According to CoD (and I'm pretty sure I have confirmed this myself) the stealth does not suppress in PvE.
Part of the problem is that there are several factors that "suppress" in a stealth power. The first and foremost is the Defense. CoD's Defense is 3.75%, and this does not suppress. It is always 3.75% as long as the power is on.
The other factor that suppresses is the stealth radius. On CoD, this stealth only suppresses when you click a glowie. It does not suppress on attack or when attacking. It does in PvP, which may be where you were unsure.
The important point, though, is whether stealth suppresses or not, it does not effect aggro. CoD does not have a Threat modifier of -1. Therefore you do not recieve less aggro when you have CoD up. It will only prevent you from getting aggro from entering a foe's visibility range, as I described above.
There is no reason not to have CoD up all the time, which as mentioned since it gives you 3.75% Defense, Immobilization protection, and a nice buff to your own visibility, is probably something you should do. -

For me, it's not so much about the discrepancy between the story they're trying to sell me and their ingame stats, it's more about whether they're interested in a good story versus just posturing.
Then there are the level 6 demon princes running around screaming at you to bow to them and completely ignoring the fact that you're so out of their league it's laughable. -

Not really. Unlike other stealths, Cloak of Darkness doesn't turn off when taking damage.

Dark Armor is a slow starter. Coupled with a non-mitigating primary, it can feel like a useless set. But when paired with a synergistic set it will feel better. When loaded with common IO's, it will feel great. When infused with Set IO's and a great Epic Pool, it will feel like you cannot be stopped.
Dark Armor characters need to be killed twice (at the very least) to be beaten, sometimes more if you have enough Recharge. Dark Regeneration is the BEST self-heal in the game when slotted properly (tips on slotting in my guide) and Dark Armor gives great resistance to uncommon damage types. Combine this set with Tough/Weave and Darkest Night from Soul Mastery and you'll have no problems taking on +1/x8 like I do.
You can tank with it. You can smash with it. You can use your MAGNITUDE THIRTY STUN to disable AV's.
Disregard je_saist's post, dearest OP. Try Dark Armor for yourself, read some guides, watch Dechs Kaison's Dark Armor Sucks video and witness the amazing feats this armor can perform. -

I just want to point out there are a lot more than just the Shivans. I wasn't sure if you were using this as a blanket thing or you just meant only Shivans.
I discovered the Backup Radio is pretty helpful just this past weekend.
And for my villains I've always gone overboard with the Loa Bone and Summoning Amulet as well as the Grandville mad scientist's pets when I get those.
There's also the Warwolf whistle and the Katie Hannon pet to summon hero side and the Vanguard thing.
And my personal favorite is the vet buff pet. Not because the buffs help but because the enemies seem to target them first. I figure anything the enemy is attacking that isn't me is a good thing. -
It's suppressed when you attack. Go take a look at Dechs Kaison's Dark Armor Sucks guide.
Long story short, Death Shroud is your taunt aura. It has a taunt component. You can hold aggro just fine on a Dark Armor Brute so long as you have some accuracy from either set bonuses or slotted in to Death Shroud itself. I've never had Cloak of Darkness affect my ability to hold and maintain aggro. Just smash the hell out of everything and keep Death Shroud pumping.

He's not a Demon character that runs around flaunting how 'royal' he is, or how powerful he is. He's very aware of his surroundings and, rather than smash them apart, he chooses to observe. He enjoys conversation and would rather fight with his enemies than against them. When people say 'keep your friends close and your enemies closer' Nalrok takes it literally and does his best to mend bad blood with those against him in hopes they'll become his ally. If they won't, then he just does what any towering demon would do and smashes them flat.
That said, he's not the arrogant type. He has a very mild ego and is more like a mountain than a monsoon. When the Alpha Slot was unlocked to him and he completed Ramiel's arc, he didn't see it as "I'M GODLIKE SORT OF!" (If his ability in combat is any indicator, he's sort of at that point already!) He was with a friend at the time, an avian-ish Elec/Will Brute, and for a good while they talked of what this meant to both his future and hers. Currently, I'm RPing his unlocking of the Alpha Slot as new knowledge. Since I went with Cardiac Radial (and will be going Cardiac Core Paragon for that sweet sweet 45% end reduction), the 'knowledge' directly relates to the complete elimination of his endurance issues. Fight smarter, not harder.

Guess no one has any pointers. I'm almost done with a very basic build; common IO's abound. I've been hearing that Arctic Air and Chilling Embrace are useless together but great on their own. Can I get any light on these powersets?

Friend of mine took one to 50. Dude's a beast. Hard to kill, hard to see, great debuffs. I'd recommend it.

I had no trouble beating trapdoor, weakened honoree, minotaur etc. solo. Five times with scrapper, tanker, dominator, blaster, stalker.
I don't generally care if content is solo or team oriented. If teaming is required, I generally don't do it. Plenty of other things to do. But if teaming is required, then I shouldn't be allowed to take the mission. Task forces require teams, to start at least.
I don't hate teaming. I'm not opposed to teaming, I'm just terrible at teaming.
I have been trying to make myself team since I19 came out, because I would like to actually see these task forces that I cannot do solo. I don't need to do the task forces for Alpha slot boosts, I've gotten the first boost already on a scrapper playing solo. But I hoped that incarnate shards would be a good carrot to get me to try teaming.
I can't bring myself to ask. Maybe I'm shy like Mirai. Maybe it is something else. But when I try to make myself ask for a team, I start getting physical stress indicators. My chest tightens up and I start to sweat. I play games to relax, stress I got plenty of elsewhere.
I'm not incapable of teaming. Sometimes I'm asked. Sometimes I say yes. But when I do, I'm more stressed than when I play solo. It is always a relief when it breaks up.
So no, it isn't always OK to ask for help. No it really isn't. Not for everyone.
Get a large enough population and you get all kinds. People like you and people like me. We don't have to understand each other or agree on anything.
The developers don't have to build content around my limitations or yours. But if they make content that includes rather than content that excludes, then maybe they retain more customers.
Those are my reasons, they probably don't apply to most of the people who are trying to solo this stuff.

Tons more fun. My Cardiac Radial has seriously improved my main. No more end issues, much thicker resistances. Love it!
