They may have thought it was coming, but the devs acted, in the implementation of the game, like they were not obligated to avoid doing things that could severely impact it. So not only did they not design the game with PvP in mind, they actually designed it in a way to explicitly make PvP more difficult to implement.
Let's face it, PvP aside, the first year of this game had a lot of power decisions that today would make us look back and just shake our heads. -

This game was not designed to have PvP. Going so far as to tout the game as being PvP free when launched. This is why we have the utterly annoying PvP zone contact fedex's. When they decided to add PvP with the introduction of Villains they had to go out of their way to let us know it was optional. The players at the time didn't want PvP in 'their' playground and had to be assured they wouldn't have to participate.
Also why PvE and PvP rewards are kept seperate.
PvP was added over a year after the game launched. Issue 4 To be specific.
Therefor, I can say 100% that I didn't buy the game for PvP as it wasn't even an option at the time. In this game I've always viewed it as gravy, nice to have but not necessary. Was great fun before i13 gutted it though...

If it was Doc A, then I'd have a great deal of confidence in the idea. That guy actually knew how to PvP and what made it fun.

Regular PvP participation was at its highest during i7, according to Ex Libris. As of i10, she had posted that regular PvP population had dropped to just above ten percent of the total player population.

It does suppress with hide. I've never been a big CoF fan though. That power needs a bit more help before it's where it should be.

What he's asking for isn't a suppression to the mechanical effect, just the cosmetic part of the power.

Please remove PvP travel suppression and Heal Decay.

It's almost non-existent in PvE, save for a few corner cases. DoT (I believe) counts as a separate attack notification, so that would alert the mobs. Also, the end drain from elec melee didn't get flagged for ignore at first, so that would always trigger it as well. I'm not sure if that's been changed yet or not.
