Shields are basically confirmed for tankers, brutes and scrappers, and Broadsword proliferation has effectively been confirmed for brutes at least. -

No, they said that they where going to do the easy ones, but they found that meant that some ATs would get lots and some would get none. -

It's not so much Dark Blast being overpowered on a blaster, it just needs a fair bit of fiddling with, which means it will take more time (especially in testing), which pushes it down the to-do list.
For example, the first two powers in the set would need to be chanaged for defiance 2, and you wouldn't really want a DoT in there? Would a blaster really want a snipe at level 2? Most significantly, no Aim.
Radiation Blast needs fewer changes, so I would guess it would be done first. -
Thats weapon sets used to work (or at least was supposed to work). This lead to an enforced pause between attacks if you started with your weapon drawn, wich people complained about. So BAB has been working through the weapon sets and removing the pause, which means that drawing your weapon will slow your attack chain a little. More people prefer it that way. The trick is to chain together your weapon powers as much as possible.
As for the man-hours required to add alternative animations to all powerset cmbinations so you could activate them without redrawing a weapon, you are talking months or years, not hours.
They have done it for shields, with a limited combination of other powers, that has taken BAB about a year. -
That's a tempory situation. More importantly, tankers don't have fury.

Yes. And I say it is perfectly possible, DB/WP proves it, but it is only one example.
Scrappers and brutes share all these primaries and secondaries, and any combination thereof.
Primares:
Dark Melee (always had this)
Duel Blades
Firey Melee
secondaries:
Dark Armour (always available)
WP
SR
Firey Aura
Invun
And thats not to mention all the powers shared with stalkers. -

Point 2 - In i12, the powers moved over where chosen because they were the simplest to move without too many major tweaks and changes. I agree that Lec armour for tanks would be underpowered, and to a lesser extent that regen would be overpowered for brutes if they were direct ports. However, there's nothing to say that if these sets were chosen, they wouldn't have the necessary changes made to make them "right"

Sure, but they will do the easy ones first, and anyway, since tankers and brutes are getting Shields, I doubt the devs will see the need to proliferate an additional defense set as well, given that they have said that issue 12 was the big one with regards to powerset proliferation. -

Powersets that need a lot of work to rebalance are less likely, and Electric Armour would be horribly underpowered on tanks, and regen would be horribly overpowered on brutes, without significant alterations. -
The thing that seems to be forgotten is the devs have said that while further powersets would be proliferated in future issues issue 12 would be the biggest.
I.e. don't expect two powersets for every AT in issue 13.
My guesses (italics indicate a new or semi-new powerset):
Blaster: none/none
Brute: Broadsword/Shield
Controller: none/cold manipulation
Corruptor: Psi (blaster version)/anti-empathy
Defender: none/none
Dominator: Dark Illusion/Dark Assault

Stalker: Broadsword/Invunerability

Def is dodging, or the attack bouncing off without making a scratch. Check the text that floats above characters heads. If you are SR and an attack misses because of def, the word "dodged" apears above your head, howver if you are Ice or Invunrability the word "deflected" appears.
It seems odd, by armour class in D&D has always worked this way too. -
Technically, KoA and Rikti drones don't have enhanced perception, they are are unaffected by +stealth.
Snipers, bane spider scouts, and any mob under the influence of tactics has increased perception. -

Indeed. RV has the heavies to try and level the playing field for those without PvP builds. What do PvPers do? They moan about them and ask for them to be removed.
Things that would encorage non-PvPers into PvP have a negative impact on the PvP expreience of those who are already enjoying it.
Giving the PvPers what they want will do nothing to encorage non-PvPers to take it up.
It's a no win situation.
