I agree with you here. Mainly that's because some of those badges can't be gotten on new characters (e.g. the Anniversary ones), and others are just a PITA. I'd rather have all of the anniversary and hard-to-get badges on a character I *actually play*, then parked in a museum somewhere.
That being said, if this feature ever sees the light of day, it should be as a microtransaction. Spend $10, and you can completely re-roll your character:[LIST][*]The rerolled character keeps: influence, SG affiliation and prestige history, costumes slots, costume pieces, badges, souvenirs, temporary powers, and any other goodies that they've unlocked, either by leveling up or by actions they've taken.

While I understand a complete AT respec may be game-breaking in the sense of making your character with any primary/seconday just like custom critters, what's the harm in letting someone pick a new primary and/or seconday within their current AT?
Sure ok, maybe a Super Strength/Pain Corruptobrute will break the game or something. The game is built around it's designated ATs and new powersets are always scrutinized to fit into the game accordingly. But you aren't changing any game mechanics by respecing into a new combo that is already available.
For example, a tank would have to stay a tank, but instead of Invul/Stone could change to WP/Dark.
The benefit is to be able to keep the toon's accomplishments (say for your main), badges, etc. as was said above. A lot of time went into getting those accomplishments, and you can't recover those when rolling an alt that did have the new power combo you want. I think it'd be a nice addition to let players adapt their mains and utilize newer powersets too.
