You do realize that Force Fields is one of the few secondaries that can actually "make" Ninjas live longer, right? I mean ... Force Fields turn Ninjas into a gang of Super Reflex Scrappers who have the power of NO GET HITSU!! Of course they're going to live long enough to dish out their damage, once they can dodge hits and still dish out their damage.
The problem is that if you don't pick the "right" secondary for Ninjas so as to help them LIVE ... they fold like pre-creased origami rice paper and don't even make decent speed bumps. -
Considering that I wasn't on Arbiter Hawk's "case" for all that long about Trick Arrow (although I did make sure to at least mention it!) this does make for some welcome additional insight/clarification as to his thoughts on the powerset (and not while he's being besieged by players at a Summit). I'll admit that I too was somewhat "Wait, wha?" by his "undervalued" comment, but didn't pursue it as far as you did Trickshooter, so that's most appreciated too.
And yeah, Arbiter Hawk is pretty cool ... but you do need to make sure you're reading/writing on the same page as he is quite a bit. -
The real answer to the question is "yes you can" use Placate with Dark Armor's and Energy Aura's offensive toggles ... with the understanding that you're going to need to build either a macro or a keybind which will automagically Toggle Off your offensive toggles for you as part of the bind which makes use of Placate on your $Target. This is relatively simple to program (if you know what you're doing), but also a "less than ideal" solution. It is, however, better than nothing.

Surprisingly enough, it does actually make a difference (that's noticeable) in actual gameplay. My stock'n'trade open move(s) on a new spawn group are:
1. Web Grenade (to Immobilize)
2. Venom Grenade (AoE Damage and debuff Resistances)
3. Frag Grenade (AoE Damage, Knockback mitigated by Web Grenade)
4. Heavy Burst (Cone Damage)
5. Burst
... wash, rinse, repeat ...
When I'm Malefactored down to lower levels, I find myself needing to make use of Single Shot to round out the attack chain so I don't have downtime pauses. I also find Single Shot/Burst get used a LOT more often at lower levels (no surprise there), while Single Shot tends to become less important at higher levels (where Agility Alpha kicks in to boost Recharge in everything). So it's not like I'd want to delete Single Shot from my build, since it proves useful over too wide a level range for dealing with Exemplar reductions in IO enhancement strength. -

Smoke Flash in */Ninjitsu for Stalkers is PBAoE. Why isn't the Ninja/* Mastermind version of Smoke Flash PBAoE also?

Cognitive Interface is really good on any build that can throw LOTS of attacks in very short amounts of time (re: Masterminds). Unless you've got a "buzzsaw" build that simply spams a lot of very fast animating attacks, you're pretty much never going to see Cognitive confusing anything other than Minions and Rikti Monkeys. The key way to leverage Cognitive is to "throw LOTS of dice" at a target (near) simultaneously to leverage stacking of the Confuse proc.
Mind you, being able to do this with Teammates who also use Cognitive can prove exponentially effective. This then turns into another case where Solo you might not get much out of Cognitive, but on a team, with someone else also using Cognitive, you'll get a lot more return on investment. Cognitive is (more than) a bit like Leadership Toggles in that respect ... in that it gets more powerful when more people use (and stack) it. -
Only workaround is to use the Linked Colors option in the costume creator, which is conspicuous by its absence in the SG colors editor.

Incidentally, so do regular IOs and Set IOs. So it's not like you're going to be sparing yourself anything on that score. -
Personally, I'd like to see Smoke Flash turn into a 60 ft PBAoE (ie. Supremacy range) that lasts for 6 seconds and has a recharge time of 90 seconds. It would affect all Ninja Pets AND SELF for the duration.
(10 / 6) * (90 / 30) = 5
So you get 1/5th the uptime, but can affect all 6 pets simultaneously (if they're in Supremacy range) AND YOURSELF with the existing effects. Only requires coding the 3 personal attacks in your Primary to deal critical damage while Smoke Flash is in effect (just like your Pets already do). -
Mutants and Masterminds is the way to go for PnP of CoX.

I only completely slotted out my Crab build back in February/March, so I haven't had it all that long to mess around with it. Since then, ATOs have hit the market (great, now I have to respec again! twice!) and there are yet more of them coming down the pipe, so I'm not exactly chomping at the bit here to make new builds including the new stuffs™ yet. Nowadays, I'd want to go with an Agility Alpha and the Toxic DoT Interface (which weren't around when I first made these builds) for the Incarnate slots.
And at the rate I'm going, I may never get around to making a Mace-centric Bane build for Leggs ... -
No idea (yet...) since I haven't taken my build back into Mids' since ATOs launched. As I said above, I'll need to look into doing that someday ...

