I wouldn't bother with Venom Grenade if you aren't taking Poisonous Ray to use with it.
I certainly wouldn't skip Call Reinforcements at 38.
I would look at the order you choose powers before level 24, in case you exemplar below that level. -
This is about the way it goes. To have customisable power colours it would mean no other new content for the next three issues. Do you want it that much?

Actually, I was refering to the game play style. "Button Masher" was how CO was described by a hands on reviewer. "fast and furious" wat how Cryptic described it. Now, there is nothing wrong with that sort of game, but it is unlikely to appeal to the same people who like the PnP inspired, near-turn based gameplay of CoX. -

A 50% bonus? I suspect a 5% bonus is more likely.

Castle has posted about this. there is no technical reason it couldn't be done, but as far as Norcal are concerned giving people less incentive to play alts would be economically shooting themselves in the foot (or the head, more likely).

Oh, and my opinion, after using a trial account to access the US servers:
1) server population: no advantage unless you play after 10PM GMT
2) Performance: No detectable difference for me.
3) Number of stupid rude people: much higher on US servers
4) Number of pleasent people: much higher on EU servers -
Servers in the US are subject to US law.
Servers in the EU are subject to EU law.
US law =/= EU law -
An "XP bonus" may not be the same as earning XP offline. It may be a bonus to rate xp is earned through play, sort of anti-debt.

It's a lot easier to design something in from the front end than add it in later.
NWN has been around for ages and lets you assign powers to mobs, which they can use, after a fasion at least. Thet's because the AI system was designed that way.
The AI system in CoH wasn't designed with that in mind (and don't forget the person in charge then is now in charge of CO). Retrofitting a whole new AI system is a very major operation, although it may happen eventually.
we don't know what COs arch nemisis system will be capable of. It may well be a matter of selecting an "off the peg" set of powers, and customising the costume. -
There are certainly some people I wouldn't mind seeing transfered to the US, but judging by thier forums they have enough whiny doommongers already.

Sure, lots of mobs do the things mentioned, but they need special AI scripts to do it (and some powers are modified, e.g. to make them player targeted instead of location targeted, etc).
It involves a lot of trial and error to get the mob to behaive in the desired way. You can't just assign powers to mobs and expect them to be able to use them. -
No, resistance doesn't scale, it doesn't need to. Say a even con mob does 100 points of damage, and has an accuracy multiplyer of 1.0, and a +1 mob does 110 points of damage, with an accuracy multiplier of 1.1. Imagine you have resistance of 50%, and no def. Your avarage damage per attack from the even con is reduced to 100*1.0*(0.5-0.0)*0.5 = 25 points. Against the +1 mob, your avarage damage is 110*1.1*(0.5-0.0)*0.5 = 30.25 points.
Now, imagine you have 25% def and zero resistance. Against the same even con mob your avarage damage is 100*1.0*(0.5-0.25)*1.0 = 25 points. Against the +1 mob you take an avarage of 110*1.1*(0.5-0.25)*1.0 = 30.25 points.
So each 1% def offers the same damage mitigation as 2% resistance, irespective of the relative level or rank of the mob.
I suggest you reread Arcanaville's article, and look at the examples. -

A) A few concepts, but I only had 2 alts over level 10 when I got Frosty Robot to 50. I have lots of alts now, but those 2 that didnt make it are both deleted.
B) Not entierly sure what you mean by pimping, but if you mean kitting out with flashy sets and stuff, Frosty, Glistening Gold, Purple Sprite and Arachnoborg (still level 49), are quite well endowed, although still room for more. -
I noticed you didn't include a Shield Throw, I'm just predicting the reaction such a set would get on the US forums. It would go something like this:
"these defence values are gimp"
"You can't enhance def!? the devs hate Shields"
"No Shield throw?! The Devs hate Captain America! They are anti-amaerican commie lovers""
"The devs hate villains/PvP/PvE"
And that's just the more reasonable responses.
I think they would prefer to avoid making a(nother) rod for thier own backs. -
The way it works is something like this. Say you have 25% def. If you are attacked by an even conning minion, it has a 25% chance of hitting you instead of 50%. Therefore it provides 25/50 = 50% damage mitigation, the same as having a resistance of 50%.
If the minion was +1, it has a multiplying factor (I havnt been able to find the exact value, so call it 1.1). Chance to hit the target without defence is 1.1x50% = 55%. Chance to hit the target with 25% defence = 1.1x(50-25) = 27.5%. Damage mitigation = 27.5/55 = 50%, the same as before.
AVs, bosses and lts scale in the same way.
Therefore, the higher conning mob is more likely to hit you than the lower conning mob, but the damage mitigation remains constant.
The other consequence of this is that +5% defence does not always mean the mob is 5% less likely to hit you. If it was an even con AV for example, it would be 7.5% less likely to hit you. -

There are a couple of reasons why the decided against an offensive Shield set.
1) +def secondary effect would be far much more powerful paired with some defensive power sets than others;
2) They can't do a shield throw for technical reasons, but if Shield Offence didn't include one there would be major a major outcry from all the Captain America fanbois in the US;
3) It would be a bit odd paired with a defense set other than Shields. You have a shield but you can't actually defend yourself with it?!! Greying out all the other defense sets could be done, but would be very limiting;
4) another smashing damage offensive set? Do we really need that? -
I did get the defense and resistance components of elusive mind the wrong way round, however the larger value makes the effect even more significant.

How should he be interpreted? He dismisses 5% def as trivial. He is clearly wrong, but won't accept the word of a great many experienced players telling him otherwise. This is not the first time he has refused to believe what he has been told. Some of us don't like to be considered a liar. -
The Watchman accolade is easy to get and gives a significant buff to psi defence, one which is currently almost nullified by Unyealding.
You definition of average seams to corespond to what most of us would call a n00b.
