  2. You know, Synapse, there is something else I've been thinking about.

    I'm not even sure if this would be at all possible to do and have it tagged to the correct power in question when using multiple procs.

    But, would it be possible to make the chance for the proc to go off based off of the last time the power was utilized? If it is possible, it would neatly dodge the whole issue of recharge buffs negatively impacting the chance to proc, and makes it so that a fluid chain that gets supplemented with 100% more recharge than it needs would not lose it's proc chance since it's not going any "faster".

    Perhaps coming up with some way of providing "Enhancement Diversification" modification to the total recharge values for the formula itself. I'm not really sure how to put this in math terms, but maybe make it so that the first 100% or so total (between enhancements and global buffs) directly impacts the PPM performance, and after that the amount of impact it has is lessened. (Similar to how the first 100% enhancement with ED is only slightly penalized but if you overslot for the effect it becomes more heavily penalized).
  4. Synapse, is there any way to make it so that rather than the chance to proc is based on the number of enemies hit with an AoE as opposed to the AoE Factor of the power itself?

    There are some powers out there that are AoE based, but often times get utilized for single target DPS. Such as Ripper for Spines Stalkers. And I'm curious if it would provide better balance or not over the AoE factor. Of course, if it's not possible to have the chance change depending on number of targets hit than that scratches this idea out completely. (Though, for the record, what is the AoE factor on Ripper?)

    Since we got a dedicated Stalker thread, I figured I'd post my Spines/Ice Armor Stalker.

    No inspirations used, T4 Radial Intuition, and T4 Degenerative Radial are my Incarnates. No inspirations utilized, I did have to cycle Hoarfrost, Icy Bastion, and just one use of my T4 Rebirth (Since it's so much so slowly I use HF and IB before the Rebirth as needed)

    I got 8 minutes 56 seconds.

    My Chain is Assassin's Impaler > Impale > Ripper > Throw Spines. With this particular run, I stuck this to chain even if I missed once or if Impale doesn't generate an assassin's focus. I typically utilize BU right before a 3 charged Assassin's Impaler since it allows me to get two Assassin's Impalers in during a single BU.


    Going to experiment with utilizing Lunge as a filler before Assassin's Impaler only if I don't hit three focus, and see if that improves my time at all. So, I managed a 199.349 DPS with what is primarily an AoE focused build.

    Prior to the run today, I used to fill in extra Impales in an attempt to get full assassin's focus stacks, but that definitely causes a severe loss in my DPS for single targets.

    Reran as described. Assassin's Impaler > Impale > Ripper > Throw Spines > (If not at three Focus, Lunge) > Repeat. I think I got really lucky this run as well, since the pylon rarely hit me. I didn't have to utilize Rebirth at all, and I used Dull Pain one time. So, this might not be so much from the new chain and more from less healing required. I got 7 minutes 36 seconds for a DPS of 211.9.

    Last edit for now. My build for those curious, this is exactly as I did the tests.

    Zwil. I'm going to be honest and up front here, and I don't care if someone says that I am "whining" or that I won't go through on this.

    If the "Very Soon" is not next Tuesday, you can rest assured that I will not be purchasing Staff Fighting at all. And this may end up impacting at least one other person as we had plans to create a duo, and as all of the releases prior to this one had the power set most ready in beta be the first to be released we fully expected it to have been released by now.

    I highly encourage that in the future to provide an expected release time frame. Maybe not so much April 10th, but at a bare minimum expected release order. And if that release order changes, to provide that information up front with a reason for why it was changed. We're all adults (some more reasonable than others), and I personally feel that at least providing information about a release order, even if it ends up having to be changed for an unforeseen reason, would net far less gnashing of teeth compared to what you all (Paragon) have done with the release of Staff Fighting.



    As an addendum. I have not purchased Titan Weapons for the sole reason that it was not released for Stalkers. Even with the Tier 9 VIP Fire and Ice Elemental Sword being absolutely fantastic looking for Titan Weapons, until it's released for Stalkers I will not be purchasing this set.

