(A Grav/Storm was my first controller to hit 50. It's not considered one of the powergaming set combos, but it suits my playstyle. In my opinion Wormhole is the crown jewel of Gravity Control.) -

I think a big issue here is aggression. Your posts are almost always passive aggressive, however every once in a while, it is simply aggressive. This stirs up other players, and then, you inexplicably disappear from the topic where the problem gets stirred up. People call that trolling. It is poor forum behavior. However, this isn't surprising from someone who stated that social norms are pointless.

I've said this before: You can be a very helpful person at times. However, you have this tendency to be a pompous jerk who thinks everyone should adopt your perceived counter-culture playstyle. You would be far more successful if you would drop the tone in your posts and simply try to be much more affable to everyone and most importantly - don't react to others that criticize you. i'm rather glad Arcanaville posted the detailed explanation of KB/KU mechanics here. i mean, i knew the basics of how it works, and i thought from his posts that the OP did as well, but i guess it was something that was known, but not properly understood. Or something. Now that the OP understands why separating knock down and knock back functionality is very non-trivial and unlikely to happen i think that the thread served some useful purpose after all.
Besides, the more info on how the game systems interact is always helpful. It would almost be worthwhile to compile a guide to CoH/V's under the hood game mechanics and subsystems by compiling various Dev and forumite posts on how the game functions into a single document. There's a lot of informative material scattered throughout the forums. -

Knowing what faction and AT you prefer is also useful. Within each AT there are sets that generally do better or worse in PvP. If you have a particular archetype in mind i'd suggest posting in that sub-forum as well. -

If anything, id say the use of Regen is fine, if you give it something that compliments it better then DM.From my standpoint, for survivability, DM does great adding that heal, for Armor sets that dont get a Heal Clicky in the first place, but I may be able to come up with something you could combo with Regen to make it more favorable for survivability then a redundant healing power.
Thats assuming your dead set on Regen and being a Scrapper.If you are, then it would be best to get a set that offers KD, or KB as a damage Midigator.It works pretty well for my Sonic/Sonic Defender, as well as my Axe/SR Brute.
Side Note : If I end up getting IOs for my Axe/SD Brute, its more then likly going to be just Recovery and Regen, with some Global Recharge thrown into the mix.Axe allows me to keep the mob on its butt for half or more of the fight, so Def %s arnt much of a issue, even on my /SD Defense Brute.
The point of mentioning my Brute, is that if I went with DM, id be far more vulnerable to damage, and id have to really cram the money down his throat to make him survivable.DM's heal isnt always the answer.
If you really wanted added survivability with Regen on a Scrapper, just take Katana, Broad Sword, Electrical Melee, or even Claws.All of these sets offer way more protection through KD and KB then anything you could achive with DM.
Iv had 2 Regen toons in my time playing this game, both in there 40s when I got bored of them.They where DM/Regen, and Claws/Regen.The DM one, iv already mentioned how it could survive small missions, but with my Claws, I could survive full 8 man missions,thanks to the KD and KB of my Tier 9 being on high Recharge and Accuracy.I didnt worry about Damage for that power, I used it as a midigator, and it worked very well.Soloing Bosses was alot easier with Claws then my DM Scrapper was at it, because My regen powers where up fast enough to allow me to tank, and my fast attacks, and KD from Focus made the fights with Big bads a joke.
So I guess im recomending Claws more then the rest.People severly look over sets because of the KD and KB components.When most mobs if you set them to +1 in difficulty, turn most of the KD, into KB from increased resistance to it.
Heck, my Cold/Ice, and Storm/Elec count on KD from there Debuff rain powers to stop all incomming damage, so they can dish it out.

