I don't see why they restrict them anyway. The only ones that should be restricted are a few select special forums for VIPs only or company interaction with the customers.
Really, if a forum exists then it likely does because many players, no matter how much they pay, have a use for it.
The only forum that should be VIP restricted probably should have nothing but "VIP only content" in it, like an "incarnate forum" where only incarnate stuff can be talked about.
But anyway, this is all because the NCSoft people were afraid of the possibility of letting in any old forum troll despite the fact that this game isn't really big enough to attract that many of them and you can always ban them, even such things as IP bans to threaten, or even use, to keep the peace. -

And the term you want is "breakdown" - unless you truly want to be able to simply swap one T4 for another - which I doubly don't see happening. -
The fee for unlocking additional characters is the character slot item (available in 1, 2, and 5 packs IIRC).
As for the VIP to Premium drop - it will unassigned all your server slots. None of the server slots will revert to being global slots, but you will be able to pick different characters (even blank slots to make new characters) with the unassigned server slots.
(So a slot on justice will remain on justice but if you had Hero A unlocked before, you can choose a different character or even a new/create a character slot). -
Win8 seems to me that Microsoft is trying to unify their platforms like Apple has been, without Apple's though of keeping the Desktop a Desktop.

The support ticket thing is one of the bigger "no nos" - but that's not much even so. Basically, any private communication shouldn't be brought out into the forums without permission. At most a general mention could be made.

Worse, I called them about it, and the first time, they acutally said "yeah, that sounds about right. Perhaps your browser isn't saving the cookies or such..."
Second time I called, they were definitely all "whoa, whoa, whoa... it wants WHAT?... No, that's not right. You need to check the computer..."
Took me a while... and I wound up formattin' the drive and startin' over. Nuke from orbit, only way to be sure, after all.
AND I changed all my info about, so they couldn't get in. Thankfully, nothing happened, so I guess I caught it in time...
