I have no problem getting past the Q, but after that it lists all my characters zone locations as "Unknown" and when I try to log them in it jumps me back to the PW/Log in screen saying the map cannot be found.

I stopped reading here, for a few reasons...
1) This statement applies to all At's and WS/PB's are nothing special in this reguard.
2) Playstyle is a factor in every single At as well, and playing really really badly or really really well shouldnt be factored into performance. Ever.
3) I already said what I quoted you as saying, I just added the the part everyone else leaves out. The fact that no matter how many combinations, there is always (yes always) one that will outperform the others given equal players at the helm. The fact you do not like this is not important.
We have been over this many times and it's time consuming when you refute everything that has been used in every other AT forum as a means of evaluating efficiency of builds and simply keep restating over and over " But the playstyle man, it's all about the playstyle."
I wont bother debating anyone who feels simple mathmatics cannot be trusted to evaluate performance of an AT in a game BASED on mathmatics... Activation times, recharge rates, damage per attack. It's all there and easily (ok not easily) figured with a calculator.

No, Every AT and set in the game has no "one right way" to build. The difference is the players of the other AT's are thick skinned enough to be able to admit some specific combinations of powers and slotting will in almost all cases work better than other less optimal choices.
The Kheldian AT's have alot more choices and options, thus making it "harder" to pin down a "one right way" to build (which doesnt really exist in any of the AT's anyways) but not impossible by any means. it's simply unpleasant for some to even think that their masterpiece of kheldian design might not be as good as it could possibly be.
don't get me wrong Justaris is totaly on the ball with his advice, i simply cannot agree that doubling or even trippling the choices alllowed makes finding a half dozen optimum builds impossible to determine...harder yes...impossible...no.

I think its good.
I only really dislike the slotting of gravity well with pure holds sets as it is the only real heavy damage option in human form outside of nuking.
Yes this includes the human blasts and especialy the consistantly overated pbaoe damage field most commonly (and correctly) called Orbiting Debt. -
Thats not bad at all, It keeps the damage up for fast body creation.
I still prefer Hecatome 5 slotted. -
Don't forget to deduct the endurance cost of the power when used.
Thats 20x3=60-15.6=44.4 on three mobs 64.4 on four mobs, 84.4 on 5 mobs and finaly 104.4 or capped on 6 mobs, endurance reduction on your heal set will probably let you drop the last mob and cap on 5.
Slotting for endurance mod I feel is the much better choice but hey, i'm also the one who thinks slotting the only heavy hitter attack in human form with a hold set is crazy so make your own choices. -

But what he said abouve is exactly, perfectly correct. If your not making bodies fast enough your not playing agrressively enough. Bodies are a WS resource you actually have to create. -

On my PeaceBringer (who got to 50), I pretty much ended up staying in human form most of the time, with the odd drop into Dwarf when I got into trouble. On a Warshade, things are different. The human form has less innate firepower, making Nova more valuable. Nova form can also get boosted by powers like the two Mires and eventually Eclipse.
Is it fair to say that Warshades require a bit more shapeshifting than PeaceBringers? Its starting to look that way
I do infact have a hammi acc/dam in both initial blasts and i do use then to finish off a mob with a tiny bit of life left.
He/She inquired about the amount of shapeshifting involved and I replied as to my own views on it, as well as demonstrated the benefit of squid blasts over human ones.
He/She can take and use (or not) this as he/she wishes.
Not trying to be argumentative, just pointing out why I said what I said.

At the very least, the melee attacks can be taken, and used as a heal and a hold respectively, not to deal damage. But in my case, my Tri Former takes Ebon Eye as his only blast, fairly well slotted so he can use it to complement his melee attacks. Then for his alternate Human/Dwarf build he takes the rest of the blasts.
You are forced to take at least one of the blasts and two if you don't take Orbiting Debt ( I never do, to me it's a slow tick, low damage attack that really only becomes valuable when slotted with at least 2 damage procs and even then you can destroy entire groups of mobs from squid form in less time than waiting out the debt monger).
As for why specificly I will not slot up the human attacks, here is why.