There's a mix of facts*, opinions, and errors in your post. In some cases i think it's because you're confusing power names, but most of what you're asserting is more to do with your playstyle and less to do with the objective capabilities of the sets. Also, as usual, you're making claims about what everybody else does or thinks about ATs/powersets that isn't borne out by what i've seen posted in the relevant forum sections. i'm guessing that most of what you say about how players think about various powers and sets comes from AP broadcast on Freedom or Virtue. Or maybe you just remember all the foolish posts in various threads and ignore all the posts that refute them.

i love the Hero System and have played in some very fun games using it.* It is beyond easy to break it even if you stay within the letter of the standard build rules concerning active points, etcetera. The same applies to most pen and paper RPGs no matter how structured or free from they are. However, the free form ones make it much easier.
*Though i avoid going munchkin in most games unless the GM does the same with the enemies, i did on a few occasions end up making characters that ended up being slightly overpowered in Champions Offline/Hero System due to synergies that neither i nor the GM had really noticed during creation. -

Just to expand on basic tactics versus Vahzilok: When solo each group of Vahzilok you encounter will usually be some mix of 0-3 zombies and 0-3 human Vahzilok. Total group is usually 2-5. The humans are faster, coordinate with the rest of their spawn and more perceptive, but the zombies are stone stupid and move fairly slowly.
If the zombies have no human handler you can generally pick them off one at a time and the rest won't notice you or what's happening to their buddies unless you're close enough to tap them on the shoulder. Best approach is to get each one's attention with your ranged attack and back away to destroy it where you won't accidentally bump into the other zombies.
In a mixed group the best approach is to take down the human handlers as fast as possible and back off until the zombies lose interest and start shambling back to their spawn point. Once the handlers are gone the zombies revert to being utterly oblivious and stupid and you can pick them off at your leisure.
If your health and endurance are running low there's no harm in running back to the entrance and exiting. As soon as you leave the mission the enemies lose interest and slowly start shambling back to their spawn point. There's no danger of the mission resetting unless you log off, select a different mission or join a team, so you can rest up, go buy inspirations and even go hunt enemies outside the mission until you're ready to go back in and finish them.
Vahzilok can be quite nasty at the lower levels, but with caution and patience they can usually be handled without too much trouble. They are definitely one of toughest enemy groups in the early game with their toxic damage and poison darts that slow you down.. -

Wasn't defending anything or trying to knock it down, just pointing out that slotting for defense (while not as prevalent as he makes it out to be) usually has a good reason behind it. -

Don't worry about Ultra Mode if you have an old computer, just don't use it. Ultra Mode is just a new graphical feature being added to enhance the game's appearance for those who want to and can use it. It's considerably more than just adding shadows, but in the end all it does is improve the appearance of the game if your system supports it.
Personally i'm far more interested in the other things being added in I17 and Going Rogue.

Positional defense is the easiest way to add survivability to ANY character. No matter what AT, if you add defense, they will live longer.
All the regen in the world does you absolutely no good when you're being hit by everything and you drop to 0 HP in 15 seconds or less. Defense makes regen better, because it's less damage you need to regenerate.
All the recharge in the world is useless when you're dead. Defense will keep you alive longer, in order to use all those quick recharging attacks.
More HP just means you can take more hits before you drop. If you're not taking all those hits you will not drop.
That's why defense is a common IO path for any character. Because no matter what else you're doing with it, defense will make it better.
While not every build advice post advocates slotting for defense of any kind first it is usually at least a secondary consideration. My flying Dark/Ice Defender was built more for max end and recharge rate boosts with some damage and accuracy bonuses thrown in, but still managed to end up with a bit over 30% ranged defense with no purple sets at all. Combined with Dark's massive debuffs and soft controls there's little short of an AV that can't be soloed safely and (relatively) quickly. -

As far as Fitness-less Defenders i've never made one work myself, but then i've never tried. i haven't played Empathy or Kinetics high enough, and i tend to play very aggressively. My FF/Rad has Fitness and still runs low, but with full Leadership, Teleportation, Flight and every available AoE attack it's easy to run through the blue, especially when the team rarely takes much damage. Basically the Fitness line and Stamina is what allows me to indulge my two-fisted aggressive Defender playstyle. Especially while solo. -

Tarikoss isn't too bad though. You can ghost a few of the missions and move briskly. Still, I do agree that there is a vast disparity in Merit/rewards between both sides. The Devs haven't really found a solution though, outside of having villains go blue in Going Rogue. -
