  1. Nope, defense without elusivity especially on a squishy is pretty much worthless.

    PFF does provide some (I think) but outside of that you might as well be running around with 0. I can't remember the last squishy I've seen outside of PFF who I didn't have a 95% chance to hit.
  2. Freedom, Infinity and Virtue here. What you are seeing is most likely not exclusion when you see "MoM LF 3 more, +3 support" or whatever. I've seen that more than a few times but I've never seen (once I get on said team) other AT's being excluded. In fact its usually filled with the AT's the OP metioned being exluded and the league leader is likely hoping for a bit of balance on his or her league.

    Destiny can fill the role of buffs reasonably well, but debuffs are still grand to have which is why I'd assume leagues that are light on level shifts, buffs or debuffs (but filled with lots of other stuff) would call for certain AT's.
  3. Basically what Morti said, but to expand on that :

    With the new ATO's you can easily get 100% proc rate by finding a power with a base recharge greater than or equal to 60 sec/ ATO proc rate (Be it 4, 5 or 6 times per minute)

    Once you start slotting that power for recharge and factor in global recharge you can maintain your 100% proc rate and in some cases (Doms, Tanks, etc) Maintain 2-3 stacks of the ATO proc. For stalkers though, that really doesn't matter. Basically its all about the free crit after AS without having to animate placate. I think it drops you to a stealth radius of about 380, so far from actually being hidden from anyone.

    First I noticed you are both light on heals, I GOT YOU COVERED.

    Also you are light on end drain, I GOT THAT COVERED

    Also I brought mez protection so you can use hurricane and whirlwind without having to worry about that ish dropping.

    Who Killed PvP?

    Beyond the title and the mass exodus that basically cut the PvP population by at least 2/3's at the start of it, what the OP said about perfect builds and all that pretty much only applies to 1 v 1's. There is no "Perfect build" for a 2 v 2, 3 v 3, 8 v 8, etc. There are of course build goals, such as being close to 1606 HP, but how you get there is up to you.

    The rant came off like like someone who is bad at PvP and looking to blame their lack of coordination on "Armchair engineers and groups of 12 year old bullys" Excuses are excuses. The better players don't always have the best builds, I run around RV on my stalker that has 1 set of purples in AS, no pvp IO's and isn't even level shifted or alpha slotted, but guess what? I can still AS like no ones business and whether its finishing a target, or provding a huge alpha strike for other people to jump on, it works well.
  6. So I logged in tonight to play my level 50 Beam/Time and 35 Street Justice/Shield toons to find they've all been locked out saying I haven't purchased the sets, when clearly I have and have played/leveled them for some time.

    Anyone else experiencing a similar problem?

    *edit* Just saw my Titan Weapons/EA scrapper was locked too.

    I'm pretty sure the OP came in and asked for a way to help his two friends finish leveling their blasters. Some people suggested roll up a PL toon and just finish them off, others suggested rolling a support toon and getting it PL'ed to the early to mid 20's (or somewhere around that point).

    The OP mentioned he doesn't have a way to PL himself, so what harm is there on spending fake currency in order to save yourself a reasonable amount of time to get to the point where he wants to be, in order to help his friends?

    If they go with the Force Field suggestion, there is definitely both time and effort involved in getting them to level 25, where as you could spend a few million influence and less than 15 - 25 minutes having yourself powerleveled to that level.
  8. Elec, Claws, and Street Justice are probably near the top of the list. Spines too I guess with the ATO giving you an auto crit after AS.

    For secondaries, I'd probably say EA, then WP, then Nin. Overload > Retsu and EA comes with KB, Repel, and TP protection (though the latter may be broke)
  9. The problem you are running into is a combination of a few things.

    First you think any build should be able to compete with any other build. That simply isn't going to be the case the same way some builds are great for farming while others aren't the same way some builds are good at solo'ing AV's and GM's while others are terrible for it.

    You can invest 30 billion into an AR/Dev and still won't be competitive when it comes to GM solo'ing outside of possibly getting lore pets to do it for you.

    Second, you aren't playing right. If you build your tank well the toons you listed shouldn't be killing you, at worst you're looking at a draw. You'll have to accept the fact that sometimes if you try to fight a kiting ranged toon they will put out enough damage unless you find some way to put enough pressure on them. In this case? Keeping them perma webnaded helps a lot. It allows you to have more control over the pace of the fight.

    And lastly, your class expectations are off. You picked a high survivability low damage melee to go against a high damage ranged and medium damage / debuff ranged. PvP is as its always been in MMO's based off of teams, builds working together, complementing each others weaknesses and short comings. If you want to 1 v 1 someone get an identical build and spend the same amount on it as the other person and you might have a match on your hand to see either a. who is the better player, or b. who has better luck with the RNG / damage procs.

