My second account got Devoted on August 17. It's currently paid up to November 28. There is no listing of another Vet Reward, even though I should get it today.

That's not what happened. The rep system still works the exact same way it did. Viewing rep comments on a Users CP was turned off due to the fact that it was too easy for users to bypass the ignore function and those not wanting to even take part in the rep system were forced to do so. It had nothing to do with moderation as it's very easy to moderate rep comments and those leaving them.
We still would like to find a way to implement it so the comments are viewable however we will not do it unless we find a way for those not interested in it to turn it off.
