It does solve some problems though.
1) There is a "significant" disjoint between the effectiveness of certain qualifying powers for certain pools. Hasten provides benefit to everyone. Hover is pointless for many and maybe more useful for people that want Teleport. This suggestion would even that out.
2) It would make it much easier to add new travel powers under this model. Okay, so less of a problem and more an opportunity. However I do think the game would be better if Ninja Run and Beast Run were actual power choices rather than some strange ability now gained by all my characters!

You will have to explain that one to me, since nothing that is possible now would be impossible under this scheme except the character that has Hasten, Combat Jump, Recall Friend and Hover and no true movement power. Forgive me if I don't believe that covers 90% of your characters
If you are currently using Beast Run or Ninja Run as your main movement power, you would loose one power selection but you would gain the ability to slot it. -

I do not bother slotting efficiently until I start buying SOs and even then I don't care about having everything. You don't need to be a brilliant player to do it, only and very experienced player will even notice the difference. Its what most players do anyway. -
Amazingly Brilliant Suggestion:
Merge all the travel powers into one power pool called "The Travel Power Pool"
Tier One consists of: Fly, Super Speed, Super Leap and Teleport.
Tier Two consists of: Everything else. Yes even the current top tiers.
Rules: Tier Two is unlocked by have one power from Tier One. Thats it. So you get a travel power at level 4 and then have access to Hover or Combat Jump or Afterburner etc etc.
The major advantage I see of doing this would be that you could add new modes of transport without having to create a new complete power pool. So it would be easier to add something like Beast Run into the mix. -

I have always be a proponent of choosing your movement power at character creation but I think the time for that has past
I also think that City of Heroes has its travel power progression bassackwards! You should get your basic movement power as your first pick, and combat versions or party tricks second. But then that's practically what we've got now. -

The only the only thing that could make it more awesome would be if it didn't cause weapon wielding characters to sheath their weapon. I don't expect that to happen any time soon. -

If so that would seem to be the solution.
With regard to the whole "Cannot buy enhancements" argument, I would agree that in the course of "normal" play (whatever that is) you do not get quite enough influence to buy all the TO, DO and SOs you might like. However in the course of "normal" play that is far from necessary.
With the return to the game of many of my friends, I have started a ton of alts and while I have access to plenty of inf I still don't bother slowing down the game to slot efficiently. I just make sure I have enough End Redux (which may mean double slotting at low levels) and I am good to go.
If you feel you really MUST have a bunch of SOs then another alternative is to run Death from Below, which drops them like they are going out of fashion.

I don't know about breaking them down but after upgrading my t3 Partial Core Improved Ally into a t4 Radial Superior Ally, I wish I could swap it back

The thing that annoyed me most with Caltrops was how high you had to hover for them not to effect you.
I'm 18 feet off the ground, I shouldn't be taking damage from caltrops!

Is that working for them? I genuinely would like know, since I took a look at a couple of books from the range and promptly cancelled all my DC pick-ups.
