warden side. And you do end up helping the wardens at times.

Of cause, one can note that inevitably Cole would end up fighting everyone (well, except maybe Nightstar and Siege cause they're constructs), if only because he's the apparent champion of the Well and his master plan would lead to the destruction of both Praetoria and Primal.

And if they had, they certainly would have mentioned it in their announcement of the event. So, far all intents and purposes, your Rogue is still nothing but a villain, and your vigilante is still a hero.

I am somewhat curious as to whether Praetorians under level 20 can pick these missions up, though. If nothing else, it would let us know how the devs see the alignment of the loyalists and resistance players. Then again, I suppose the badges make that answer clear enough.
I didn't expect them to change the mish. I expected them to at least change the event description, a mere pile of text on html. And they did change the page, at least to reflect the dates for this year, but they didn't change the description.

But that is assuming Loyalist means siding with Tyrant. I'm actively hoping that the Loyalist responsibility (in the future) will split from the Tyrant faction; there's already hints of disagreement, from Antimatter and Marchand. Which is partially what you do in the Loyalist storyline: in both power and responsibility you mess with Tyrant's plans, whether because you don't want a city block to be nuked to secure the guilt of Arachnos, or because you think Neuron (and Cole) don't deserve that power.

And for that matter, again, Marchand wants you to go to Primal, not to help Resistance, not to defeat Cole, but to make peace, which fits with Loyalist Responsibility attributes, but unfortunately goes directly against Cole's wishes (as he makes known to you).

Not to mention the 1 arcanatime window to throw all the TP effects before it gets cancelled out by the teleport resistance. You need extreme coordination to cast them at the exact window..

Because "Contacts, PvP zones, supergroups, bases, and Ouroboros" are not holiday events. And especially holiday events which have a distinctive alignment segregation. And on that note, you're right that they should probably mention something about loyalist and resistance in the Spring Fling infomation page as well.

  16. Ok, someone forgot to update Spring Fling, so here's a bunch of questions I would like answered:

    Quote:
    Tainted Water
This villain story arc will have players fighting Arachnos to find and bring back tainted water from the Well of the Furies. The catch is that to complete these missions, teams must have someone with a "pure heart" on them and thus need a hero character with them.
Does the hero requirement include Vigilantes?

    Quote:
    Plight of Eros
This hero story arc will have players retrieving an ancient artifact, Aphrodite's girdle for Eros. The girdle's location requires someone with a "twisted soul" to find it, so teams will need a villain character to complete these missions.
Does the villain requirement include Rogues?

    Quote:
Players can purchase the Dimension Drop temp power from vendors located in Pocket D. This power can be cast on other players to give them a buff. If a Hero casts this on another Hero or a Villain casts on another Villain, the buff is only minor. If a Hero casts on a Villain or a Villain casts on a Hero a better buff takes effect.
    1) What are the effects when a hero uses this power on a vigilante? Or a rogue?
    2) What are the effects when a villain uses this power on a vigilante? Or a rogue?
    3) What are the effects when a vigilante uses this power on a hero? Or a rogue? Or a villain?

The original City of Heroes had no affiliation, it had no "belonging," it had no factions. A hero was a hero, doing heroic deeds THAT HE CHOSE TO DO.

There is no limitation on free choice in a multiplayer game, or indeed in an MMO. It all comes down to writing, and in particular NOT writing yourself in a corner by constructing a binary world. Especially when you have not, in fact, constructed a binary world. What do I mean?

Well, Praetoria is not just the Resistance and the Loyalists. Even ignoring things like the Ghouls and the Destroyers, you still have one other major player with clout, ties and resources to rival both of the others - the Syndicate. Emperor Cole has the resources of the state, government and police. The Resistance has the resources of a massive number of agents and supporters. The Syndicate has the resources of EVERY CORPORATION IN THE CITY, if not the entire world. They have money, they have manpower, they have technology, they have agents who have infiltrated practically every facet of public life and government, to say nothing of the Resistance, they have psychics of their own, and by the truckload. Hell, most of the Syndicate Suits even seem to have a genuine ideology for the future of Praetoria distinct from either Cole or Scot, one of a shadowy conspiracy existing just below the surface of a seemingly free society, somewhat of a half-way point between Cole's totalitarian ideology and Scot's anarchist ideology.

