    First, don't even bother with defense unless you are a defense-based toon (VEAT, SR, Shield, Ice Armor, EA.) I believe most people would suggest to slot for at least 55 defense to a given position/type (ranged/melee or S/L being the most common) in order to be somewhat effective in PVP. SR scrappers can get the highest values of defense with elude, but even then it is cut in half by DR. Typically a DR'd SR running elude will be sitting around 52-55% in PVP (which is around 115% non DR'd.)

    Maybe, maybe not. If you take a look at the vet attack powers (like sands of mu) they do the same damage in PVP as they do in PVE. I suspect the incarnates will fall into the same category so we'll be seeing the identical damage in both spectrums of the game.

    All of the powers of inherent fitness will be slottable exactly the same way they can be slotted now. The only difference is players don't have to spend a power choice to get any of them, so they are getting the four powers (switft, hurdle, health and stamina) for "free." This will allow players to make another power pool choice if they want to.

    At this point, no announcemnt has been made to indicate players will be given any extra ehancement slots to go along with this change (and most likely will not be given any.)

    I am going to guess they were planning for early November to coincide with the release of DCUO to try and maintain subs. NC did a similar thing last year with their loyalty program that yielded rewards for maintaining a sub at the same time CO was released. Now that DCUO has been pushed back to Q1 2011, who knows?
  12. Elude in zones has always been kinda lulz when going up against buffed toons anyway. I know the real numbers have not changed so it's most likely a combination of the APP/PPP changes and your perception.

  14. Unfortunately ice blast is one of the worst blast sets. Even on a blaster you are going to notice a fairly significant difference in damage output compared to psi, fire, and sonic. Imo, that's mostly due to the longish recharge times on the blasts compared to the other sets with having a virtually non-existant secondary effect in PVP (-rech and slow movement.)

    The actual damage values aren't that far off but it's difficult to string an attack chain out of the three blasts without massive recharge (which is hit hard by DR.) I've got 110% global recharge (180 with hasten) on my ice/dev and it's still has gaps in the attack chain. Fire does more damage and can have an attack chain with just it's tier 1 and 2 with barely any recharge.

    If your heart is set on dark miasma I'd reroll as a sonic blast. You are going to enjoy the extra damage from the -res.

Maybe you have noticed a difference because more ATs have access to +tohit powers like tactics or focused accuracy (+tohit and acc in FA) with the APP/PPP switchovers providing more flexibility in builds. It's only going to get worse for defense-based toons when inherent fitness and incarnates show up in i19.

    1 acc? You should put at least the equivalent of two ACC in anything that isn't autohit. The recharge varies but alot of people go with two for benumb.

    If you are going to farm then yeah an SS/Fire is one of the better ones.

    Kat/Regen is pretty popular and it's one of the better builds for fightclub but if you are going in to zones/duels your only ranged attacks are going to be from your APP or PPP (taking weapons mastery is a good choice because you'll also get webnade) otherwise I'd recommend Kinetic Melee. Having some ranged attacks is good.

    As far as builds go, search this forum for some kat/regen builds, I know there are at least a few in here somewhere.

    Kin Melee is the new favourite. The tier 9 attack hits like a truck and the set has two ranged powers (one AOE and one single target but they both hit for about the same in PVP.) After that, BS, Kat, Fire, MA (in no particular order.) I am a fan of DM but only for fightclub. DB sucks, don't go near it. Does anyone play spines anymore? I rarely see it anywhere.
