"Thinking outside the box" is generally a great thing if it is coupled with what is known as "common sense." Sadly, extra-box thinkers often lack the common sense attribute and can get huffy when someone else points it out. No, if you want to know what trouble they could get into doing a service like the one you describe, Neverwinter Nights is a great example. Bioware got around it via the simple expedient of not hosting anything. The game gave you a module editor of amazing capability, but you hosted the server yourself. What you did with it was not their responsibility. Even then, there was a lovelly case where someone tried putting a server for paedophiliacs live and openly available. At that point, pretty much the entire community wrote to Bioware and the guy's keys were revoked.
In your scenario, NCSoft would need to review the full content of every single server looking for copyright/trademark violations and inappropriate activities. They would also need enough computing power to make the NSA envious.

But, following your logic, simply because something is challenging then means it shouldn't be discussed.
Notwithstanding, the concept and idea is valid and sure maybe NCSoft would need to staff the servers looking for violations (and I'm quite sure the community would go a long way to assisting that, as they do now with reporting blatant copyright infringements etc) but at present they also have a team of GMs on standby to support. Those GMs would be mostly redundant in the scenario I propose which means they could be redeployed in other roles. NCSoft's costs go down, player base gets the game it wants. Win win -

This has potential, no? I know private servers for some games exist, but this is more of a- personal server.
If a toolkit were to be released that allowed such a thing, I'd buy it. I mean, I spent weeks working away on the NWN editor.

Just to be clear, I'm not talking about "private" servers. But I am - for example - talking about something like NCSoft hosting your world on one of there servers but it's effectively your game, built using their tools. People can come and join your world but they play your stories or play to your rules

I'm not an expert on MMOs by any stretch of the imagination, but it seems to me that the concept of a "do it yourself" mission creator is truly ground breaking and potentially will impact on MMOs and computer games for years to come.
I am not aware of any other game that offers this choice but, potentially, I can see that future games offer you an engine, a sketchy environment, a set of customisable powers, and a mission builder kit, effecitvely a DIY MMO. You and your friends can buy the game, create the world on a server and then invite people to join your community.
It potentially allows for massive scope, a Superhero game, an army game, space, fantasy, pirates and ninjas, all in the same universe. Potentially amazing, almost certainly chaotic, but wow... limitless potential.
Am I being over-imaginitive? Just how much of a revolution will this be? -

Upon completing tasks in the game (Task Forces, Trials, etc.) you get an option of receiving Reward Merits instead of a normal reward. The number of merits is based on the difficulty of the mission, how long it takes to complete on average, etc. Thus things like the Katie Hannon TF have minimal merits associated with them, and things like the Shadow Shard Task Forces get bunches.
You can then trade those merits in for specific rewards, like recipes and the like, or trade in a smaller amount for random recipes if you feel lucky.
This should allow players who want to work towards a specific reward to be able to do so, but it will most likely take longer than the random rewarding of that item generated. This should keep the "value" of highly desired items in the Auction House (but most will likely see a fall in price). People still want instant gratification, and that is what the AH brings to those with the Inf. to spend.

the ads are not the same in each area so while UK players may get loads of ads, a player in say, belgium, might only see one or two. this would make the badge biased toward countries with more ads which would almost punish players for being in a region with less.
think how you would feel if NC announced that they were giving free character slots to players from germany but not anywhere else ? Or a new mission arc only playable by players on the american servers ?

there was enough trouble when the offline costume creator was korea only, this badge idea is for all intents and purposes simply a lesser version of the examples above. not a bad idea, just a little unfair for my liking.

Ok this is a fair comment and one I'd not considered. It wouldn't work if the ads weren't available to all, and yes if I was missing optional content simply because of location I would feel justifiably gypped and so maybe if it was to work, it would need to be universal.
Whether or not making the ads universal is doable I don't know but, if so I think it would still have an idea as legs because it helps drive revenue to the game. -

Ok I'm seeing a few of these ads, sometimes in quite unlikely places, and I'm wondering if NCNC aren't missing a trick here, by adding an element to CoX that gives their advertisers a guarantee they are being hit (and a metric that's traceable)
Put simply: A badge that counts every add you see of the same type.
The current ad is Babylon AD I believe (not seen any others as of yet) so as a player goes around hunting them down they get the Babylon AD badge with a number for each unique instance they've spotted. It adds to the badge who... hunters tally, and ensures that the ads are being seen by at least a few, and because they are temp, give a uniqueness to the badge hunting capability of those to whom such things are important. -
I love the concept of group fly - we've all seen Dave Cockrum's delivery of the X-Men, Phoenix, Rogue & Storm bringing in the heavies on a splash page, but in game terms it's a bit borked unless you're in a team with several exemps who don't have travel powers. It's actually a pain and fly is a bit gimped in several aspects, so I'd much prefer to see it replaced with something of real benefit, for example aerobatics, kb resist or something not dissimilar to acrobatics in the leaping pool

I'd say it is worth slotting a lot more end mods. Depends what you want to do wtih the build of course, but at least one end mod in each power can go a long way, and Voltaic Sentinel really comes into its own if you slot it right

The Friday Night Fight Club just got badder because this time, it's not just Evo Radio, it's Evo Radio and Music World Radio co-hosting a regular fortnightly event, bringing you more participants, more music and more CARNAGE!
Every alternate Friday from 10-Midnight UK time, both stations will combine to bring you the friendliest, funnest and funkiest Fight Night around, a PVP event for players of City of Heroes and Villains of all levels of character and ability.
Kicking off on August 29th will be Proximity with his own blend of movie theme tunes, whilst he hosts the event on both Evo and MWR. A fortnight later, Riff will be hosting the event from Music World Radio, bringing you his own eclectic musical tastes, and from then on both stations alternate, giving you a chance to listen in to your favourite station whilst you slam dunk your supergroup, crunch your coalition and pummel your pals!
Friday 29th, 10pm UK time, Defiant Server, Pocket D. Friday Night Fight Club, like you've never heard it before!

Very good, but my comments are perhaps overly pedantic:
Mig 15s look good but the F86 Sabres are in need of a bit of work.
My biggest gripe is '52 and the Korean War is one of the hottest parts of the "Cold War." Mcarthyism is rife throughout the USA, MacArthur did actually threaten to overrule President (Eisenhower I believe) and go Nuclear on China... and anti-communist sentiment is at it's zenith. Yet your protagonist is wearing redAnd has a big (non-white) star on his chest.
Otherwise I'm loving the scene setting