Slotting will not change this nor will Sunless Mire, you get more survivability if your in human form with shields on but once you have Eclipse (especialy perma) the shields are only sucking endurance and muling sets.
I believe the key is rapid constant shapeshifting to fire off mire/eclipse/nukes/stygian circle/dwarf mire/unchain essence/extracted essence to keep your buffs stacked to high heaven.
Staying in one form or another for long periods of time is like stopping the rollercoaster every 30 feet to make sure everyone is ok. Sure their ok but they didn't hop on a rollercoaster to play it safe. -
Honestly if your getting and slotting the squid form (and I think you should 1.2 damage scaler and +45% damage boost in squid vs I think between .85 and 1.0 on human blasts with no +damage) then all your doing is double slotting basicly the same attacks except worse damage in human.
I NEVER slot any of the human blasts beyond the initial slot. This is IMHO one of the reasons alot of people come up with the idea that Kheldians are more slot starved than they truely are. The second being the weirdo idea that all powers have to be 5 or 6 slotted to be "good".
Use the respec trick I "think" Joe mentioned abouve.
*Edit This is not to say don't slot up any human form attacks but simply not slot ones duplicated by your other forms with the exception of Mire. -

No, the amount of time I "claim" to have spent on Kheldians would in no way impact my opinion that all AT's should be of equal importance, not sorted into more important and less important catagories based on popularity, as this simply creates a self fullfilling prophecy of it's not popular so it gets less development time which in turn makes it less popular which in turn gives it less development time..ect...ect..
Would fixing this be hard and an inefficient use of developer time? Yes it would.
But at some point you have to get it done, you have to bring the outliers on the low end of the spectrum up to meet the more popular AT's or it continues to become less and less popular as more and more features become unavailable to that AT.
Will the game crash and CoH come to a halt without bringing some of the newer features to the Kheldians? Hell no, the game might not even notice if Khelds vanished enmass overnight.
The fact remains that hard to do or nearly impossible, the people who truely love and enjoy Kheldians deserve all these new features just as much (and maybe just a bit more for their long suffering) as all the people who enjoy scrappers defenders tanks and every other AT that plays this game.
I never thought I would say it but it has finaly gotten to the point where I say "either bring us up to speed with the other AT's as far as features and neat stuff or get rid of the Kheldians alltogether." -

If the Mystic Fortune buffs carry over to the forms (and they do) then the mutation buffs should as well, unless you perfectly happy with just one AT in the game for which this power proves nearly worthless.
In which case carry on, as I am somewhat used to the philosophy of "Eh, it's just the Khelds, who cares."
Yes, I am tired of new features being inaccessable to my main character for reasons both legitimate and otherwise. -
Nearly every problem I encounter reguarding binds somehow seems to occur to people using bind_load files. I really do not understand the reason to use bind_loads as I have never had problems using simple plain old binds.

Try switching to toggle_off and toggle_on instead of toggleoff/toggleon and see if that fixes it.

I have posted this many times before, but I will again, if you see anything you like better in this build feel free to use it. I suggest checking both the set bonuses and the powers stats themselves and see if the numbers agree with what you might be willing to settle for.
Your build looks solid btw I'm just adding this as something to concider on slotting and sets

All good advice here. Nothing at all I dissagree with.
I am at 180% global recharge with 3 slotted hasten (hasten is exactly perma) and I wouldnt trade a single percent of that for anything.
The performance shifter proc is well worth the investment for dwarf form.
Gravitic Emmination first then Unchain Essence for power picks, I would'nt skip either as what most people complain about with the "real" WS nuke is it doesnt quite kill everything. Mire + Unchain + Quasar = all dead with no exceptions aside from EB's and AV's.
If well built you can also add a fair amount of +damage +acc +recovery and +regen to your build while maintaining an insane amount of +recharge. My advice?
Go nutz on your shade, you will not regret the money you spend. -
The four things that keep my Dwarf form viable are...
#1: Very high global recharge rate.
#2: 4 slots of ToD focusing on acc, recharge, and damage along with 2 slots of Numinas focusing on healing and recharge on the dwarf heal power.
#3: A single performance shifter chance for +endurance slotted into the Dwarf form itself.
#4 Obliteration 5 slotted into Black Dwarf Mire for faster recharging aoe damage and improved overall damage. (Warning this itself will eat alot of endurance but you will finish fights faster and save endurance through shorter combat)
Even with all four of these (or perhaps because of it meaning more recharge = more endurance used) I find myself running low on endurance after a couple minutes but thats when I drop to human to throw out Eclipse for the endurance recovery (I have it slotted with 2 efficacy adapters acc/recharge and acc/recharge/end mod I believe).

This is what I'm currently using. I concider it my universal build. Good for everything from street sweeping to tanking ITF's and everything in between.
Great soloing build and excellent on teams.

My only opinion on this slotting is the fact that on 2 sets ( 1 for each AOE) of positrons your losing 18% Global Acc and 12.5% Global recharge, which for a WS building for perma Eclipse is HUGE (something you already pointed out yourself.).
I simply wanted to point out the fact when your talking about two AOE's your actually doubling the global losses.
I find this not a bad build idea for PB's and WS's not concerned with reaching super high levels of global recharge, but would never concider it on my own WS build due to the fact my current 180% global recharge is exactly enough to keep hasten perma thus making perma eclipse easier to maintain.