    I have not purchased Beast Mastery either. As I feel there are many unresolved issues all stemming from the poor AI coding, and until such a time that the AI issues are resolved, and the inherent balancing of pets is restored to a state that allows MMs to go as well as the other ATs, I will be refraining from purchasing any MM primary power set until such a time.


    Note to the general forum masses. Quote me all you like, I'm not actually going to be paying attention to this thread, and will not be responding. These are just my 2 inf worth of thoughts for the devs to consider upon their recent offerings, and their 'tactics' (or lack there of depending on point of view).

    I've returned to several different MMOs months or even years after I gave up on them. The first thing I do while the game is redownloading is spending 30 minutes to an hour (sometimes two hours) learned what all changed, so I understand what I am getting into and to make sure I'm not gimping my character if I need to respec.

    I can't really speak about how others do their business, but personally, if I am planning to spend my time in a game I am returning to, I want to be informed of what the current state of the game is rather than being frustrated at my own ignorance, and the only person to blame for not spending the proper amount of time researching is the returning player.

    Unless this was changed in a recent patch, my account that has access to Tells but not Globals was told via an error message that it requires Tier 4. I'll check to see if I can get a screenshot of it.

  13. A couple of "undocumented" features.

    Premium players even if they are Tier 8 have a smaller Storage limit than VIP Players.

    Global Tells are restricted until Tier 4 rewards despite getting send/receive tells at Tier 2, and "Global" system at Tier 3.

    Even if you're Tier 8 in the paragon rewards, as a premium player if you're an Operator in a channel you can not invite others, can not silence, and can not boot others. Basically, a Premium Player that is an Operator has a pretty star and nothing special about them over a regular channel member.
  14. So, I found out why it does not appear to be getting the Paragon Rewards Program inventory bonuses.

    Premium players have a smaller base inventory than VIP. For all four storage values, lower Salvage, lower Vault, lower Recipe, and lower Auction House. IF you've max'd out the Paragon Rewards Program you'll end up with what a player that is VIP would have if they had zero bonuses to their inventory except your auction house slots are 2 less than the VIP player.

    Wish this was documented some place, because I am very certain it was never mentioned in the patch notes.


    So, for those wondering, the base storage that is apparently intended and undocumented for a level 50 character that is Premium before any paragon rewards bonuses are factored in (or any badges) is the following:

    Salvage Inventory Cap of 30
    Vault Inventory cap of 32
    Recipe Inventory cap of 10
    Auction House cap of 9

    Unknown what the caps are before 50. Fun times, lots of undocumented information it would seem.

    I agree that they should say all players for the unlock since it appears to be all players.

    All I am saying by the "looking down" is rather than dismissing it immediately as "You're not VIP" you could have peeked at your own Premium account. Especially since I did explain how being Premium I should be getting the same bonuses or near the same, as when I was VIP and I'm not receiving those bonuses.

    Imagine how an actual returning player would feel if they came back, and posted about something the game tells them they should be getting, and they're not receiving only to be met with "You're not VIP" when the game clearly states that they should be receiving it even as a Premium player. So, if you didn't mean to across as completely dismissing the issues I am running into solely because I let my account slide into Premium then clearer wording would have helped in that initial post of yours.

    I would rather this not devolve into flames, but I really would prefer people (like the first two who posted) that don't immediately dismiss what was said without looking into it at all. I got someone that was able to forward this thread to the devs mentioned, and hopefully they will be able to look into this and find out why it's not working as intended so that those who do return can enjoy a smoother experience.

    Missed this question, and since I can't edit, making new reply.

    Yes, I can log into them. They may be allowed for some reason, but I don't know why that would be the case. I can play them fully.

    The time manipulation characters I have I am unable to play even if I unlock the character, which is as expected and something I purposefully tested. It does give you a nice warning that it'd still be locked even if you unlock the char.

    And yes, missing the 2 global slots.

    Honestly, this is getting off topic here. The main issue here is about the Paragon Rewards tree that is not functioning like it should.

