I know this is pages and pages ago, but I just had an idea that I had to say.
1. I love the above idea. It's too long though - suppression kicks in at 3 seconds, and it's still possible to get out of a bad situation. A 2 second phase shift would probably still yield the desired result, without completly ruining the power.
2. This can apply to "one-shotting" as well. If a single person does X amount (90%+?) of damage within X amount (1 second) of time, they cannot cast *any* powers for 2 seconds (this wouldn't apply to already running toggles). It won't stop team ganking, but I don't think anything will.

This won't stop AS. It will merely make a stalker time their blow better. Remember, the stalker has to initiate the attack and not move but the target can go wherever they want and they will still take the damage after the animation is over.
The situation would be: Stalker tp's foe, foe is intangible. Foe realizes what's going on. Stalker pauses the strike until the foe begins to leave then hits AS. Foe runs and becomes tangible. Animation on AS ends, foe dies. -

And I don't lose anything when they do it... no debt, no material. Maybe it's just that I don't mind getting killed in the PvP zone that I haven't thought about this much.

Many players get stuck in a gankcrew who tp foe and never let their targets live long enough to exit the zone. When they "Go to hospital" they rez amoung the ganksters or where the ganksters can see and tp foe them back to gank them repeatedly. For some, the only way out of this, is to log out and wait and attempt a login in hopes the ganksters have left.
At that point, it is no longer fair game play, its greifing. It is interrupting someone's ability to play the game.

Take it easy. I'm not talking about gankerbands. I'm talking about a single person who has figured out the bot range and line of sight and hits you once.
What you described has happened to me (and from "heroes" in a prominent RP group on my server no less). And you're right, those groups are griefers. No doubt. But those aren't the people I'm thinking of when I say what I said.
I like creative gameplay, not gankerbands. Those crews take another solution because no matter the workaround, they will find a way to chain-gank someone. It needs to be categorized as griefing and dealt with by customer service.
On the flip side, one of the reasons I dislike the idea of a safe zone in a PvP zone is the bounty system. I spend a decent amount of time in Siren's and quite frequently the person with the bounty is sitting in the hospital. That guy deserves to get hit in the hospital.
Basically, I'm not defending ganksquads but I'd like to see an appropriate response, not Fort Knox spring up at the gate so someone can attack and retreat at lightspeed.
The best option I've heard so far is to make the hospital a non-entry place and make sure the gate out is right next to it. -

I've been informed that whoever told me the above misinformed me (well, the language wasn't quite that polite.) In any case, the true reason appears to be physics collision checking (Players check collision, NPCs do not.)

No. The presence of the NPCs is what makes Paragon City come alive. If other heroes are all that we see, then we're just protecting a ghost town.

1) I never said eliminate, I said decrease.
2) This is in reference to the thread, not Paragon City. The thread is talking about the heist missions where there are an overabundance of panicked NPCs running around, clogging doors, and pushing PCs around when they're trying to fight. -

The problem is going in the other direction as well. The other day in Bloody Bay a stalker attacked me in the Hero Base in Bloody Bay, didn't kill me, got zapped by a drone. He did this 4 times killing me on the forth attempt

I'm really not trying to be snarky, I am curious why you let him attack you four times in the hospital. There's some things that don't make sense about that and if you couldn't see the stalker or fight back, there was a bug.
With all the drones in the hospital you should be able to see through stealth+hide with no problem. If you couldn't, make sure you bug it.
Also, if there was something preventing you from leaving the hospital (I don't know what, but I'm assuming there was if the guy was able to rez and run back to get another shot 4 times before you could make it out of the zone) you need to bug that. Nothing should keep you trapped in the hospital.
If you were using the hospital as a "safe area" then that's another matter. The only "safe area" is out of the PvP zone. That's why they moved the contact outside the PvP zone and put the warning in red text.

In a fit of true oddness, you will see Longbow operatives practicing with bow and arrow on the island they control in Nerva. It's pretty out of place looking, since they don't use those in everyday action.

In the initial stages of training, Longbow operatives are taught how "long" it takes to kill anything with a "bow" thereby drawing their name from the lesson so many heroes in the past have failed to grasp.
Then they are issued laser rifles because they have failed to learn the "stormtrooper" lesson and mindlessly fall to my MaliceMechs. -

Re (1): doesn't matter, Defender and Controller buffs are so strong, and the differnece between Scrappers and Tankers defenses is so narrow that when viewed in terms of buffs that can be applied, the difference becomes a non-issue. When it takes just as much buffing and/or healing to keep a Scrapper alive to accomplish the same task, which is where the game is right now, the difference in initial values and caps become meaningless. So the Scrapper becomes the better choice because they can contribute more damage.
Re (2): But the question isn't does he manage agro better, it becomes does the fact that the Tanker can manage agro better matter. And the answer again is the fact that he can becomes meaningless.
It is true that pre-I5 a Tanker may have overshadowed both Controllers and Defenders too much. But now Controllers and Defenders overshadow Tankers too much, and are also capable of making other ATs overshadow Tankers too much.

No, re read what he wrote. The text description (or the award conditions) of PvP badges are bugged. That badge may say kill 20 players, but you don't need to do that to get the badge. He is correct when he says completing a mission of that type grants the badge.

Well, I did my first PvP zone mission with my toon last night and got Agent Provacateur. Two nights ago I killed a guy with Assassin's Claw and received the Reinforcement Badge.
I immediately sent a message to my SG due to my excitement. I remember precisely how I got the badge and it was before I had ever stepped foot in a PvP zone mission. I don't know much about text bugs, but I do know exactly what I got and when.
I'm not trying to sound like a jerk, just saying that the text on my badge matches my accomplishment and is appropriate to what I was doing at the time. -

I notice this most with my claw stalker.
Slash's Description: You perform a Slash with your claws, dealing a high amount of damage, but with a long recharge rate. This attack can reduce a target's defense, making him easier to hit.
From experience, I never ever lead with this attack anymore. The follow up will miss 3 out of 4. -

Apparently there is a bug that makes this not happen. I have 4 SG afilliates and none of the mstarted with any prestige, while a friend's SG had 300K. I have bugged it several times, nor am I the only one this is happening to.

I've seen more than a few people crying for Ice Tankers to have their own place to give feedback. And since we've already planned to change Unyielding some, a few think we're ignoring Ice in favor of Invulnerabilty. So I wanted to start this thread.
Here's a couple of changes coming that I think will help:
Reduced Accuracy of Minion level Turrets from 75% to 58%.
Reduced Accuracy of Lieutenant level Turrets from 94% to 65%.
Reduced Accuracy of Boss level Turrets from 113% to 75%.
Reduced Accuracy of Snipers from 75% to 65%.
Reduced Accuracy of Archvillains from 90% to 75%.
Reduced Accuracy of Giant Monsters from 90% to 75%.
Reduced Accuracy of Monument Minions from 75% to 58%.
Reduced Accuracy of Rularuu Bosses from 90% to 75%.

Just had to say I appreciated the WL event a lot. I'm a pretty casual gamer and a team with some solid planning could get characters up to the 20s in a day which allowed me to build, test and delete several guys.
Unheroic? Well... teams of heroes organizing to battle the menace sounds heroic to me.
PLing? Let's see... I died several times... looks like risk, so there should be reward. It's not like anyone was getting to 50 fighting WLs.
Left a lot of crappy level 20 players out there? Yup. They joined the ranks of all the other crappy 20 level players.
As a guy who's only able to play an hour or two a day the event increased my funfactor 10 fold because I got to try a lot of new things. Can't say I'd like it to be around forever but I think you did a swell job for a special event.
