I think it probably will break hide as electric's power sink already does, iirc.

The change to Energize will alone make the set much stronger. The stalker version may also prove to be better than the others, as Disrupt will be massively more useful than Repel, especially for a set with buffs based on the number of enemies surrounding the character. I'd also rather have a consistent recharge bonus than a scaling one, really.
The one thing I don't like is that Energy Drain will offer a defense bonus. EA already has solid defense numbers, and since you cannot rely on always having several enemies around to get larger amounts of defense from Energy Drain, it's not something you could really rely on. It would therefore be better if it added some to resistance, a secondary means of mitigation which does not have to be as consistent. -

Thing is, the vast, vast majority of attacks in this game have either smashing or lethal damage components, and because the way defense works, softcapping s/l will let you dodge all of those attacks just as well as softcapping s/l/e/n/f/c/p. Of the attacks that do not have a smash/lethal component, pure energy is by far the most common, which electric is king against. (It's also not like I don't have defense against those other attacks; I incidentally have 19-20% defense to e/n/f/c and 16% to psi). Electric also has solid psi resist, which is another attack type occasionally not paired with s/l. It has very solid resistances across the board (save toxic outside of the tier 9), and it also has the ability to cap its resistances to all but psi damage if it gets in a risky situation. Combined with the power to keep a spawn from attacking me at all with power sink, I can honestly say nothing scares me on a high end electric. CoT are not even remotely a problem.
Confuse and fear: take tactics and voila. Confuse protection and confuse/fear resistance.
(The best DB attack chain is BF>AS>SS>AS, which is significantly better than BF>AV) -

DB's top chain requires a ton of recharge, so actually Electric with it's recharge boost and ability to ignore endurance slotting compliments it better.

I agree they don't need to be like VEATs, but Dwarf does not work all that great for a pb for the reasons I stated above: minorly higher resistance, loss of any defense, can hit hp cap in human off-and-on, and lower damage. It should very clearly be tougher than human form, but it is not in the case of pb's. (Warshades can't cap their hp in human form, so they don't have this issue).

Something else I think should be considered: make pool powers usable in forms. This is not so much for hasten etc., but because of survival.
What is the purpose of Dwarf? Higher survival +mez protection for a sacrifice in damage. I can use break free's or Clarion or even Light Form for the mez protection to the point that I never need Dwarf for it. Currently, if I switch to dwarf, I gain only a tiny amount of resistance vs my human shields, but I lose defense from pool powers like Maneuvers, Combat Jumping, Stealth, or Weave. I am actually losing survivability by shifting to Dwarf. The extra hp from Dwarf could possibly offset this, except a pb with good recharge can hit the hp cap in human off-and-on anyway. Even if they made pool powers suppressed like we have been asking for human shields, I still would have very little reason to switch to Dwarf because I am putting myself at greater risk without that defense.
It used to be at least partially a mechanics thing that we couldn't access pools in forms, but I don't believe that is true anymore because of inherent fitness and various accolades/temp powers. -

They need buffs. This has become more apparent since GR hit.

Ageless radial offers debuff resistance. Otherwise, mez them first.

Just had an interesting idea for Group Energy Flight. Give it a foe-affecting aura a la Choking Cloud, with a low mag hold. Enemies caught by the hold would have the same animation as players experience from the green beam in the keyes trial (lifting off the ground, flailing arms and legs). This hold could stack with I-Strike on a single target, and otherwise just affect occasional minions like Choking Cloud. Or, switch the effects of I-Strike and Pulsar so the latter could stack with Group Energy Flight for a more solid AoE hold. Whatcha think?

Whatever way you do it, skipping the human shields as you did is still wise unless you want to solo AV's or something. So the build you have will work for what you want, but just consider how much time you want to spend in human vs forms and whether you want to emphasize your damage or control in human form if you use it a lot. -
That looks workable. We can squeeze some slots free though. Incarnate powers make the slot crunch much easier, once you get to that point.
First, you're not going to need that much recovery. Stygian Circle, before inherent stamina and with one slot kept me topped off; now that we have stamina endurance just is not a concern. You can take slots from Stygian Circle if you want some elsewhere. Go ahead and keep the ones in stamina if you want, because dwarf needs extra end sometimes. It also looks like you have slotted somewhat for recovery bonuses, which is also not really necessary.
If you put an FF +recharge proc in one of your Nova AoE's, that will help your recharge much more over time, and easily make hasten perma.
You can change the Call to Arms IO's in Dark Extraction to Expedient Reinforcement for better enhancement values, but slightly different set bonuses (the recharge bonus is the same though).
It doesn't look like you plan to spend too much time in human form, in which case shadow cloak doesn't really need that many slots.
That's all I see at the moment; once you get the Spiritual Alpha you can free up several slots to fill out some of those powers you are not happy with. Or you can go a completely different direction with the build. -

But he got deleted at 33ish, I'm just curious about builds, I know what I want in my head but it's getting harder to find slots for all those nova blasts and dwarf attacks besides eclipse and etc. Basically I want to see some high end slotting because I'm having trouble with it. Small things like, 'damn will I have to leave dark nova bolt with a HO acc/dam?'. Or the lack of useful powers to pick in the end, I wanna see what people are getting that can be of some use instead of only a LoTG mule.
Edit how about this: tell us exactly what your goals are (besides perma-eclipse) and I will see what I can come up with that works. -

Some things look ok, some things need some changes.
- Dwarf attacks and dwarf itself have no slots...
- You have zero endredux in Orbiting Death; that power sucks down the endurance, so if you are going to use it, it needs endredux. If you are just using it for a set mule, move the set to dwarf mire instead
- Dark detonation is usually skipped (unless you are human-only) as it does rather weak damage and extra knockback
- You don't need that much endmod in Dark Nova; you can steal that slot and put it in a dwarf attack maybe
- Dark Nova Bolt is not even worth using, so put its slots elsewhere. Just alternate Dark Nova Blast with the Nova AoE's for better dps.
- Essence Drain does pretty poor dps, and a really poor heal if left unenhanced. You can still use it, of course, but you would be better off frankenslotting it for damage/heal/end/recharge.
- Minor nitpick: you won't be able to stack Stealth with Shadow Cloak anyway, so you might as well grab Maneuvers for your LotG mule, as there is a small possibility you might end up using it sometime. -

The easiest way to do bindfiles is just to create a new folder in your C: directory called "binds"
Save all your .txt bindfiles in there. Then, ingame, use the command "bindloadfile" and the path to the specific bind you want.

/bindloadfile C:\binds\defense.txt

It looks pretty workable. You can run the top chain, have good survivability, and of course no end problems. Only thing that really makes me sad is the lack of Power Surge, but I understand why you don't want it. A couple powers would like some more slotting, but still work as they are (Gambler's loves procs, especially the Achilles'; Soaring Dragon wants more damage; Shadow meld wants more recharge). I actually recommend skipping Grounded like you did for scrappers.
The only thing I see that really should be done is swapping the Endmod/Acc in Power Sink to Endmod/End, as Power Sink is autohit. -