Why aren't the syndicate a major player? Why aren't players allowed to side with them when both the Resistance and the Loyalists are acting like complete loonies? Hell, they're even built with faction friction in mind between the Honour and Business enthusiasts. Honour follow the teachings of Wu Yin, trying to free Praetoria from Cole and run it better, whereas Business follow people like Octavian and try to become a deep-rooted conspiracy to better themselves by ruling over society. The Syndicate is ripe for being included in the game, but actually isn't. And why? I haven't a clue.

The Resistance vs. Loyalists duality is - to my eyes at least - just an instance of lazy writing. False binary fallacies like "You're either Nexus or against us!" are just that - putting the player in a manufactured, unbelievable dilemma for the sake of putting the player in a dilemma. But Thou Must if ever I saw it. And it's not like it's JUST Praetoria because Praetoria is such a unique, special case (ignoring the fact that it was purpose-designed and written so as to "tie their hands"), what about the Arachnos vs. Longbow duality? Can I not be a hero without immediately affiliating myself with Longbow whenever a hero vs. villain conflict erupts? Longbow are NOT the face of heroism, they are a private military organisation which isn't even strictly legal. And what about Arachnos? Why the blue balls would my villains want to lackey up to the Spiders? Can they not be villains on their own? Can they not take part in hero vs. villain conflicts without being affiliated with Arachnos? Despite what the Resistance Greeter in the Rift Enclosure might lead us to believe, Arachnos are not THE big bads. They are A big bad, right alongside Malta, the Rikti, the Nemesis Army, the Carnival of Shadows, the Devouring Earth, the Circle of Thorns and so forth.

I have had it up to HERE with faction-on-faction action. Why does everything have to be organised brawls and organised wars these days? Why can our characters never shine without having to affiliate themselves with some organisation, all because a writer keeps writing every bloody piece of new content like a god damn crossover civil war comic that has to involve large-scale warfare or large-scale infiltration? What happened to Clark Kent working in a newspaper and saving people in his spare time without necessarily leading a Justice League or the armies of Earth or whatever? What happened to Magneto taking on the X-Men without having to involve Venom, Carnage and the Kingpin? What happened to all of those stories?
Just a note though, with all these complaints, these new content is actually going in the right direction.

    1) Tip mishes: Extended from radio mishes, You find something happening, and go out to do what you think is right, and no one is going to stop you.
    2) The new praetorian events? No contact, you get to choose your side (well, other than the syndicate one, which I think needs more options: it's the only one without options), no one's forcing you to enter.
    3) It's probably noteworthy that with the incarnate trials, you no longer need to go to ouroboros (or join ouroboros, etc) to become an incarnate, all you need to do is complete an incarnate trial.

    My suggestion?
    1) Extend the tip mishes to start from level one, even if there is no morality involved, or let morality be fixed within hero/vigilante and villain/rogue with no red/blue travel until level 20. In praetoria, let tip mishes be an alternate way to change or affirm sides. Additionally, increase tip drop rate for street sweeping, and do not limit the number of tip mishes you can get after hitting the fame limit.
    2) Implement more events similar to the praetorian events. Additionally, allow these events be an alternate way of gaining alignment points.

Is that because of ACC or def debuff? (also, that's 60% def in which types/positionals? deff debuff may be sneaking through undefended directions) That's a very important consideration.

That at least slightly increases the chance few getting a raid leader who's content to be the leader.

If it's the latter, I'd love to see how the interface would work, especially since, if functional enough, it has the potential to put LFT globals out of business {which wouldn't necessarily be a bad thing}.
Since nearly 50% (or more) of all Atlas LFT globals are for AE farms, and I do't see any way for turnstile to be implemented for them, I don't think LFT globals will ever be put out of business that way. But for trials and TF/SF, maybe.
