Dual Blades, Sabers?

I was wondering if anyone had an idea as to how to unlock the dual blades light saber looking blades costume piece?

I'm assuming you mean the Vanguard Blades which require 100 Vanguard Merits (which means you can't get them before lvl 35). Check the wiki for the rest of the customization options.

You may find the Impervium Katana an acceptable stand-in until you can unlock the Vanguard blades. It's not the same thing but it's the closest you can get from level 1.
