If you've been paying any attention at all to the rumors (and I know you haven't been), it would affect stacked buffs like, say, Insulation Shield, which would prevent people from getting seven billion defense.
Tough + Shark Skin is not a stacked buff, so it wouldn't be affected at all. Unless you're dealing with PvP Math, which is even more lousy than your next post.
and it wouldn't suprise me since that would be enough for a signed NDA (like ED did) and would counter balance all the incarnate stuff from making pve even more easy than it already is. -
from what it sounds like, i19 will be the equivalent to i15 in terms of size. we get the alpha slot and a task force and thats it. then they'll add more incarnate stuff over the course of the issues, meaning 1 or 2 levels with each new issue. so the entire thing will probably be done in 2012. maybe.
also note that these dates and expected times are entirely speculation and community guessing meaning that the devs haven't said anything concrete(except that the incarnate stuff will be over multiple issues) but the times for when these issues come out and what/how much incarnate stuff will be in them may and probably will change. -

This is the #1 reason I don't PvP. In PvE, that character is sturdy as heck. PvP? No so much.
PvE: 22.75% + 41.70% = 64.45%
PvP: 22.75% + 41.70% = 29.19%.
As one who actually CAN do math, I can see that in PvP, my shields offer 45% the protection they do in PvE.
What, poor Defenders weren't able to solo Brutes or whatever so they slashed resistances?
Sorry PvPers... I'd love to fight you, but not under these circumstances. Maybe if my powers are boosted to at least 50% effectiveness I'd reconsider, but not before then. -

You came to this game when? I've been playing this game since nearly the beginning. I took a 2-year absence kind of somewhere before Mission Architect came out. I was here when the devs first introduced PvP into the game. And, let me tell ya, back then, PvP was actually worth doing on occasion. I remember with CoV came out and the PvP zones were introduced. Back in those days, the PvP zones saw a good amount of use.

No one is arguing that badgers should be expected to pvp(although they themselves should expect something going into a pvp zone). the OP was more me being bored than gloating about harassing badgers.
we were arguing that the "elite class" has long since left and anyone pvping now is fail pvping. and that people ignore pvp because they have no idea what they're doing and don't want to invest the time or inf in the quagmire that is pvp. people who don't pvp because of the "attitude of the elite class" in terms of QQ towards them, is their own fault. you have an ignore function, use it. people who don't pvp because of the "attitude of the elite class" in terms of just better tactics, well, good news, most of the old tactics people used are now abolished because the devs catered to the casual pvper in i13 to fix those things despite breaking everything else. -

aside from DR in pve,
It'd be really nice if i19/i20 had an adjustment in the difficulty of GMs as well as their rewards. because 2 merits for lusca is just silly. -
I don't think DR hits regen very hard, but im not 100% on that.
I would think invuln would be better since dull pain doubles as a heal and the res's are basically the same since temp invuln gives res to everything.
but i think anything that is tank HP capped with phase wouldn't die very often. especially if this is for zone. -

sooooo, I13 DID NOT CHANGE "PvP being a club for only Super Jump or Super Speed".
so yeah if that's the only hold up, they're good to go for the rollback.
EDIT: And just in case you don't believe me step into RV one night and observe how many players have sj/ss versus how many have flight and lolteleport. I already know the answer but humor me.
it also used to be very slow but i'd imagine that since the fly speed increase that isn't as much of an issue anymore.
but, for example, PB nova's are very successful in zones.

NO ONE LIKES THE CURRENT SYSTEM. not a person. it makes no sense, it's got a ton of fun fixed bugs, it sucks.
literally no one likes the current system. there's no argument for keeping it aside from putting something else in that would take any dev time away from pve. and thats just unacceptable. -

DR is not specific to de/buffs. each attribute has a certain value and after that value, you gain less for what you put in (the bungie cord analogy was much better than my own)

I mean, I get the idea, that stacking buffs or debuffs are made less effective with each "stack". But why, if that were implemented, are people saying it'd be beyond horrible? Yeesh, how many teams I've been on where people could barely be bothered to de/buff at all, much less stack it up hugely, maybe you get a couple of buffs on you or a couple of debuffs on the enemies. It just seems like a large majority of the players wouldn't even notice much less raise hell.
Somebody scare me! I hate to use the phrase "min max" as it usually comes off as derogatory, but frankly that's what it's sounding like. I doubt I'm the only one who plays in PuGs that are, at best, mid-tier.
I will agree with the Shaman et al though, a sudden (or increasing) emphasis on end-game would make me say my farewells. I prefer the journey. I just mention this if it's related, I honestly don't know.
the best worst case i've seen is SR. right now an SR scrap can pretty easily softcap with normal defenses, a few io set bonuses, weave ect. and hit somewhere around 45 to positional. with DR that would go down to around the low 30's and would require roughly 70ish percent in unDR'd defense to hit 45ish in DR'd defense. any buff after the wall, note again, source doesn't matter, will get DR'd. -

like i said,the difference between the two is, you can badge with an AR/ice blaster or an emp/psi defebcer.
and badges doesn't involve things actively not trying to die/kill you. -

And even if DR does come to PVE, what makes people think it would be Enhancement Diversification all over again? Sure, you probably won't be able to Clear Mind-stack your way out of Ghost Widow's hold. Is it reasonable to expect that you should be able to do so against a Mag100 hold to begin with? Should a Blaster with the right IOs have better defense than a Tanker with SOs?
The application of DR to PVE (which will almost certainly not happen outside of the cases Castle already announced 2 years ago) would be to rectify border case issues that the original designs didn't take into account. You may want your Blaster to be better than a Tanker, but that's not how the game is designed, and the effect cannot be reciprocated (a fully IOed Tanker still can't compete with an SOed Blaster for damage), so you know this is unfair.
my point being that DR would need alot of work to be implemented as a good thing. if it was a direct port, it would be extremely inconsistent and effect everything the player gets, not just defense. -

DR being implimented could cause a number of different things. if its a straight port from the pvp version, this is a critical nerf for buffers and defense based toons. even if the incarnate stuff puts you back at your current level your characters are on now, it would make getting up to that point much much more painful. -

Trollers locking down melee... Melee-Wah Wah Wah...
Stalkers hitting and running at SS away ... Squishies-Wah wah wah.
Melee using inspirations to get out of hold... Controller-wah wah wah.
There were SO many complaint threads in the PvP forums, that usually turned into flame-fests that it was ridiculous.
PvP as a group burned their bridges. Time to get over it. -
I just canceled my sub but if they added DR to pve, I would resub simply to see the nerdrage that would take place. those lulz are too good to pass up.
