I'm assuming you mean the Vanguard Blades which require 100 Vanguard Merits (which means you can't get them before lvl 35). Check the wiki for the rest of the customization options.

You may find the Impervium Katana an acceptable stand-in until you can unlock the Vanguard blades. It's not the same thing but it's the closest you can get from level 1. -
At lvl 23, my Bots MM can six slot his pets with three of the lvl 26 Dam/Acc/End triples and two Dam/Acc doubles, giving him 90% Damage, 90% Accuracy and 50% Endurance out of five slots. With the sixth slot, I can throw in a Chance for Smashing Damage proc for more damage.
With SOs, the best I could do would be 99% in Dam & Acc or 99% Dam, 66% Acc & 33% End. The extra proc would never be an option.
Sounds like a winner to me! Especially since I tend to play a little slower on my alts and it's nice to set myself up like that and not have to worry about it again until I get near 50 and want to start considering a final build. -

If New York had the same traffic density as Paragon City, I assure you that most people would buy cars. Despite its mass transit and all that, NYC still manages to keep its streets filled with vehicles.

Anything that wants to kill me but killing it garners no rewards. Rikti soldiers from portals, Tuatha pets, those stupid gun drones that stick around forever, BP shaman pets, etc. If I need to make something dead, give me credit for it.
Yeah, I know a lot of it was to prevent farming certain mob types but I still hate being punished for it. -
I would have left the 5th Column alone. A great pulp comic villain group ham-handedly written out of the game, retconned so they never existed in plaques around the city and then brought back in a confused shadow of their previous selves. What a waste.

Statesman's lazy eye on the loading screen has been bothering me for years. Sometimes I put the little spinning circle over it and laugh at him.

Based off this thread, there's major issues with Inherent Fitness, Respecs and Kheldians. So I guess it's not yet ready for prime time.
Not that there aren't other current in game issues that could have used a patch to fix. "Cough", "Cough" and all that. -
It was pretty funny last night seeing that buying common salvage with tickets probably gave a better return than recipes with the depressed and flooded recipe market.
Thanks to whoever was giving me 250,000 inf per circuit board last night! -
When people are taking their characters to 50 in places that don't drop salvage, said characters tend to need to buy lots of salvage later on and enough of said characters drive the prices of common salvage up.

I went on a IO buying/making spree a couple days ago trying to make my mostly-SO/Gen IO enhanced Earth/Storm less squishy. I had the same basic idea as you to raise up my Ranged Defense but tried to strike more of a middle ground between keeping my power utilities versus set IOs. I ultimately ended up around 30% ranged defense which will be a few points higher when I add Weave with I19 and will be softcappable with a small purple when I need it. One point where I really need to agree with Local Man is with Hurricane. The whole reason I could afford to not sweat melee defense is because Hurricane either blows them out of range or else floors their To-Hit if they get close enough. I'd really work on slotting and enhancing your Hurricane for utility even if it means losing some set bonuses elsewhere.
As far as the knockback in Stupefy, I personally didn't have any real problem with it. It doesn't seem to hit very often, doesn't knock them back far and I haven't had a noticeable issue yet with knocking mobs out of control patches and having it be an issue. Over the long haul, the extra defense is worth it to me for the occasional stray minion that needs a good Fossilizing. -
Now we need mobs that ignore 40% of your defense and only take 30% damage from attacks.
Then, to make those manageable, we'll need new enhancements. But to keep it from being too easy, those enhancements will only drop from an Elite Archvillain who only spawns once a week and needs a 48-man force to take him down. Oh, and he's not instanced -- he actually only spawns once a week.
Only then will CoH be fixed and balanced. -

My positionals are currently ~50% across the board without any outside buffing. I am waiting to see if defense gets a smackdown with a bunch of new mobs who blow through it which could either make a defense boost very useful or very useless, depending.
I do have the advantage that a bunch of more serious players will have most of this noodled out well before I need to make a hard decision -
For my SD/WM tank, I'm wavering between Cardiac Radial for +Res/+End or Spiritual Core for +Rech/+Stun. I guess I need to run the math and decide if the boost to Deflection & Tough is worth it for resistance. I already have an attack chain that's adequate but some more recharge wouldn't hurt either. I rarely hurt for Endurance but a boost there and I could probably drop the Physical Perfection PP and look for a couple new powers.
I guess really none of them scream out to me as the answer to my problems because I don't see myself as having many problems. -
Any mob that summons non-xp-awarding helper mobs.
Having to clean up Death Shaman zombies or Tuatha stone pets or Rikti portal soldiers or Gun drones is just insulting. -
I remember being lvl 25ish and rolling through the Lost and only experiencing occasional [holes] in my armor where I was unfortunate enough to hit a boss just as the gap in coverage came up. But it was still infinitely better than anyone else on the team was doing. Take a couple Break Frees with you and wait for better days, I guess.
Edit: The word rhyming with "rink" that means a flaw in your armor is censored? Heh. Yes, I can guess why but it's still funny. -
