The dots represent server load, which is usually (but not always) correlative with server population; some characters and activities generate more load than others. Also, the servers have gone through multiple upgrade and optimization passes in anticipation for the increased number of players.

This is Serulean. The character design is a bit of an homage to both the Anya Corazon Spider-Girl and the Stephanie Brown Batgirl. I went with the sport gloves and boots because I thought the elbow and knee pads would go well with Heavy Blow and Rib Cracker. -

I renew today and no token (which I really want, to get next piece of Celestial Armor) and no 400 Paragon Points either...I tried finding my veteran rewards on my account page but nothing to be done there either as it no longer lists your next veteran award since the changeover.
Paragon Points are supposed to be awarded on your monthly billing date, but everybody receiving September's points at the Freedom launch offset the database which handles point awards. So those folks whose billing date falls between the 1st and 10th should be receiving October's points today (as I type this, they haven't yet been awarded; my billing date is the 4th), and those with billing dates beyond the 10th should receive them normally. Each month, as the database corrects itself, those with billing dates between the 1st and 10th will receive their points earlier than the previous month until they get points on their billing date as intended. -

Surely a one-off compliance initiative would allow these competitions to be held on a much wider scale, then just a relatively small effort to maintain compliance would be needed with each new comp.
The last 'pet peeve' of mine (read: difference of opinion with NCSoft / Paragon) was over in-game ads and we all now know those didn't work out as planned. For that I was willing to plonk down my own money to fly around the world to be within earshot of the decision-makers for a brief beer-addled chat. Skype may be cheaper but doesn't carry the same weight as a personal visit. This time around the fiscal *%^$-fest that is the economy won't allow that, but if I could I would do it again.
C'mon Paragon, if ya won't do it me, do it for the world! -
As a Bald-American, I feel discriminated against. I mean, what happens if there's no hair to cut? Am I to be scalped by a flowbee? Or, in the vent that I win, will the prize be passed onto another? I'm so upset by this that if I had hair, it would start falling out!
*sigh*

Unfortunately, the overblown "controversy" surrounding the first issue (which could have been largely avoided by better writing on Lobdell's part, or maybe establishing Starfire's post-reboot personality for a couple of issues before the "you have the necessary equipment, so you'll do" element was introduced) just might have sealed the book's fate. -

Before we all get too excited, it should be noted that this has not yet been confirmed by any reputable source, including Hector A. Arce himself. Believe me, there have been a few other occasions since the new Godzilla film was announced where someone stumbled across a bust or model someone made and conversation very quickly turned into "Could this be the new Godzilla design?" and eventually "THIS IS THE NEW GODZILLA DESIGN!!!"

Oh, and the AoE radius on Spinning Strike is low because it's a melee targeted AoE power. You perform a spinning roundhouse kick and go immediately into a spinning backfist; range isn't going to be much different than your standard melee attack. -
