I think they have a bonus effect on the resist def debuff part of the power.

The Dam/End would, under normal circumstances, be a good addition, but when AAO gives me a lot of +DMG the ~7% increase in Fire Blast's damage Enhancement is barely worth it. The Devastation Quad, though, could be great. -
Doesn't matter what character you create. The game is set up to make a certain amount of powers as desirable as possible to anyone. One can't fit them all in and have a build for everything. If I could taunt control 16 with my aura alone I wouldn't have to gauntlet or taunt that extra few more when gaining the numbers of enemies in order to maximize the output other players debuffs and aoes.

I took what you done...why waste it? Then kept you near enough soft capped with 1 in front of you so that you probably tank most AVs only too well with S/L and E being the most important then ofc your going to AoE the hell out of things. You could tank AVs in melee whilst being buffed by minions but I have yet to see many teams that allow that.

It's just the ST stuff that has me flumoxed - for dps I want to focus on a lot of high AoE damage because presumably I will have a lot of baddies aruond me. Therefor BuildUp, Combustion, FSC, Fireball. And AoE attacks have the added benefit that each one is a taunt. -
This is a slotting idea, its high (passed soft cap) in energy and neg energy def from going for other bonuses but it can be useful.

I had to post this again because when importing it back into mine to check on it the base figures for frozen armour looked like something scrappers would have should they get it. Now I am not saying Glacial Armour is the best place but I think its things like that to look for.
Instead of slotting combat jump the way it has been I would slot Glacial that way instead and slot combat jump the way you had slotted glacial armour.

Clobber is good to get in by 30 but its not a necessity depending on in what ways and how self sufficient you need to be. -
If I joined a team that had a anonymous tank I leave. I think whoever that tank is they need to get experience time in for tanking for 7 non tankers. If I joined a team and there is another tanker I know then I know we might be able to up the pace of the team. There is a tipping point where too many tanks is on average a bad thing but unless the "Tanker AT outnumbers all the other ATs in popularity" I don't see a problem.
Tanks do stack well in some ways, not just with grant cover but add CE to a Willpower tank; and that Willpower and his/her team could be better off from that than having a Claws/SR scrapper in the team; I know situations exist. Its a tricky subject where I feel getting the scaling right in terms of what people would prefer to change comes from starting with an average model of every AT.
I don't get all tanker teams I really don't. I've learned more about tanking from playing other ATs, learning from peoples mistakes as much as their jobs well done and its better to not be in teams with other tanks when your learning to tank but its okay to do the occasional 2 tanker teams. -
It's very easy and quick for people to ask "Was it during the rage crash?" in which case no real (okay worth having) damage is to be expected. I have found exactly the same thing outside of a rage crash and not just with footstomp. I send a report about it from RWZ. It's probably known and queued.

A scrapper IS allowed to haul an aggro cap's worth of baddies back to the team when the team Wants him to. I'm often in this position on ITFs.
Your Claws/SR. I got one called Katalina on Defiant. I can tank all the AVs in and do the entire STF undefeated with her for an all scrapper team, but I would probably do that with any scrapper!

I love tankers more than I do scrappers but I do love being unleashed and tanking AVs with Scrappers. I am a sinner.
Scrappers do what the hell they like (within sensible reason) but other members of the team are generally in my experience better off following and cooperating with the tanker.
Most scrappers will not have the AV for long, but I will say that they can momentarily compromise other members of the team depending on their threat level generated and the dynamics they're creating compared to what is needed and I will say.
Whoever the Tanker was, he was trying to learn and whoever the Scrapper is (the OP) possibly doesn't need to learn. I know I am a scrapper who has actually been guilty of what the OP has done but in hindsight I feel that I need to let Tankers learn and tank on their own terms more. -
I think (think?) well come to remember when Invincible was bugged and like AAO. You had to work on keeping aggro, the moment something left your aura, it was anyones. I doubt Kokuryu has looked at the endurance cost of your build when attack chaining but the option he gave does make it lighter. Under low end perhaps from end drain circumstances it could be a good thing. If you ask for suggestions and get them just say thanks, do what ya will.

I do Ice/Ice/Ice, if I take Deths build (rather than use my own, mine is hawt, you can't touch hawt
) and adapt it for an alternative look (a look on "flexibility" rather than damage). But really players make a build work. I hope ya don't mind Deth.

Allow more insp slots so lvl 15s and lvl25s in bloody bay have the same amount, increase insp drop rate by a small amount to address all probs and keep things perdy, job done.

I wasn't saying that CM was the only way to deal with her by any means, just the only way to not be held when (if) you get hit with it.
For the longest time I never had any +status protection when dealing with her, just soft capped defense and killing her fast. I still have no qualms with doing it that way. -

Some people who haven't even so much as leveled 1 end up with fully purpled builds as suggestions and I think its madness. I also feel it pays to practice character building and not be shy with it.
For something that retires at 50 I wouldn't even get into sets XD -

I think if you can use it, it will be of good use as you can compare powers and powersets plus look at powers in detail.
Your power choices will look good to me but maybe not in how you use them. Handclap isn't very popular where as rage is so rage could be moved sooner. -

If Ghost Widow lands Soul Storm, any tank will be held, including Granite + Rooted. Her hold is MAG 100. The only way to be hit with it and not get held is to have CM (or equivalent) stacked enough so you have over MAG100 hold protection.
Also, Scrappers have lower status protection MAG than a Tanker.
Not saying the point is invalid, but just a clarification.
