How do procs work in Rain powers? Freezing Rain, Rain of Fire, etc.
Do they proc chance:
A) On the initial cast, and every 10 seconds after? (I'm guessing yes)
B) On Every tick of damage (seems overpowered but just checking)
C) Not at all?
D) Something else?

Has anybody tried using Impeded Swiftness: Chance for Smashing Damage in Glue Arrow? Does it have a chance to proc against all tagets caught in the glue, or just the original target?

Except the Pet proc. Also I put two Acc/Dam HOs in the pets, but other than that just rares/uncommons. I thought it'd be fun to open up with Soul Tentacles, then appear in the middle of the mob, TC + OG + FR + Snow Storm + Hurricane + LS would make for some debuffed dead mobs. Anybody else make a ninja/storm and like it?

I thought about what you've said, and once I looked more carefully at the numbers, I found that if I did give the attacks a little more love, like getting dmg up to 97% and boosting rech and end rdx as well, while sacrificing a little +dmg from set bonuses, the pure dmg output and dps was actually increased. Accuracy is helped by Tactics and Ninja Blade's higher base accuracy. Stamina and health slotting helps with recovery. I was able to keep HP at max (with accolades). Def isn't soft capped, but I have Shadow Meld and luck candy for that when I need it.As far as the OP is concerned, I think that build would make for an awesome AS build. The big old chunk of +dam multiplied by critical would be very nice. However, your attacks seem short changed for accuracy, endurance, and recharge. I imagine post-AS the performance would almost level out with a build that gave the attacks more love than the set bonuses.

Since capping S/L def is so much easier than going for ranged def due to the APP/PPP shield (and still maintaining a high global +rech), I went that rout. If you do, Kinetic Combat is the set you'll need, and it won't be cheap, about as expensive as the cheaper purple sets. Ranged def probably would be the better option, and it's usually the way I go on my Corrs. But so many attacks have some S/L built into them, that capping your S/L defense will get you through the majority of the game.
As far as soloing the RSF...Fiery-Enforcer apparently did it on his Mind/Fire/Ice. He says he perma-confused all the AVs along the way, including using Numina and Valkyrie to finish off other heroes, then killed them. I haven't figured out how he did it to a lvl 53 Numina yet...I went into the AE and tried to perma-confuse her through the PToDs with my build, just by standing there spamming Confuse while stealthed, and even though I could stack just enough mag to mez her, it lasted maybe a second, then dropped off. I can see getting her to take down the rest of the Phalanx, but rendering her harmless so that I can kill her seems next to impossible for me at this point.
Anyway, /endrambling. One last note, if you get enough money or get REALLY forrtunate you can put a Gladiator's Armor +3% def into Tough and drop the 3 slots from Boxing, giving you 2 more slots to play around with.

Ok, reading through various posts trying to glean what I can about how to properly build for PvP, I keep coming across the "41 KB protection" rule of thumb, and I've been wondering:
When you shoot for that, is it 41 KB protection with IOs and Acrobatics altogether, or are you supposed to shoot for 41 with just IOs, and then add Acrobatics on top of that?
Also curious, why 41?

Ok here is that I thought up. Money issues aside, for a toon that wants to excel in PvE and occasionally drop into a PvP zone, what do you think? I'm kind of on the fence as far as Acrobatics go, it was a pvp choice, I dont' need it in PvE. What to replace it with if I toss it, though?