    Not sure if anyone has forwarded a link of this topic to the devs, I'd like to leave my account Premium so they can look at it if necessary so they can figure out why it's not working, so could someone that has the ability to PM them forward a link to this thread?

    You do realize there are shop buttons besides that extremely obtrusive one in a half dozen of the other windows we have, right?

    There is plenty of ways to get into the Paragon Market without having something additional that clutters the screen.

  22. Hello everyone, I've been a long standing subscriber to City of Heroes, and since my sub was due to expire shortly after Freedom release I planned to let it expire to see how things worked out.

    To put it bluntly, not well.

    First thing I noticed is that when claiming characters with my slots, I was not granted the two free "Global" slots that Premiums are supposed to get. This means I only have my 28 purchased/Veteran slots that I assigned to Virtue. Not a huge issue, but definitely that should be taken a look at for the other premium players that may or may not be returning to us.

    The next thing I noticed, which I think is a big UI blunder, is that Premium accounts are forced to deal with the Paragon Market icon. While it was possible to turn off if you're a VIP member (along with the Paragon Rewards icon), and I did so almost immediately (I don't need extra UI clutter) as a Premium player I no longer have the ability to turn off this icon.

    I also noticed that despite the Paragon Rewards screen not indicating it, I somehow have kept access to VEATs and HEATs. Pretty cool (I do have full Tier 8 reward access, 37 total tokens if anyone is wondering) I thought, but ultimately doesn't really impact me. I was ready to delete the one VEAT and one HEAT I had.

    I logged into one of my many perma-dominators to see about the rest premium access restrictions. As expected, I lost access to all incarnate abilities which is okay, I knew this going into it.

    However, it seems I am not getting *any* of my bonus Salvage, Invention Recipes, AH Slot, nor Salvage Vault bonuses that the Paragon Rewards tier indicates. I should have the same bonuses as a VIP for those various rewards and I am not getting any of them. (Unless I missed a bonus some place, I should have a total of +18 to my vault salvage storage, I have a total of 50 which is what a level 45-50 character should have. During my VIP status I'd have 70 vault salvage instead of the normal 50).

    So, there seems to have been more than a few things that 'slipped through' during the beta that I hope gets fixed at some point, as some of these issues may prevent a returning player from sticking around and possibly purchasing Paragon Points or VIP.

    Well, Virtue's turn was today, I logged in, and first thing I saw was the eyesore of Admin chat being utilized. Which is basically going to disrupt everything people do if they don't want to participate in the event.

    It took me maybe 10 minutes to find an actual invasion, there was no indication on the maps, and was little chatter across broadcast chat except about how "laggy" the event was.

    Once I found the invasion event, I was able to move in and attack maybe three times within the span of 60 seconds.


    Devs, unless you guys fix your server architecture, don't do this type of event. Your servers can't handle it, and it's just going to aggravate people that try to participate in this event.

    There is a recent MMO that just came out (if I recall, we're not allowed to name it, so I won't but it's about planar invasions through rifts) that handles invasions SPECTACULARLY. Not only do the invasions not require admins/GMs to hand-hold through it, it has invasion chatter of the NPCs during minor invasions it's merely text, but for major (or epic) invasions the NPCs have voices (maybe not the best voice actors, but hey!). Their servers can support 100s of players all attacking the same giant creatures without the server running into several seconds worth of delay when trying to activate abilities. In addition, these invasions give out some of the best rewards in the game (for level appropriate characters).

    What's my point about this other MMO? They set the bar for invasion events. Either step up to that bar in CoH, because I know guys can do it if you really wanted, or don't do invasion events, and utilize something else that CoH is actually good at.

    Anyways, I had a good chuckle at how this event was implemented once I got logged in, since I can't really RP due to the admin spam, I'm going to head off to another game. (Brink or maybe that other MMO).
  24. Thanks for pointing out Open AL (Alchemy) or whatever it's called. I snagged that, it has fixed the issue even though it still shows N/a in-game, I even applied the settings, and I still have 3d sounds for me.

    I must also say that Kinetic Melee sounds completely different with 3d sounds working. Much much better overall, at least personally.
