Rather than cause more problems elsewhere, I'm going to try to contain the mess that I caused here to this thread. Yes, in the end I am still planning on buying Going Rogue at present, however I'm not bothering with the pre-order. Even ignoring the content of GR, The power sets are cool, the functionality of Vigilante and Rogue characters still holds my interest.
However, pessimist though I may be I still hold out hope for the story, that Hero 1's comment was a mistake, and what he meant was antagonist, not out right evil. A Well Intentioned Extremist is how I would have pegged Cole at the get go, and what he may yet be. Antagonist, but one Heroes could actually find themselves agreeing with, rather than the Complete Monster Golden Girl would paint him. -

Going with the Complete deal here. I really want the costume goodies, and my Dual Pistols idea is a Loyalist anyway, so I'm going to have to wait to make him when Praetoria is actually live anyway.

I believe the idea is which COULD offer them, if not for the Praetorian angle. And there's one that stands out Red side as the #1 choice...Hardcase. He's already considered to be a costume change from being a Paragon hero anyway.

Of course, eventually the PPD got SWAT teams, psychics, combat armors, combat robots and even a dedicated Peacebringer squad, so that comment doesn't really ring true anymore. -
Instead of PvE, or PvP this is PvR (Player versus Redname) content. It was Rikti themed last month, then Carnie themed a couple weeks ago. Looks like it's Circle of Thorns flavored now.
Basically, it's a one zone Invasion-style raid where the faction throws everything they have at one zone. -

Funny, I thought that's what the rest of us have been trying to set up the entire time. It was your point that there is no gray present, Tyrant is clearly evil and the Resistance are heroes. Why? The devs said so. And anything else is being a Tyrant apologist.

The thing is, in order for a Hero's fall from grace to work, there has to be a morality play. A play like that must have ambiguity. Unfortunately, you can't be ambiguous if one side is clearly defined as evil. Without this play, the content of Pratoria and the side switching make no sense. In other words:
If Tyrant is evil, then Going Rogue fails.

This only works when there's a question of moral ambiguity. When you have clearly defined sides like the way the Loyalist and Resistance have been portrayed, the ambiguity goes right out the window. The Heroes may as well decide at random to join Recluse, or Reischman, or Nemesis himself for that matter. -

However, Going Rogue was presented as a Heroes 'fall from grace'. It's an epic idea, at it's core. People that have dedicated themselves to the idea of Justice struggling with where the line should be drawn. Too much and you're oppressing the people and crushing freedom. Too little and you're protecting criminals and promoting anarchy.
Going Rogue could have had immersive and thought provoking content. It could have secured it's place in gaming HISTORY by being the first game with a subtle and innovative moral choice system. It could have had unique and complex stars. Instead, it looks like we're getting more of the same Black and White we've had since day one, a side switching that makes as much in-game sense as Powerset Proliferation, and Recluse 2. -

- John Hegner, the main writer for Praetoria, has said the missions ask how much you're willing to do for "security" - starting off small, but then snowballing until you should start to feel uncomfortable with what you're being asked to do.
- He's also described Tyrant's government as a "totalitarian regime"
- And refered to Mother Mayhem's Seers as "her thought police watching every street corner".
- Hero 1, (Joe Morrissey), the lead writer, has said "Emperor Cole is an actual tyrant, and he's doing things to humanity and the freedoms that we're losing because of this".
- He also said "the real threat is not the Resistance, it's the Praetorian Police Department, and Clockwork and the Seers and the Praetorian Guard".
- Although the Powers Divison "probably murder more people than those four combined", according to John Hegner.
- Some inspiration for Praetoria came from the novels "1984" and "Brave New World".
- The Resistance tagline is "those who can see past the facade"

Like I said earlier, the Syndicate are the perfect game mechanic to draw loyalist players into the lies of Tyrant's state - you'll get used to dealing with criminals and "protecting" the people of Praetoria, but you'll also be exposed in stages to the truth about Tyrant via missions and interaction with the Resistance, until you reach the point where you discover that, for no logical reason, Tyrant had his tower constructed with air ducts that were wide enough for people to crawl through. -

By the way, all my points, comments and arguments aside, my extreme pessimism has me believing Golden Girl is right. That instead of the unique and intricate character Tyrant could have been, he's probably going to end up Lord Recluse in a white coat.

To be honest, it wasn't that well made BEFORE I13, either. PvE is designed to be compatible with almost any combination of power sets. However, even before I13, many many builds were considered poor performers. Add to that the likely hood of dedicated PvPers gravitating towards the high end for this activity, it created an imbalance between those that know, and those that are new.
Then I9 and Inventions hit, and the folks that already had an advantage both in builds and tactics were able to really min/max their builds, which led to a scenario where a new player would enter a PvP zone and die before he had a chance to see his attacker, much less put up any defense.
I13 was actually an attempt to fix all of this...by making large groups of powers work completely different than they do in the rest of the game. (and by the way guys, the way I understand it, the power change is triggered by the PvP flag itself, so for people to participate in world PvP they say goodbye to their mez protection everywhere) Instead this made everything MORE complex, even further alienating the PvE crowd. And in the end, it fixed nothing. There are still a handful of build that are considered 'top tier' it's just a different group. -
Pretty much the only changes in that time frame were to the Holiday Events, not including the one going on right now. Hence the only lasting change is that the same action that triggered the Zombie Apocalypse (turning in costume salvage) now has the possibility of spawning the new event instead.
However, the new event is NOT soloable. At least a full team is needed, often two, so unless your server has a group that's actively trying to go for the badges from the event (six in total) there's not much you can do. -
Just ran the Hero side mission (and it is only one mission, non-repeatable) to see if it's worth it. It looks like the only reason to run them is if you want to unlock DJ Zero, but can't find someone to help with the two cross faction missions.