    While your character is looking at more draws in a 1 v 1, in a 2 v2 suddenly it becomes more useful, (though no optimal) as you can keep both other people taunted, webbed and add some damage to the equation.
  10. Nova is going to have better AoE, however with human form you should have :

    Orbiting death
    Dark Detonation
    Sunless Mire as an alpha for about every spawn (Slotted it does more damage than DD)
    Unchain Essence every two
    3 Pets cycling their Dark Nova Emanation Equivalent
    And Quasar as a nearly crashless nuke. I find half the time I'm able to activate stygian circle immediately with some of my toggles still on, the other times you have to wait at most 3-4 seconds for a tic of end to occur (since there is no -recovery). Don't be afraid to use this power regularly if you are solo'ing +8 mobs.

    Finally add in something like void judgement and you can pretty much cycle mini nukes (Quasar, Void, Unchain) one for each spawn.

    I find rather than worrying so much about chaining AoE's non stop, with human form you can fire yours off, then focus on bosses while they recharge and let your pets take care of the rest as you do put out some impressive ST damage.
  11. This is by no means a "Good" tri form build, but your powers are slotted and you have perma hasten / eclipse with no alpha slot. Just to give you an idea of the recharge you are looking for and easy ways to get it while still keeping your core powers slotted.

    Soaring dragon would be slotted with the scrapper ATO set.

    Shadow Meld / Soul would be my first pick, but since that isn't an option we're going to need a pile of extra mitigation to close the gap.


    The best way I could think to do that was to try and remove range from the equation. Basically the build relies on the KD of energy torrent as an opener to mitigate the ranged alpha allowing you to quickly close in with super speed and get a divine avalanche up for soft capped melee defense. 2 Stacked you are well above incarnate softcap and able to deal with some - def.

    I haven't tested the DA mobs but if they are anything like the current DA mobs, Focused ACC will be pretty important if any of the foes have hurricane and what not.

    Build is pretty straight forward, moderate Melee defense, decent recharge, and most importantly the movement control (Hurdle/SS/CJ) required to effectively use energy torrent as both a damage and mitigation tool.

    I personally don't slot the -res procs on my standard PvE scrapper builds because a 1 in 5 chance of it proc'ing against mobs that generally don't take 5 attack chains to cycle isn't really worth it (to me).


    Dull pain is perma, hasten should be a second or so off, IH has >50% up time between that and Rebirth you should be running pretty high levels of regen at all times able to fall back on MOG, self heals and a decently spammable AoE KD (on a 6.5 second timer) factor in the time it takes mobs to knock down and animate getting back up you should be able to juggle pretty well when you need to play defensively.
  13. Not the most pricey but one of my favorite toons to play currently. I rolled him as a human form WS back when khelds first came out and didn't play him for a long while until human form finally got mez protection (in the form of Clarion).

    TK Blast should have glad jav proc + explosive strike so you can double proc another power with Glad jav + Apoc procs.

    Snipe > Total Focus

    Missing numina proc.

    2 slot hurdle.

    If you team at all, get Veng its much better than assault.

    For Alpha - Intuition Radial Paragon

    For Destiny - Likely rebirth with +regen.

    Lets just say you are an Archery or Fire blaster, with the "worst" snipes.

    You could spend the better part of FIVE seconds casting an oh so lethal snipe doing 172 and 229 base damage at max, respectively. Ooooor you could use blaze/Blazing arrow.

    Blaze animates in one fifth the time and deals 88% of the damage.

    Blazing arrow animates in one third of the time it takes to cast snipe and deals a whopping 93% of the damage that the sets snipe deals. Ouch.

    The "Best" Snipes would be in Rad and Energy where their tier 3 attack animates in a little under half the time as a snipe, and deals 77% of the damage. Which to be fair is still pretty terrible when you are looking at ranged burst.

    In the time you animate 1 snipe, a good many sets can animate 2 to 3 AoE powers and deal the same damage to everything in the spawn. If you are sitting back sniping in a team setting you are actually only slowing your team down.

    I think most know how much of a WS enthusiast I am. However, in the current state of things, I would take lightform over eclipse any day.     In my experience, I see things the other way around. I'm not all that fond of lightform at the moment. Not even the instant 85% res to all against hard targets. My WS current hits 50-65% res to all but psi/tox with 1 target in eclipse, and that is after the first saturated one wears off and assuming I don't drag other foes into range to cap out the res. The constant 50% HP/End Crash drives me nuts personally as if I'm sitting at the res cap perma, I want to take on enough foes to make it worth while.

    As for the two heals of the PB, what you need to keep in mind is that Essence drain is > Reform Essence for healing over time, so basically you end up with Stygian circle which at its best is the most amazing heal in the game, and at its worst completely useless in some situations, however you can still fall back on Essence drain to keep you ahead of Reform Essence.

    I do agree with you the big difference is in Mezzing and DPS (From pets). Those gaps are still pretty wide, and as I said the gap has narrowed significantly as far as survivability goes. Perma Eclipse vs. Old Lightform was a no brainer, however I feel that in most circumstances WS's still end up being favored.

    Personally, I like my WS better. I *want* to like my PB again. Thats pretty much all this is.

    RE-IO = Updated build with all the fancy IO's tossed back in and changed it accordingly for perma Lightform/Inner Light. Unless you were just trolling calling my updated build bad.

    Healing/Survivability, End Management, Crowd Control, AOE damage, ST DPS, the Warshade comes out ahead on all of them. I'm mising where a PB can come out ahead in any of those.

