You could always try to work out a "farm trade" with someone you know and trust, such as an agreement that if they would help you get to 50 fast, you could help them with another character or characters?

Grant Cover is actually quite a good power. It gives you some of the Defense Debuff resistance you'll need as Shield - it helps mitigate -Def debuffs from being hit by bullets/swords. Also, your team will appreciate the huge defensive buff it provides. It's a good mule for a LOTG 7.5% enhancement at that.
I would say either the Fire Pool or the Mu Patron pool are good. With Mu you can get a single target blast (Mu Bolts) and Ball Lightning one right after another. With the fire pool though you'll need to grab 2 powers before you can get Fireball. It's a matter of taste, both pools are quite good in my opinion. It's a matter of preference. -
What do you want from the build? Softcap defense? Lots of recharge?

I'm trying to put together a build that will allow me to go into zones and fare well in PvP. I've managed to hit 41 KB protection and get quite close to the HP cap, as well as have some decent damage bonuses. I'll be replacing one of the endurance redux enhancements in Acro with a KB protection IO. Any thoughts on this build? Improvements I can make?

Does anyone here have some good builds or build suggestions for a Rad/Psi defender built around zone PvP? What are some good incarnate options?

I have had a spines/fire scrapper since the first day the combo was available, and I wrote a guide on it (which is in sore need of an update before I put it back in my sig). The build you posted is good, but it isn't efficient enough for AoE purposes.
Here is the following build I would consider using if you want something to kill lots of stuff, very fast, and efficiently. Hopefully it will be affordable. I HIGHLY recommend keeping the Ragnarok: Chance for Knockdown in Throw Spines, because it will offer you a great deal of damage mitigation.
This version of the build is undoubtedly endurance heavy, so I tried to cut down on that where possible. Getting the Cardiac is wise.
It is essentially impossible (or at least highly impractical) to softcap a Spines/Fire to S/L defense, however, this build is one small purple away from that cap. With the small purple, you'll almost be to the softcap in terms of melee defense too. The key to NOT DYING as a Spines/Fire is playing smart, and having layered defenses. Let me know what you think.

Necro, you can actually quite easily get to the softcap on S/L/M without even needing the Gladiator +3%. I reworked your build very slightly, so now you'll have Hasten properly slotted along with the rest of it, and you're still over softcap for the three positions.

My biggest problem with your build is that it seems like you overcommit to this. I'd go insane if I didn't have a ranged attack or two. It would be my suggestion to you to swap to something with S/L defense softcap build (not melee, however) and with an epic pool if you want a ranged attack. My suggestions would be Mu or Ghost Widow. -
I feel like a S/L defense softcapped SS/Elec/* brute would probably be able to tackle these challenges well. The reason is that it has capped energy resistance, which is a common damage type at the endgame, as well as some psionic resistance. The only thing it doesn't have is toxic resistance, except when in Power Surge. However, not many endgame mobs do toxic damage.
/Elec tankers, brutes and scrappers handle mob types like Carnies and Malta exceptionally well, and Rularuu also. Power Sink is a vital tool, and the end drain resistance that it carries is the highest of any powerset in the game.
As for epic pools, it's a matter of taste. Personally, I like the Mu pool for additional end drain and sapping capability, but Darkest Night and Dark Obliteration from Ghost Widow's PP are also quite potent.

IF you can introduce a Gladiator +3% Defense IO into either build, it can become far more efficient. Not only that, but you can make some different power choices. You gain greater flexibility.
EDIT: Whoops! I just noticed you said "No purples". Instead, I would suggest slotting 5 pieces of Obliteration and the Force Feedback proc (which is uber). -
For AoE damage purposes, I'd argue that fire/psi/mu is one of the best combinations once one has permadom. There is a great damage output, and you a pet that heals and can be made permanent is quite nice.

I'll give a simple as to why it is good. Say an opponent is trying to hit you with an energy punch. Now, energy punch is an attack which has elements of energy damage AND smashing damage, but it also happens to be a melee attack.
To my understanding, the system will then make a determination as to which of your defense values is highest (Smashing defense, energy defense or melee defense) and will then make a check against the attack. The reason why it is good is that if you can pass any one of these checks, you avoid the attack completely. As in, if you can avoid the attack by virtue of simply having smashing defense, you can avoid the whole thing, regardless of the fact that it was a melee attack or it had an energy damage component.
Because a lot of sets have split damage in the attacks (explosion-like attacks deal smashing/fire, for example, energy blasts/punches are smashing/energy...etc.) you can avoid a much greater proportion of the damage you're going to encounter in the game than if you simply shot for melee defense. In addition to this, it is also easy (if a bit pricy sometimes) to rack up the S/L defense bonuses. Some good examples of this are the Kinetic Combat set, the Reactive Armor set, the Rectified Reticle set, and the list goes on. To get melee defense usually requires more IOs of a single set in a given power than 4-slotting a kinetic combat for a 3.75% S/L defense bonus. Luckily, slotting for melee defense ALSO usually gives half of that bonus in terms of S/L defense, making sets like Obliteration that much better. -