To which my response was simply that I don't play Blasters ... I don't have a "Blaster Mentality" to my playstyle ... and I'm am not fully conversant with the issues the Blaster Community has identified for their AT, or the powersets their AT uses. I then pointed out that because of all that, I would make a very poor advocate for Blaster issues and concerns, simply because I am not steeped in the brew of their conventional wisdom.
Ironically enough, that seemed to be a quite satisfactory answer for why I never "got into it" with Arbiter Hawk on powersets like Devices. I did however notice a Blaster friend of mine going hammer and tongs on why Time Bomb was a piece of excrement for a power that was in all ways inferior to Trip Mine ...

Note that removing the Unresistable aspect of Flash Arrow's ToHit Debuff would mean that it would need to be put "on par" with the ToHit Debuff baseline we often see in other powersets (such as Dark and Storm, for example). Doing so would increase the "relevance" of Flash Arrow in 99% of the game while reducing it in 1% of the game (ie. PToD battles). I personally consider that not only a fair tradeoff, but also an improvement to the power overall ... since there's more to life than Flashing mobs protected by PToD. -

Thread Necro ... but certainly appropriate in this case.
Talked to Arbiter Hawk this weekend at the Summit about Dual Pistols. I brought up the "unhappiness" with the balance of Swap Ammo as presently configured, and how the exotic ammo types weren't "different enough" to merit their effects (aside from Incendiary Ammo, because damage is always better than everything). He conceded that since Swap Ammo is occupying the slot normally taken by Aim or a similar booster power that Swap Ammo is somewhat inadequate and underpowered, and that it would be worthwhile to re-examine the balance of the effects that Swap Ammo brings to the table. I specifically mentioned the anemic differences of the exotic ammo types in their effects and got a thoughtful musing look in response. No promises of action (let alone any time soon!), but I got the sense that he substantially agreed with the perspective that Swap Ammo wasn't where it needed to be.
One thing which Arbiter Hawk volunteered (meaning, I didn't ask him for this and he brought it up himself) is that he is of the opinion that the animations for several of the Dual Pistols attacks are simply too long and could use shortening on their animation times. Specifically, he cited Executioner's Shot at 2.4 seconds, and said he felt like 2.1 seconds would be more where he'd want the animation time on that power to be, as an example. So not radical reductions in animation times, but things like -15% or so seemed to be around the range he was comfortable with so as to speed up the animations of some of the attacks (ie. not all of them!). Executioner's Shot was specifically mentioned by name, but he didn't reel off a list of any others.
Again ... NO PROMISES of action in this area anytime Soon ... so you can hold your fire on that score. This was more a matter of sounding him out to find out what Arbiter Hawk thinks rather than trying to figure out (let alone demand) what he's going to DO. The major point being that even if he isn't exactly in *agreement* with what the players believe concerning Dual Pistols, his is substantially in alignment with player thinking as far as this powerset is concerned. -

The overall sense I got from Arbiter Hawk is that he is substantially "okay" with Trick Arrow and sees the powerset as being "undervalued" by many players. I brought up the weirdness of Flash Arrow's unresistable To Hit Debuff and he specifically addressed that one as something that he wanted to change ... not because of Flash Arrow specifically, but because he has objections/concerns about giving Players anything that is unresistable (which is an understandable concern).
I pointed out that Trick Arrow has debuffs that will not self-stack well/easily and Arbiter Hawk responded that that is not something he'd want to mess with and was done for important reasons he was not eager to overturn. I mentioned long animation times for shooting arrows, and he felt that the animation times were fine as is and didn't need shortening.
We didn't exactly go at it hammer and tongs, since I was more interested in sounding him out on what he thought so as to better appreciate his perspective, rather than challenging him and probing to find out what he was doing (or going to do). But I figure even so little interaction as we had on this subject is something that the community should know about. The bottom line seemed to be that Arbiter Hawk thought that Trick Arrow was substantially "fine" as is and not in need of a great deal of revamp work. -

The Devs say "soon" and they're thinking in terms of quarters of years (if not more than a year!).
Players and Devs live on completely different timescales. At this point, I wouldn't expect any major modifications to Ninjas and Mercs before Issue 24 (and maybe not even then). -

This can be a bit expensive/time consuming if you're solely reliant on the auction house for recipes and enhancements. Fortunately there's Reward Merits and Alignment Merits these days which you can use as alternate means of supply. Usually when I'm planning to respec a character (or fill out an alternate build) I give myself a "time horizon" of at least a month, if not 6 weeks, to gather up all the resources needed to complete a full respec ... and will often begin gathering up stuff and building IOs (and dumping them in the Enhancement Table in one of my SG Bases) before I ever get around to doing the respec proper, so I'm mostly ready to go when the time comes to switch over. Usually I can get finished with a build in about a month ... but then I've got 6 level 50 characters on Virtue.
So while it may be a little more expensive to build ... the rewards of doing so last forever. I figure I really ought to splurge a little for that sort of return on investment.