    PB WS Disparity

    So I've enjoyed my human form WS since incarnates came out and let him have perma mez protection (In addition to some other great things) and finally decided to dust my PB off, re IO him and see what I could do.

    As I've started to run through content I feel like there are some glaring gaps between the two builds where so much is mirrored.

    Tier 1 2 and 3 attacks are mirrors of each other, all well and good. In my mind some powers are mirrors even though they are functionally different. (Inky aspect vs. Essence Boost, both mitigate damage. One lets you mitigate pretty much all minion damage in melee range, the other heals you and boosts your max HP, things like that)

    That being said I feel like there are a few areas where things could be brought closer in line with the others abilities.

    Radiant Strike vs. Essence Drain damage scales. Siphon life was adjusted for Dark Melee yet this power has been overlooked.

    Gravity Well vs. Incandescent Strike activation time. Same damage, the latter randomly animates a full second slower.

    Pulsar vs. Gravitic Emmination. Pulsar requires you to be in melee, has 3x the animation time, no damage, AND lower base accuracy.

    Photon Seekers vs. Dark Extraction - I actually feel like Photon seekers are better compared to unchain essence. In which case you are looking at two psuedo nukes both with pro's and con's that decently equal out (when it comes to damage, radius, bonus effects, recharge time, etc) Unfortunately, that leaves warshades with the ability to maintain 3 pets who put out amazing ST and AOE damage over time with PB's pretty much screwed over.



    Group Energy Flight vs.... ? I don't know what. I feel like whatever you'd compare this to on the WS side, PB's would lose again.

    Stygian Circle vs. Reform Essence. The standard heals for both sets, only Stygian circle is *some off the top of my head probably slightly exaggerated number* times better in 95% of game play. Not only does the heal scale to mob class (dead boss heals more than dead minion) but on a standard encounter of 2 to 3 foes it will consistently heal more than reform essence while effectively refilling your end bar with half the recharge time. My simple solution would be give reform essence the energize treatment without touching its recharge.

    Light Form vs. Eclipse. It was a major step forward in bringing the two powersets in line when it came to survivability, while the gap has been narrowed its still there. The worst case you are looking at for eclipse is only a 18% increase res to all. That does pale compared to the hit any time 84% Res Light form gives you, however this is a game where you fight piles of bad guys, so finding 3 or 4 to hit with eclipse is never much of a stretch. Lightform gets me in two distinct areas, lack of any psi protection where WS's easily cap theirs and a crash that is based around total HP rather than Base HP (What a PB's heals are based off of)

    PB vs. WS overall.

    Synergy : Warshades can stack stuns to control entire groups, bosses included. PB's cannot.

    End management : Warshades have an infinite blue bar for the most part, PB's definitely do not.

    Healing : Warshades end up miles ahead with stygian circle for a vast majority of the games content, however they can fall back on Essence drain to "fill in" on the few occasions Stygian Circle is not optimal.

    Damage : While PB's have a few advantages like Radiant Strike vs. Essence drain damage and Solar Flare (even though its KB is horrible) all that is pretty much moot when a WS is running 1 to 2 pets. It just gets sad when there are 3 of them.


    As a final note, I am grateful for the changes that were done. I think PB's have closed the survivability gap somewhat from what it used to be, but the gap is still there in both damage, survivability and utility and I for one would rather see it narrowed some.
  21. Don't get me wrong there is a lot with it that can be fun. Objective based, ability to actually level through it and what not. Mechanically though, through speed, mobility, evasion and what not CoH kind of spoils you.

    Its new, so I figure there is a lot of room for improvement, but having a game be around for 7 years definitely leaves it more polished in this case. That and CoH will always have (I think) the fastest pvp around.

    I'll admit though it is kind of fun going like 35-1 on a healing spec character, nearly outkilling everyone else because targets are so easy to lock with everything so slow and still topping out heal values for your team.
  22. KM's CS was doing *double* the amount of damage it was supposed too. I'm not saying CS wasn't broken, but now its a bad set with no build up and no tier 9 crit to even hope for.

    I still stand by the fact that for the 2 days it took to Level, IO and accolade a KM for RV that I played for all of a week was worth it to troll people explaining to them how bad they were for dying to Concentrated Strike. On the bright side, that free's up 5 sets of glad armors to use on actual decent toons.


    I didn't really see a "slew" of PvP changes, basically they normalized all the outliers when it came to mez duration. Which would be Controller Mind control, Earth Dom Stalagmites, Earth assault Seismic Smash and Fissure. They sort of buffed stalkers, giving them a higher HP cap (2088 I think). Oh and stalkers might be able to fight club now.

    I'm pretty sure dom actually does make your mez durations unresisted by CM's. In that champ league when we tried them, there was a pretty clear difference between stalagmites duration with vs. w/o domination.

    I got a chuckle out of this.

    Toggle location based phase shift. I know there really isn't any more evidence needed to show the dev's really don't understand PvP mechanics, but hey more never hurts.

    In related news, CoH PvP is sadly about 100 times better than the new MMO out there.
