    The Great Makeover: The Vindicators


    August 1st to 21st, 2012


    There are many Hero and Villain Groups in Paragon City and the Rogue Isles, with new ones forming all the time using the latest fashion and equipment in their attire. One of the original groups, The Vindicators, has been in need of some new costumes for quite some time now and are seeking out designers! Your challenge: Makeover The Vindicators!


    The Vindicators are a hero group led by Ms. Liberty. They can often be found with Longbow fighting Arachnos in the Rogue Isles. (Wiki Page)

    Contestants will only use the in-game character creator to design a "makeover" for any number of The Vindicators listed above. Your goal is to create a set of costumes for the "New" Vindicators. All options in the character creator are fair game, meaning even Paragon Market and Badge earned pieces may be used in the design. Sticking to the lore is important to us, but contestants may even go as far as changing character genders and no matter what changes are made, we would like to know why they were made. Reasoning could be simple or complex, but we want to know what contestants were thinking in why they changed what they did other than the obligatory "It was ugly."
    • Two entries per global per Vindicator are allowed: @Person can submit two separate Ms. Libertys, but cannot submit a third Ms. Liberty etc..
    • Non-VIP may enter, but be aware there may be limitations to the amount of INF awarded, or any of the IO sets.
    • To be considered for the top prize pools, contestants must submit at least an entry for minimum of 4 of the 8 Vindicators.
    • Judging will be based on: Creativity, Overall Aesthetic, and the tie in to City of Heroes' Lore.

    • The top 20 entries will receive 100 million INF (Must have at least 4 individual Vindicators)
    • The top 4 entries will receive an additional 500 million INF (Must have at least 4 individual Vindicators)
    • The top entry for each of the 8 Vindicator will receive 125 million INF
    • All entries will be entered into a random IO Set Enhancement drawing which will include, but are not limited to: Numina ++, Miracle +, Steadfast 3%, and LoTG 7.5%.
    • Contestants can win in each prize pool, but cannot win twice in a given pool!


    • The submission period is August 1st to 21st, 2012.
    • Entries can be submitted in three ways: Submission Thread, Private Message, or Email: perc.coh@gmail.com
      • Forum posted entries that are NOT posted in the submission thread will NOT be considered.
    • Each entry must include a global handle, the name of the Vindicator, 3 images or links to images displaying the makeover, and why (reasoning) the changes were made.
      • The 3 required images should show the Front, Side, and Back of the character.
      • Please do not submit more than 3 pictures or links per Vindicator.
    • The submission format can be seen below and there is an example in the submission thread.
    • If you are posting pictures, please try to keep the width near 300px. If you do not / cannot crop your images then simply post the link rather than have it displayed.

    Q- Can I change the gender of a character?
    A- You may, but you will need to have a solid story based reason for doing so.

    Q- Can I change the name of a character?
    A- You may change a character's name, but please provide your reasoning for doing so and how that fits into current (or reasonably predicted) lore.

    Q- I don't know how to post a screen shot, can I still enter?
    A- You can enter by emailing your screen shots to perc.coh@gmail.com and we will host and post them for you. Please include your global and forum name in the email. You can also make use of free image hosts like: http://www.tinypic.com

    Q- Do I need to take the screen shots of the character in the costume creator or can I take an action shot?
    A- You may take your screen shots with any background you chose. Please make sure the picture clearly shows the character's new look. Also note, powers (customized or not) will not be judged.

    Q- What about weapons?
    A- You are welcome to show weapons in your screenshots if you feel it adds to your makeover look.

    Q- How exactly do my entries count towards prizes?
    A- You can submit up to 16 different costume entries per global (2 per Vindicator). All your entries will count towards the "best of" whichever Vindicator it is. Each set of Vindicators (at least 4) will count towards the top 20 and top 4 prizes. If you choose to create more than 4 costumes per set, your best 4 will be counted and you will get a small bonus for the additional creations.

  7. Several times I have run this, all of which end with failure due to one person dying for some reason. The closest I have come is 2 or 3 heroes down in last fight then someone got too close to Brawler. I have seen how many of you play and think if it is treated as a speed run, with the master settings, it can be done. Who would like to help me obtain my first MoLRSF badge?

