Ninjitsu I would say. Retsu, burnout, retsu, demonic ya theres like no getting hitting except bad luck but still that's what the heal and phase and/or hibernate are for plus it gets a few tricks. Even without burnout I still think nin is better then willpower.

I like elec when I'm on teams for the AoEs. I realize AoE is not good for pvp but can elec still perform in zones or is there a primary that would be noticeably better?
Elec, Claws, and Street Justice are probably near the top of the list. Spines too I guess with the ATO giving you an auto crit after AS.
For secondaries, I'd probably say EA, then WP, then Nin. Overload > Retsu and EA comes with KB, Repel, and TP protection (though the latter may be broke)

You don't really have to build EA with defence bonuses from sets like you would a ninjitsu because Overload is so good. You can just slot all your defence powers like you would normally and any extra def bonuses you get are a plus but you certainly don't have to build for extra on an EA. Outside of Overload EA does suck though.
As for WP or ninj, I would go WP with the upcoming increased HP cap to stalkers. You can get the new capped HP on a WP stalker quite easily with accolades. A stalker with 2k+ Hp shouldn't die :P

Basically what Morti said, but to expand on that :
With the new ATO's you can easily get 100% proc rate by finding a power with a base recharge greater than or equal to 60 sec/ ATO proc rate (Be it 4, 5 or 6 times per minute)
Once you start slotting that power for recharge and factor in global recharge you can maintain your 100% proc rate and in some cases (Doms, Tanks, etc) Maintain 2-3 stacks of the ATO proc. For stalkers though, that really doesn't matter. Basically its all about the free crit after AS without having to animate placate. I think it drops you to a stealth radius of about 380, so far from actually being hidden from anyone.
