If your already at the soft cap for defense? It wouldn't. They would already have a floored chance to hit. If your not at the soft cap, reduce their chance to hit by roughly 2.5%

I feel I should point out that claws isn't the best for aoe. While shockwave is a great cone attack, it's not until 32. And eviscerate is not going to hit multiple foes too often. That leaves just one aoe/cone attack. But your attacks are fast charging and fast animating. You'll still chew through enemies fast, just not 13 dead with 3 attacks.

To be fair, the dam resist in permafrost isn't for the cold resistance. It's to get a bit more fire resistance. That's my biggest weak point as yet (outside of psi), and wanted it to hurt a bit less. You know, with all the fire using mobs I know exist. I've been considering slotting 2 damage resists in frozen armor for the same reason. And yes, I know it wont affect cold resistance cause that's over capped.

Ok, got back to leveling my ice/mace tanker. And remembered why I don't play it too often. My endurance bar bleeds away fast. So thought I'd ask for some slotting advice. But some qualifiers. I'm currently 21 (almost 22). I use IO's, but wont even touch set enhancements usually till around 35, and don't farm so may never have a fully IO'd out character. Heck, my main still only has one set slotted. For the most part I'm happy with how the character preforms. It's just that having an end recovery of 2.08% is kinda harsh when you have a consumption rate of 1.36%.
Currently I am running a respec'd build which doesn't have Hoarfrost yet (that'll be at 22) but otherwise has all Ice Armor powers. I then have Bash, Pulvirize, Jawbreaker, swift, health, and stamina.
My slotting is at the moment:
Frozen Armor: 3 defense, 1 end redux
Chilling Embrace: 1 end redux, 1 blank (ran out of inf while slotting in DO's after respec)
Wet Ice: 1 end redux
Permafrost: 3 dam resist
Icicles: 1 end mod, 2 blank (undecided yet)
Glacial Armor: 3 defense, 1 blank (plan on end redux)
All attacks are 1 acc, 3 damage. I then have a single heal in health as yet, and don't have anything slotted in stamina yet.
So, for using SO or common IO, what would be recommended slotting? -

I was doing a +4 mission the other night. I was on my Inv/Axe, who has 4 Mocking Beratements slotted in Invincibility. I am at the ED cap for Taunt in that power.
There was a tooled-up elec/shield on the team.
Now, I CANNOT generate more taunt on this toon. It can't be done.
Still, this guy pulled aggro off me a few times. On a taunt-optimized tanker.
WTF?! -
What I monitor varies, and some characters don't use it. Usually though I'll keep tabs on Recovery, End Consumption, and samples of def/resist. I say samples cause I don't keep tabs on them all. On my ice tanker for example I monitor smashing defense (but not lethal since it's the same), cold resist (usually capped), fire resist, and energy defense.

If so, AV's are bound to land several hits on me...and I wont have any resistance at all to withstand it. Sure, Chilling Embrace offers that -14% damage debuff, but that's all I have for mitigation besides my defense and the occasional Hoarfrost. I'm thinking it's going to take a good 50%-75% of my HP per hit from an AV. -

Why can't we have a bar that fills up (ala Fury, Domination) that shows the amount of endurance reduction we are getting at the time? Then you could actually guage your team's "squishy-ness" simply by seeing how much blue they are saving you -
My biggest complaint with empathy (and pain domination) is that there's no fast way to target team mates. I am rather offense minded myself. I actively go after enemies, and my control setup makes it rather rough trying to target team members via mouse click. By the time I can grab the mouse, target the injured player, and heal them it is possibly too late. It's not as bad using single target heals with a mastermind. At least for the pets.
On a mastermind I can set up targeting binds that are easy to reach and remember for the henchmen. But what about for team members? I could do a similar bind setup, but the section I use for pet targeting only has 6 keys. My keyboard is a logitech G15 gamer keyboard. It has programmable macro keys. However those macro keys rarely get used due to being awkward to reach with my control setup. And there's only six of them. Yeah I can set up 3 sets of macros with it and switch between them. But that's adding another step to the process which would slow things down.
My biggest complaint with empaths I've teamed with tends to be the fact too many are 'pure healer' builds. Oft times skipping highly useful powers, or taking them but never using them. I've lost count of the empaths I've seen with the two RA auras, but never use them. -
Prob not as bad as the issue 7 launch though. Not sure what happened, but the DB error seems to be a prelude to fix

Liberty appears to be back. I just logged in, and can move around.

The server status page says all but the test server and protector are up. It lists Protector's status as 'unknown'. Not sure what's going on.

Field mastery has 2 aoe/cone attacks. And the damage on them was highly underwhelming. I mean, yeah I can do 24 damage to eight enemies at once... with 3 slotted damage. Whoop de do. Having a cone imob for for slightly more damage, or a more damaging single target hold is more useful.

I've been testing out the Field Mastery pool on my ninja/poison MM. And I must say, I'm disapointed. Force of Nature is ok and all, but highly situational. I'd rather have the cone imob and single target hold from Soul Mastery.

That's what I did. I have the Insert, Home, Page Up, Delete, End, and Page Down keys bound to target specific henchmen. Of course I usually then have to custom name them. That way I can quickly target and heal a henchman. Healing team members is still a PITA though.

You assume that unslotted tier 1 attack is even in the power tray. it's not. Instead they have Healing Aura, Heal Other, Rez, maybe the 2 RA's, Clear Mind (maybe), Aid Other, Aid Self, Stimulant (maybe), the rez from medicine pool, Recall Friend (cause it's too much trouble to rez someone mid battle), and maybe 2 or 3 travel powers. Oh, and stamina.

I guess Oil Slick does still have fear. I was fighting melee preference mobs, and standing in the middle of it. And I noticed the mobs trying to get out of the lit oil slick rather then attacking me. Not that it mattered since they were running at a snails pace and died before getting out.
