In attacks, 2 ACC IO's and 2 DMG IO's is sensible slotting, the other two you can use on Recharge IO's, End Reduction IO's, Range IO's or just procs.
Using 3 IO's is a waste. -

Well Force Bolt with 6 Knockback IO's, used in conjunction with Vanguard Medal and Power Build Up on Defender is a mag 104 knockback. So it's already possible to break through Acrobatics, but not easy and frequent.
But hey nice one guys, way to buff /NRG Blasters. -

Like I said, being near perception cap you'll see them at close range. BU+Crit'd Headsplitter and then Disembowel which will probably also crit should kill a Stalker. -
Melee really is just lol in PvP, just keep moving and they won't even get a chance to hit you. Or what I do is, stand still, wait 5 seconds, Phase Shift.
Scrappers can EASILY kill Stalkers, With SR/Dark Armor or Willpower you can be at perception cap, or at least pretty damn near it. Alternatively you can go Caltrops/Webnade in Weapon's Mastery which will help you out a bit.
Or roll a Fire/ Blaster and one-shot them with Inferno provided they're not /Willpower. -

Yeah I was thinking of taking Psi Mastery so I could have fairly light mez protection, then taking yellows for +ACC. Alternatively, I could always have PB'd Fort.
And also I could always just cage the emp. -
This build is for buffing and caging only, I'm going to use it as an anti-pressure build to relieve heat from vital team members (healers, buffers etc).
Some variants I have in mind are taking taunt and phase shift for a make-shift, "third cage", of sorts. Another one is taking Fly and TP Foe and flying high up the map, teleporting spike/pressure attackers and caging them. Anyways, this is the main build I'm thinking of, thoughts?

PvE = Ice/Fire, good combination of slows and DoT means you'll be mowing down mobs at a very fast pace.
High-end PvP zones = Ice/NRG, don't really need to explain, ultimate spike damage.
Low-end PvP zones = Ice/Dev, the classic telebombing build, but it also shines highly as a slowing and "debuff" build.
Blaptroller = Ice/Elec, surpasses everything else in terms of hold mez on blasters, with Elec, Fire or Munitions Mastery you're looking at a total of four holds, plus minimal end drain, plus slows, plus good damage. Something different.
Total gimp = Ice/Ice, it also works as a blaptroller, but Elec having more damage renders it pointless. However, Shiver is a very nice power.
But if you're really set on /Ice... I'd rather go Fire/Ice for PvE, Ice Patch then Fire Ball can be quite nice I guess.

I forgot to mention Rain of Arrows will be part of my attack chain, so it's likely to be:
BU + Aim -> Invoke Panic -> Rain of Arrows -> Fire Sword Circle
Rain of Arrows has a 16 second recharge time in my build, by the way...
I'm pretty sure all that is enough to wipe out a mob. -
I decided to make a very original build for farming the usual family mission instead of a Fire/Kin. The basic tactic here is:
Run into the middle of the mob with Super Speed -> Invoke Panic -> Fire Sword Circle -> Combustion -> Rinse & Repeat
Anyway, I'm pretty confident with it, but it's always nice to see other peoples thoughts on what is hopefully an innovative build.

Tier 8 : Superior Lolowned blast: Well this is the snipe of the set. With this power you can snipe all noobs in the Moonbases that devs plan to put in future issues. Basically this is the equivelant of the gaint orbital lasers of doom but the land version where u blast the moonbase to pieces and you broadcast: "One small psi blast for a blaster,one huge pwnnage for noobs." Recharge: This power is expected to be locked till issue 92 when moonbases will be introduced in the game.
Tier 9 : well is undecided yet but i hear the devs are between a totally new power called iWin and a toggle called Canttouchthisnoob.: Using this power a huge red sign hovers over your head blinking with huge red letter IWIN IWIN.Dont worry this is the casting animation.2 seconds later you blow paragon to pieces. Can be slotted with Interrupt reduction. Recharge: 0.1 milliseconds but dont worry can be slotted with recharge as well.

Another thing I'm wondering is, what secondary powerset do you think Blasters will get? I've heard a few people saying Psionic Manipulation, and I doubt this greatly, simply because they'd have to introduce new powers. I'm thinking either some form of Dark Manipulation or Earth Manipulation, perhaps even Thorny Manipulation.

Just because heroes will get thermals, colds and psi blasters that does'nt mean they'll always be teamed up together. Honestly the PvP on EU side is so dead that I doubt anyone will make the effort for PvP because it just isn't challenging for the seasoned PvP'ers in the first place; due to the lack of people. -

Hibernate does more than phase shift, it is supposed to stop you using any powers. It used to detoggle all your shields. They changed this when they added the time limit, but you still can't turn them on if they are off. It would be a simple matter to have Hibernate turn off Hide if they where concerned it might be overpowered.
Addendum: It's worth mentioning that GA also detoggles most of your shields, and could be set to detoggle Hide, if they went with Stone.

Ah yes but that's the thing, I didn't say Psi blasters weren't overpowered. They're both just as bad as each other though, Ice Stalkers have phase, hibernate and can't be seen.
