Power picks:
You took Barb Swipe but didn't take Quills and Throw Spines.
You did not take Quills and Throw Spines? Is there a specific reason for this? Quills and Throw Spines, together with Spine Burst are the reasons why people usually take Spines as a powerset. Please reconsider your decision to not take Quills and Throw Spines.
Willpower power picks are ok.
But taking Boxing AND Kick is not. Usually you are taking ONE of them on your way to Tough and Weave and ONLY because you have to. Unless you have a really good reason to take both (and I doubt it), you should drop one of them asap.
Physical Perfection is not needed! You have Fast Healing and Quick Recovery from Willpower and Health and Stamina from Fitness which is all you ever need. Actually some people even argue that you could drop Fitness on a */WP, because FH and QR are good enough.
If you drop Physical Perfection, you should consider dropping Focused Accuracy as well and take Tactics instead. The benefits are almost the same but Tactics has only half the end cost and boosts the whole team.
Slotting:
Uh-oh. Err... I really don't want to be impolite, but your slotting is ... um.... horrible.
It just doesn't make any sense. There is not a single power in your build that is slotted ok. I don't want to sound mean or trollish but I seriously recommend to slot your character with SOs or basic IOs instead of using setIOs, so you get a feeling for the strengths and weaknesses of the powers and get your enhancement slot distribution right. And when you are comfortable with your SO build you could start to carefully shave off single enhancement slots here and there to get more space in other places for setIOs. But always make sure, that what you get from slotting setIOs including their bonuses is at least as good as what you already have in your SO build. -
Hmm... I have some trouble to find a reason to exclude any of the scrapper primaries based on tech origin or the suit you mentioned.
For example you could take MA and say the suit is doing all the moves. There was this Jackie Chan movie "Tuxedo" where this actually happened.
I wouldn't take Katana or Broadsword. Not because these powersets are bad but because I think the synergy (Parry, Divine Avalanche) is better if you pair them with a resistance based set or with regen. But this is only my personal opinion, of course.
Considering the powersets you already have played and assuming you might want to try something new, this would leave Claws, Dual Blades, Spines and MA. I have no experience with MA (never liked the set very much) but Claws, DB and Spines are all solid options. If you intend to spend a reasonable ammount of inf the ranking would probably be Spines (ST: 3, AoE: 1, ranged: 1), Claws (ST: 1, AoE: 3, ranged: 2), DB (ST: 2, AoE: 2, no ranged). Claws and DB are close together in ST and AoE and Spines and Claws are close together in ranged. -

It's a simple case of entitlement. People seem to think they should be allowed to obtain something without doing the thing that it is a reward for doing. Shivans and nukes are the most powerful temp powers in the game, the fact that you have to expose yourself to PvP to get them is WHY they are that powerful. They would be extremely overpowered as a PvE reward with no real risk involved.
Well, and I already said what I think about complaining and the level of power of the BB and WB temp powers, remember?

Well, this means they're a bit too powerful as there's little to no risk of PvP IF you're patient enough. Personally I don't think anyone should complain about them. However, I would still prefer to see them removed from Bloody Bay and Warburg and added as a reward in a cool new TF, for example. -
This sounds as if there were only two settings. Just try to optimize the settings so that you get the best quality at reasonable framerates. For example by lowering anti-aliasing or anisotropic filtering.

I don't have a Blue Ray player in my pc, so I can't really answer that, sorry. And I'm not really sure what you mean with "smoothly". The response time is 2ms if that's what you meant.

I'm not displeased with my 5770 set-up, but I would like to gank UM. Present system specs are sufficient for something in this weight category (ATX Full Tower, 700W PSU, and so on), though I'll likely drop a little more RAM in it as well.
I opted for XFX since it's been a positive experience in the past, and they generally undercut Sapph prices by a few bucks.
Thoughts? Comments? Saist? X?
The XFX you linked seems to be ok (didn't check for reviews). It's a XFX custom design which is probably more silent and likely has more cooling power than the reference design (notice the fan). -

In Recluse's Victory, heroes and villains are fighting over the fate of the future. That involves controlling the pillboxes in order to control the zone. Killing someone that is fighting a pillbox is what you're supposed to do, because that's how you play the mini game for that zone. -

What Defense do I need to be able to Toe Bomb and Trap up an AV?
My build at the moment is looking amazing and currently I have (without gimping any powers)
* 59.1% Melee
* 57.3% Ranged
* 58.2% AoE
Is this enough to safely dodge AV attacks?
AVs get a AccMod multiplier of 1.5 based on their rank and AccMod of 1+0.1*level for each level higher than the attacker (max is 1.5). Unless you fight +6 and higher they won't get a THMod based on level difference. BHC for all critters (since I7) is 50%,
So if we assume you're fighting a +3 AV who is not using a power (!) to debuff your defense or to buff his own ToHit, the term in the inner parentheses is:
50% + 0% - 59.1% (for a melee attack) which is lower than 5% so it is set to 5%.
Ignoring AccMods from your secondary powerset the total HitChance is:
1.5*1.3*5% = 9.75%.
EDIT: And if I remember right, you only get ToHit debuffs from Dark Blast, not Acc debuffs. -

You are warned every single time you zone into a PvP zone that the possibility of being attacked exists. It is very unlikely that will EVER change. Deal with it.
Besides, I think you're missing the point here. This is not about the risk of getting attacked in PvP zones but about the reasons to enter these zones. -

Badges
I assume that people who are interested in badges usually try to get a complete collection or not bother at all with them. This is what forces them into PvP zones to get the badges there.
a) Exploration badges
Wouldn't make sense to remove them. Plus they're easy and fast to get. The PvP risk is minimal.
b) PvP badges
I mean the real PvP badges here. Like the arena badges or the rep badges. You have to engage in PvP in one way or another to get them. Obviously you can't change them now, although I believe it would have been better to introduce something else for PvP and not use badges here.
c) Certain defeat badges
This should be resolved by GR with the possibility to go to the other side and get the defeats there.
d) The rest
RV AV badges, Pillboxes, Heavies. These are problematic because to get them you have to invest much time and effort. And to me it seems to be very unfair to allow another player to nullify that (especially in the case of the AV badges). Badges are NOT balanced around PvP and I see no reason not to remove these from PvP zones and add them somewhere else.
I know that the list I made is not complete. But I think you get the general idea.