    Design Challenge - Disaster Base!


    Oh no, something terrible has happened to your base! Was it a natural disaster? A gang of looting Skulls? A Rikti bombing? A jealous Hellion's girlfriend? Whatever the cause, a total disaster has hit your base leaving you with nothing but wreckage! How creative can you be at turning a mess into a beautiful base? Thirty Designers will be selected to see who can best salvage their "Disaster Base"!


    • Anyone who wishes to compete may enter by filling out a short form linked at the bottom of the post.
    • Contestants will be chosen based on creativity of their answers, passion for designing, and skill level.
    • Entrants may choose to link up to 3 screen shots of previous base work.
    • Having previous base building experience is not a requirement; a variety of contestants will be chosen.
    • Entries will be accepted until June 24th. Contestants will be selected by June 28th and will be invited into bases from June 28th to July 1st.
    • Contestants will be posted on the forums and will be notified individually via email.
    • Non-VIP players may enter, but must realize that the prizes they win may be limited by their Paragon Tier level.

    • Each contestant will be given a "disaster" base to resurrect and design. Each base will have exactly the same number of items (wreckage) and an additional 50k prestige (disaster relief funds).
    • Contestants may not do anything to earn or buy more prestige for the super group. Part of the challenge of this contest is designing with only the materials provided and a small amount of prestige.
    • Contestants may not delete any of the preexisting wreckage. You may move it or reposition it, but you may not delete it. You must use the wreckage in a creative way.
    • Any player who does not have access to Paragon Rewards base items may request that a PERC Rep drop them off in the base.
    • Contestants may design only the given "Disaster Base" room, the base entrance will NOT be judged.
    • Design/Building time will end on July 20th.
    • Judges will tour bases between July 21st and 25th.
    • Bases will be judged without the contestants present. Contestants may email a summary/description of their base to be considered during judging.
    • Bases will be judged on: creativity, difficulty, use of wreckage in design, overall aesthetics, and cohesion.
    • There will be 3 overall winners selected and up to 10 Honorable Mentions.

    • Overall Winners (3)- 2 Billion influence, a set of ATOs (player's choice), and an Olympian Guard costume code!
    • Honorable Mentions - 250 Million influence
    • Each contestant who completes their base will be awarded a Luck of the Gambler +7.5% rech

  10. Good for you. However, that is not my point. My point is, MMs need to have pets. Not having pets on an MM is like wearing pants to a Hami Raid. You just don't do it.
  11. You would not find me playing a petless MM. All the reasons why have been stated in previous posts. And also because 8 fully IO'ed, softcapped, Incarnated MMs could pull off any Master tf/sf. There would be around 64 pets(if my math is right) in addition to mass buffs/debuffs and then there are the PPPs. If all of them went with Leviathan Mastery, you'd have even more damage with 8 Knockout Blows. So here is what it would look like overall:

    6 minions per MM
    16 Lore Pets(various branches to pick from)
    Various and consistent buffs/debuffs(+res, +rech,+def, +acc, -to hit, -acc, -def, -speed, etc)
    Possibly an Interface with a kind of DoT(Psi, Fire, Toxic, Energy)
    8 Musculature Alphas, all 4th tier
    Knockout Blows each slotted with a proc(or not)


    Not a lot would be able to handle all of that and live. And if they are doing a regular run of, for example, LRSF, they can grab warburg weapons, shivans, and Vanguard HVAS for even more chaos. This is an outline of how useful, devastating and kind of scary MMs can be.

    Snap you're right. Not only that, but MoLRSF and Blackguard are going to be several times easier to get due to this, Archvillain most likely will be affected, VEATs will get a new hero to fight in their last arc from Alan Desslock, etc.

  14. MoKeyes is definitely the hardest to get, with MoCuda and MoLRSF behind it(due to bad experiences I have personally had on them, namely, failing the last mission on each).

    Easiest is a tie between MoBAF, MoSTF, MoITF, and MoKahn IMHO. I have all of them on my badger, STF and Kahn on my corruptor, and STF and ITF on my Spider.

  18. Thanks but not looking to change a thing. I rarely get hit and when I do, i just hit the self heal which recharges faster then the pets do.
  19. This is the build I use. Not perma pets unless that means by the time they despawn, all I need to do is hit hasten to be able to summon them again.

