So don't. Burn through 20 levels, do your tips and swap. Easy! (yeah, I know.)
See, that's the thing I think is the snag in the suggestion - they've gone through the trouble of implementing the system, I don't think they'd want to trivialize it by just saying "OK, here, start whatever, wherever," and just leaving side switching as a feature for Epics.
I don't think we'd see anything like this before they make GR part of the base package - if they ever do do that. -
Don't forget the purples. But yes, lava helps, and taking out the bifurcations (which are nice and squishy) is a must.

As far as the beta comment - well, the test and live servers aren't the same. We know this. There's also just the fact that we have far more people playing on live than on test. *shrug*
Personally - and no, no data-points recorded - I seem to get a fair enough mix of common/uncommon/rare/vr salvage. Mostly uncommon, yes, but I've had rare and VR show up when I didn't think I'd have gotten them.
The devs won't reveal their "metrics" (obviously, not wanting people to game the system,) but I'm not willing to call them *generally* broken at this point. (Masterminds excepted - the whole pet damage thing needs looking at.)
I have, though, mostly been on one of two controllers (Ice/Emp, Earth/FF) or a blaster (elec/elec - mostly single target,) with the occasional foray into warshades or other characters. I *should* take out my stalker and see what I get there. -

X power does # ticks of # damage in normal content, but in Incarnate flagged content, it does #++ damage for #++ ticks. This would still give the player the feeling of "I'm an Incarnate and more powerful than a regular 50" in normal content (and keeping the "shifted everywhere" Alpha shift of +1,) while letting Incarnate content be just that much tougher - because it's designed for these.
(Now, when it comes to things like world events - I don't know how it'd work, if we see any.) -
Tip 1: Don't do that. Which, I'll say, it sounds like you have as a goal. (PVP excepted, of course, I get doing that - but, yeah, post-I13 pvp....)

Why? You know what happens at the end. All the plot twists, all the buildup, it's all spoiled for you already.
Part of what makes a set fun (or not) to me - and yeah, I'll say there are some that are just not fun, but that's personal preference - is getting "those" powers. For instance, my first 50 was an elec/elec blaster, made back in I3. One of the things that STILL makes her one of my favourites is remembering "payback" in the late teens on synapse.
You know (or, ok, maybe you don't if you've PL'd through and missed it,) hitting all the clockwork. Including Tesla Knights... before Blasters had Defiance 2.0. I was getting REALLY irritated... then I hit 18 and picked up Tesla Cage, and gave them back some of their own before letting them have shocky, electric death.
It's also what slowed down my (forum-namesake) Fire/SS tank, my first character. Burn got changed, badly, just before I got them to 18. That "plateau" power of Burn was no longer something to look forward to to me. (Did get him to 50, too - and respecced when the fear was taken out of burn.)
PLing 1-50... you don't get that. Yes, you get to slot it up and see it at "full power," but you don't get the "hey, you, yeah you who was giving me trouble, I've got a surprise for you."
Roles also change as you level up, too. Not just as in your AT becomes stronger, but - well, for me the Empath is the classic example. Early on, yes, your "heals" are important. That's why they give them to you first. Everyone is squishy, and reactive a power type as it is, healing really helps. Later? Not so much - so you can concentrate on buffs and messing with your secondary, power pools, etc. (Saying this with two Empaths at 50 and others all over the place.)
Having PL'd 1-50, as you said - you might get frustrated at the "slow" pace of regular 1-50 leveling. Don't. Hang in there. Enjoy the ride. You may find you enjoy the character more when you're done, even if it's not an IO'd out monster just as you hit 50.

There are a lot of ways to mix it up. -
COH is not working on anything new. Primarily because COH is a program (or rather a set of programs, client and server working together,) not an intelligent entity trained in powerset creation.
Actually, if you wanted to get *really* nitpicky, COH isn't even a program, it's an abbreviated form of City of Heroes, which itself IS the program, etc, etc, etc.
And... really... you've played "Everything?" Every power combination through every mission? Scrapper alone, that's 10 primaries and 8 secondaries to combine, working 1-50 through each (non farming,) going back via Ouro to catch the stuff you missed, then swapping sides and ouro-ing 1-50 villainside, THEN playing through the non-farm AE content.
Then you get to do it with the *other* ATs. Even the Epics, Khelds? Humanform takes different strategies than a bi or triform, VEAT-side, a Huntsman (for instance) is going to play rather differently than a Bane.
And no, playing through them once or twice (you mention 4 50s, I'll say "two times through each side) - grab a different AT and try it. Stuff that's an absolute bear on one - AT or powerset - can be cake with another.
Set up a theme team, run through that way. Give yourself some other challenges. Write something *decent* in MA.
Just a few suggestions... from someone with (given the most recent count) 300+ characters, 26 (ish) 50s, who still doesn't think he can honestly say he's "done everything." -

Not necessarily true. Someone who played for four years and has been gone one for whatever reason (military, school, etc.) has certainly paid more than the person who's been in just long enough to see their first shny vet reward.

"Proliferation" did? Seems more like Side switching, something rather different from proliferation, did. If anything, side switching is more of a reason to slow down proliferation - no need to check/redo balance on a new AT if players can just waltz over with an existing set.

1) Dark/Dark Tank, Brute or Scrapper;
Running a scrapper like this, actually. Kind of on and off, but generally fun because (a) I like control, and this has some, and (b) the great heal (and built in END recovery) is one of those "turn around" powers.
2) Traps/Sonic Defender;
Any time I play traps, it's a "Get to trip mine. That's all I want to do." Feels too "slow" for teams at first, until you get used to setting things up for the *next* group.
3) Widow/Fortunata;
Cannot *stand* these. Played a widow. Working on a fort. Can't give specific reasons (besides being an epic tied to a lousy, rushed and exceptionally disappointing storyline,) I just don't enjoy them. Now, if you were looking at Soldier... Crab or Huntsman is fun.
4) Warshade;
Top of the list just for flexibility, corpse-exploding fun.
5) Earth/Emp Controller;
Probably mid pack. I'm a big fan of Earth - lots of control, but not huge on damage. Less so with Empathy, though it's worth doing a double build and skipping "teammate only" powers (in most instances) for the times you solo.
6) Fire/Cold Controller; or
Don't think I've done the combo. Fire's fun, though.
7) Fire/Ice Blaster.
Played one for a while. It's leveling slowly - just hasn't grabbed me. (Plus it's on one of my lesser-visited servers - Champ or Triumph, I think.) -
I think it's great ransim's doing this - it's a nice little bonus for asking for some feedback. (I haven't updated stuff in a while on VV, so after seeing the first few questions I'd be answering "I don't know" for almost everything. Besides, I've already got a ton of artz with more on the way, so I'm not tossing my hat into the ring here. It's still a nice offer, and I hope the people chosen enjoy it.)

Did you use Paragonwiki or the (infested, don't use) Wikia? If you're using the wikia version - don't. wiki.cohtitan.com (or paragonwiki.com, which goes to the same place) is the one you should be using.

I'm assuming by launch threshold, you mean for each trial? Search there brings it up in the patch notes. -
