For me, half the time, buffs don't work either. Unless I need them, I just ignore the problem of them not being under my control. They still follow me, and when I zone into my next mission, they're back under my control.
If I DO need them, I'll just use /releasepets and then resummon and reupgrade. -

Kinda. It's a seperate file, and the newest release of the map pack doesn't include that. (Or it didn't have it when I beta tested it.)
If you install over an older version, it'll still be there, though. Personally, I like it.

Note that this is per character, and not account-wide. You'll have to log in to each character you have, and claim the reward you wish.

The other booster pack you didn't mention was the Wedding Pack, but since you said you have all but the new Science pack, I'm gonna guess you have that, too...
Can you provide a .costume file, so that if I attempt to make an outfit, I can have the proper head? If not, no big.

Did a forum serch and checked the ParagonWiki page for Notoriety, and didn't find what I was looking for.
I saw someone mention that they thought +2 x2 was similar to Tenacious/Malicious, but that's about it.
Has anyone figured out what the new I16 Notoriety settings for the old Heroic/Villainous, Tenacious/Malicious, Rugged/Vicious, Unyielding/Ruthless, and Invincible/Relentless are?