  21. If I use a game time card, will that add 30 days to my sub or not? Because my VIP player status ends march 6th and one time card is all I need to maintain it long enough to claim these rewards.
  22. The 2 upcoming Incarnate Trials are NOT PUG friendly. I know this for one and have heard it about the other. That is why the SG I am in builds runs with SG members first and adds experienced, level shifted players if there are any open spots.

    The Player Event Resource Committee (P.E.R.C.) is very excited to be celebrating the 5th anniversary of this incredibly popular event, starting this year on Saturday, November 5th, 2011 in Pocket D.

    Heroes, Villains, and Praetorians will compete for the chance to be crowned the City of Heroes Mr. or Ms. Paragon Universe! Two winners will be selected per server (1 male and 1 female) to represent that server in the finale on December 3rd, 2011.

    We’d like to thank you all for four (4) great years of participation in the past and hope you will celebrate it with us again!

    First Round of Server Wide Competition


    Contest Basics:
    • Any Hero, Villain, or Praetorian may enter.
    • Only one entry per account per server is allowed. You may compete on multiple servers (if you are not chosen as a server winner).
    • Characters must be at least level twelve (12) to participate.
    • Once judging has started, no late entries will be accepted.
    • No member of P.E.R.C. may enter (since P.E.R.C. Representatives will be judging).
    • Male and Female characters will compete separately. Huge body types will considered male.

    Costume Rules:

    • Customized Weapons are allowed. This includes shields, blades, guns, etc. Players are asked to only draw weapons however and not utilize power animations.
    • Powers Usage is limited. We understand that there are a variety of power customization options, however powers can affect other players unintentionally and can also diffuse attention away from other character components. Players should limit their use of powers and utilize them for Aura purposes. Examples include, but are not limited to Fire Shield, Rock Armor, Personal Force Field, and Invincibility.
    • Be very careful in your power choices and avoid overusing multiple powers. Powers should not hide your costume.
    • Powers that affect other players or have a large radius may result in disqualification from the event. Examples include, but are not limited to Steamy Mist, Lightning Field, Hot feet, and Shadowfall.
    • Please contact a P.E.R.C. Representative if you have any questions about a specific power.

    Judging Rules:
    • A panel of P.E.R.C. Representatives from other servers will be compiled to judge this event.
    • Players are urged to utilize costume choices, weapons customizations, emotes, and auras in building their concept for display.
    • Judging for the contest will be scored based on concept, costume, and creativity.
    • Judges will pick a total of 16 contestants (8 Male / 8 Female) at the end of the Server Judging Round to move on to the Semi-Finals Round


    Second Round of Server Wide Competition


    Semi-Finals:
    • Semi-Finals will take place in the Pocket D Arena.
    • Each Semi-Finalist group will be taken into the Arena separately. Males first, followed by females.
    • A P.E.R.C. Rep will start the Arena Event and set up the teams so that it is Judges vs. Semi-Finalists.
    • Each contestant will have 1 minute to show off their powers! Temporary powers will not be considered, only how well customized powers work with the overall concept. We are looking for you to put on a show!
    • A "dummy" or "test subject" will be announced for the person to target.
    • During this round it is IMPORTANT to listen to all P.E.R.C. Representatives for any additional rules & details.
    • Anybody who griefs and / or kills another contestant inside the Arena will be disqualified.
    • All attendees, who do not make it to the Semi-Finalists, are invited to observe the Semi-Finals event once it starts.

    Final Round of Competition (Overall)

    Finals:
    • The finals will be based both on concept / costume design (same rules as above) and additionally, contestants will be asked to tell the judges about their character concept.
    • The finals will occur on the Test server, players must be present to win.
    • Costume scores will be formulated the same way as they were in the individual server contest rounds.
    • Power customization and showmanship will be factored in as well.

  24. I would not put that many slots in boxing. One acc IO is all you need for that and brawl. Also swap out stealth for maneuvers. You gain a useful power and can still slot lotg proc in it. Stick a recharge in rest and a jumping in hurdle. I normally put 3 slots in hasten. Other then that, it's a decent build
