Are strike targets something I should do after I'm alpha-ized? I've not run the Mender R arc yet.

I added up all my inf on all my toons and I have 5.4b and I'm still a tightwad. I've never owned either of the health uniques, except when marketing, and I think it's time for me to kit out one of my favorite toons.

Considering there are two masterminds and an ill/ controller, I'll leave my scrapper at home.
I'd like to bring my fire/ice blaster, Saltier. -
I've got to say I'm a little at odds with your discounting Rech, Hyper.
On my fire/ice, I do get all the +6.25% from sets, which you're almost forced to do anyhow, but the more I can get my good, heavy hitters up, the better.
Fireball starts at 16 seconds. With it slotted for 68% recharge, plus the 60ish percent I have from sets, it's up in seven. With Hasten, that's 5.3. And flares, which is a great filler, is always up, with a recharge of less than one, 0.74 seconds.
I'm not saying that rech needs to be 120% before ED or anything, but I'll always get some slots in there. If it's got a rech of over 10 sec, I'll get the rech at least 70%ish. Otherwise, at least 40%ish.
With this respec I'm about to do, I'll do the hoverstealth. You guys better be right. *le shake tiny fist in the air* -
Wow, I got special treatment. Not only are my imps the only ones visible, and you can still see the confetti I threw in the air, but you've got the focus on me, so I've got a green box around me.
Oh, and I had a lot of fun last night. Since I've been back to CoH I've only been respeccing and buying. Playing this game actually really rocks. -

My slotting is for the level I'm at now, and should be good until 47 is my hope.

My overall Acc on the power is 93.4%, which I don't like how low that is, but I can't have everything. If the foe escapes being hit, then it gets debuffed to hell, as this is Rad we're talking about.
As for Endurance, I'm cramming endred on everything. I typically only run her with the Monday Frad teams, but when I discovered how much of a limp fish she is without at least 3xAM, I needed to fix her. I'm a Hotfoot/CC/Cinders/EMP freak. Seriously, it's insane.
I'm not posting the datachunk because it's not time for that.

I've been gone around 8 months and now that I'm back I'm not seeing the stuff that I was used to seeing here on the forum announcing, and having a sign up, for weekly stuff.
My FRad stuff is still going on Mondays. But I also did a Thursday thing, usually a TF in the 35-50 range with Luna et al. And I see that there's a reformed villain thing, which I've got a brute and widow I'm working on that'll be over eventually, so that's cool.
But where has what gone? I figure the Hoard is still on Monday, but that's conflicted w my FRad superteam stuff.
Am I looking in the wrong place? Or has the organized stuff slowed down?
EDIT: Though, Incarnate wise, next time the intro, Mender Ramiel, shows up, I'm in for that. -

My hold isn't up there yet. I've got 49% on Hold, 49% Acc, and 94% on End. I'm doing this with low 40s Essence and Ghost Widow's. I have the Lockdown proc in the last slot. I only have 5 slots now but it'll get another at lev 40. I'll throw a 40 Hold IO which'll give me around 86%.
Not sure if I'll keep that until 47 or not. It's slotted beyond supercheap.
Edit: the 86% only gives me 13.8 seconds. Hmm.
Edit2: Swapping the Ess Acc/End for Acc/Hold gets me 96.4% Hold (109.6 pre-ED), 14.63 sec. That doesn't hit the 15. -
Sorry I was vague. You answered my question. I was putting acc from sets.

But everything I've read here says that if I slot a Acc/Hold that Choking Cloud's accuracy can't be changed?

The hokey slotting is due to my cheapness and using her existing enh and cheapies I can BUY IT NAO so she's not just sitting there broken for a week or so.
I've tried shuffling things around so they make sense for the mid levels, but keep having to push something important that needs few slots back into the 40s.
I wasn't aware that Cobra Strike was a legitimate attack now. When did that happen? I've only been gone a little over a half year. I like the look of Crane kick, but for mitigation, I prefer AS, slotted or not, to buy myself or a teammate a few seconds.
Still working on it. And I'd really like to change out those Haymakers for five Crushing Impacts since she has regen and res out the wazoo on S/L and I'd prefer the rech.
But, a work in progress. I need to do a heavy TF to test her out before committing to some serious cash. I remember being frustrated with her compared to my other scrappers, though she was my first 50. -

That looks good, but yeah, I've got to get the PP out of the epic. I loved Vengeance on my katana/wp, but that was becasue she was always the last one standing.
I'm not sure it's worth it to respec. I'm going to be taking two powers just to fill the slots and not slotting them. Probably hover and...I dunno.
I'd hate to sacrifice defense and just go Crushing Impact everywhere, but it does more than enough in 5 and it'd help speed me up more.
I'll also play at the 35+ level, so I have to get my order of powers so that I'm not useless.
I'll work more with yours and what I've got. Thanks.
Wish mids had drag and drop and a way to keep my existing enh in some side tray or something. -
Below is my current build. It's fairly econo on the slotting as she's never been my favorite, but I really want to try to fix her up.
I want to:
- Move the fitness so it's inherent. Ideally keep the slots, but I can't see how.
- Replace the fitness with Hasten, Conserve Power, and PP.
- Swap hover for AS.
I'm going to keep working on it. Here's the current as-built. (note: powers weren't taken in this order, I just copied this stuff off her earlier today)

I'm totally lost with all the changes. I really feel I should respec all my alts due to the inherent stamina thing. But, really, I guess I'd just get everyone teleport or something.
I plan on being there this Monday. I'm very out of practice though, so keep the Mutation ready. -
I'm personally not thrilled with my MA/Inv but ymmv. I've gutted her IOs and she just sits, my first 50, so I keep her.
My only other 50 is my Katana/WP which is fun and uber and while not cheap, she's not trucking around with over 2b of equipment. Katana's Divine Avalanche is the best defense at the best price, nothing. Then build for ENFC and you're good to go. No worries on endurance with Stamina and Quickness.
