Fire/Fire Help plz
My Fire/Fire Blaster is my new main... it's an insanely fun character. I have two builds on her right now, a high end solo Incarnate build and a team / exemping build. The team build is cheap and easy... basically just moderate recharge and ranged defense plus Rain of Fire, Fire Breath, Nova, and Rise of the Phoenix. It's all about lots of damage from range then jumping in and dealing even more with FSC and Burn, and reviving miself from the inevitable faceplants. At some point I may rebuild it into a high end recharge build if I save up enough inf but right now it's just kind of thrown together and is very squishy.
The solo build (which also teams well, it just lacks some of the ranged AoEs so you have to jump in next to the tank), on the other hand, is a beast. Softcapped S/L defense, high Energy and good Ranged defense, decent recharge (plus the Spiritual alpha), and massive PBAoE damage... it's designed to jump right into the middle of a spawn and blow everything up at once: a PBAoE Blapper build.

Not cheap by any means, but no purples since I also think they aren't worth the inf and they certainly aren't worth losing defense for. I'd considered purpling out Fire Ball but Positron's bonuses are almost as good for a fraction of the cost so I didn't. I could have used Cytoskeleton Hami-Os and still softcapped (and I'll swap to those if the Enzymes are ever fixed to not boost defense buffs) but I already had a couple Enzymes sitting in my base so I figured why not use them?
This is still a Blaster, and she does faceplant from time to time, but she's by far the toughest Blaster I've played. For instance, she managed to survive for over 30 seconds against Battle Maiden and her goons on an Apex TF after a near-wipe left me with lots of aggro and no support... that's not bad for a squishy.
Oh, you do have to go villain to get the patron pools in order to use Scorpion Shield. Ice would work too, but Scorpion also protects against Energy (helps against mezzes and lightning) and doesn't make your Fire user look like a walking ice cube. Besides, you get an extra badge for going full circle from hero to villain and back.

as far as power choices, i went for a blapping style so i built for s/l def
i like getting Mace Mastery and fighting pool to help achieve soft cap

as far as purples, you can drop Rag in RoF for a Posi set, Devastation in Blaze and Sc. in Hot Feet
the glad armor proc is not needed, just need to slot maneuvers to achieve soft-cap
i don't normally run maneuvers because of the end drain, just took fighting pool to put in the 2 extra LoGs
I have a lvl 40 Fire/Fire that i am really enjoying. Up to now all my favorite toons have been melee and very survivable so playing a pure dps toon is a new experience. I really have no clue what im doing as for as the build goes. I love the insane dps but I dont want to die at every turn. I want to have something with good survivablity but not sacrifice the intense AoE and single target dps. I know that Reacharge and dmg out put are my main suvivablity as dead mobs do no dmg, but I feel exposed when im in the middle of the action. Also I want mainly to be able to drop mobs as fast as possible so my main focus is on AoE. I need to know wat powers a skipable and what i should grab from the pools to up survivablity. I also like the Idea of useing Fly to rain death from above but i have thought about using hover and maybe use ninja or beast run as my main travle to free up slots. My pocket is deep so cost is no problem. Im not a big fan of purples mainly b/c it costs as much for one good puple set as an entire non purple build but i would be willing to spring for one maybe 2 sets if this toon needed the extra recharge. Also im at a loss on what epic to go with... I kinda like Ice for the +def and a heal/hp cap but im up for any suggestions.

2: Don't go nuts on looking for maximum +def. You'll gimp your build trying to softcap. If you want defense though, look for positional. Some ranged and AoE def are good things.
3: Look at the Flame Mastery pool. Rise of the Phoenix means dying is just another attack!
4: Build your attacks Damage/Acc/Endurance (in more or less that order) with raw slotting consideration. Then look for recharge and defense in your set bonuses. If you get recharge in there too, great. If you REALLY want recharge, go with Hasten, three-slotted. Then you can attack like a rabid chihuahua on crack.
5: Yeah, unless you find Beast run or Ninja run too slow, look at going with Hover and use the temps as travel powers.
Your best defense is hover + stealth. I usually get both before level 10. Hover keeps you out of melee range (melee hurts blasters--we're exceptionally squishy) and Stealth gets you into position for alpha strikes without getting shot to bits before you get into range...at least most of the time. Getting a Freebird Stealth in hover will greatly help in that regard. Hover + Stealth does not equal invulnerability however.
General Rule: don't "blap" unless you have a good tank to draw the agro. Hotfeet + Burn+ Combustion + Fire-sword circle = many many bodies very fast. Aim + Build up + fireball + Flaming Breath + Rain of Fire also = many many bodies very fast. The former needs a tank, the latter does not and you can hover while doing it.
I've found medicine to be invaluable: 2 healing enh + a recharge enh = 307 points healed per activation... this greatly reduces down time.
I find Fire/Fire blasters to be reasonably good at surviving as long as you keep the general rule in in mind (don't melee unless you have a tank to take the agro). Hover Blast.
Fire/Fire Blasters can dish out insane amounts of damage, even so they are glass cannons and if you have a group of ranged opponents they can give you an opportunity to inspect the floor very quickly. So be careful.
I've got to say I'm a little at odds with your discounting Rech, Hyper.
On my fire/ice, I do get all the +6.25% from sets, which you're almost forced to do anyhow, but the more I can get my good, heavy hitters up, the better.
Fireball starts at 16 seconds. With it slotted for 68% recharge, plus the 60ish percent I have from sets, it's up in seven. With Hasten, that's 5.3. And flares, which is a great filler, is always up, with a recharge of less than one, 0.74 seconds.
I'm not saying that rech needs to be 120% before ED or anything, but I'll always get some slots in there. If it's got a rech of over 10 sec, I'll get the rech at least 70%ish. Otherwise, at least 40%ish.
With this respec I'm about to do, I'll do the hoverstealth. You guys better be right. *le shake tiny fist in the air*
