In addition to this new game altering dynamic, new neutral starting zones allow new players to select their Archetype (class) first, and then let their actions determine their hero, villain or rogue identities. At the high levels, rewards for these moral choices will be found in new PVP, PVE and Co-op zones. Accomplishments will lead to rewards that will significantly distinguish level 50 characters from one another.One such reward is the Universal Enhancement Slots. Ten Universal Enhancement Slots are available to be earned in the expansion, and each one has the potential of adding significant power to the character, essentially bringing them to a hypothetical "Level 60" once they have earned all ten slots.
For existing City of Heroes and City of Villains players who have previously reached the level cap of 50, the Expansion will take them into outer space where they can now find challenges that test their powers and skills to the max. On an alien space station that mysteriously appears over Earth, Heroes and Villains will race to unlock the secrets of the place and be the first to reap the rewards that are only available to the best of the best.
A brand new Spy Archetype (class), power sets and player costume options will lead to a massive amount of new character and gameplay options. And a significantly enhanced character creator system will now allow characters to customize the effects (looks and colors) of their super powered attacks and defenses.

7.) Using an in-game auction house type interface, other players can find user created StoryArcs across all shards
8.) Creators can include their own character as a contact within the mission(s)
9.) Creators don't have access to high level content (environments, NPCs, etc.) until their own characters have encountered/defeated them in the main game.
10.) Using an out-of-game web interface, other players can find user created StoryArcs across all shards
11.) Rewarding creators of the most popular content with exclusive unlockable content such as signature heroes and villains or unique maps
12.) A rating system that allows players to rate missions or flag them for inappropriate content, allowing the developer to remove bad content and potentially ban players
13.) Players can enter the mission maps to adjust placement of the NPC spawns from their pre-selected positions -
According to that old marketing survey from NCSoft, there would be a new high level PvP zone as part of the "universal enhancements/slots" stuff - and while the survey has been pretty accurate with the info on the AE and power customization, as well as other GR stuff, it's not totally certain that everything mentioned in it will be done.

Actually, I think Praetoria will attract the "Empire was right" types, as well as those who like the 5th Column, but can't quite agree with their basic ideas
There'll uniforms, and fanatical loyalty, and ranks, and discipline, and orders, and a "higher" purpose - and it'll be all stylish and shiney - so it'll all be totally ok

We've had five years of PRAETORIA IS EVIL GOATEE LAND. Now we're getting, IF IT WEREN'T FOR THE BENEVOLENCE OF EMPEROR COLE etc. Even the art is crazy. Tyrant looks bathat loopy in his gold digs, but very suave in his kicking Armani. In the comics, he always seems to be yelling and eye-popping.

I don't see Monica falling for a Marcus Cole who killed her brother, who (at that point) was not see by her as an evil guy.
And if Domi, with another father, still grew up to look a lot like her mother, Tyrant may have started a relationship with her because first, it was a way of "getting back" at her mother, and second, it was way to being with her likeness - that way, their relationship would still be very creepy, but wouldn't have the gross incest thing going on. -

Maybe the alternative could be for these less energetic gentlemen shooters from a earlier time, so they would invite the enemies to form an orderly line in front of them, then shoot a single bullet that would go through the whole line? The animation might take longer though, as it'd have to show the shooter organizing the line, and some of the enemies arguing over what place in the line they'd stand in and so on.

I'm pretty sure Rogues in PvP will be flagged as Villains, and Vigilantes as Heroes, otherwise, it'd be way to easy to grief people inside their faction safe zone.
So Longbow probably won't let Rogues in through the blue side entrances, as they'd still be view as a possible security threat, and Arachnos wouldn't let Vigilantes through the red side entrances as they'd not trust them for similar reasons. -
But as DP and DS are the first new power sets since power customization was added, I think it's more likely that they've been planned with power customization in mind.

It's possible they might use that idea - it could be the "mirror" of the Malta Titan program.

The problem with the radio text is that it's generic, so it's applied at random to the mobs, no matter who they are.

Both sides might send recruits to Primal Earth for different reasons - Tyrant might want scouts and spies there to prepare for his invasion, and the Resistance might want to send people there to try and get help, and to warn about Tyrant.
So I think there will be 2 or 3 low level Praetorian zones that will take you up to 20, and then you'll be able to head to Paragon City or the Rogue Isles, depending on the choices you've made during the 1-20 content. -
I think it's more likely to be along the lines of him knowing what's "right" for the world, and being totally ruthless in trying to force his vision onto the world - I kinda expect him to be more cold, and arrogant, and lacking any sort of empathy for the people he's claiming to protect - like any one who doesn't share his view is a threat, becasue his "vision" is what saved the world, so anyone not in total sync with his mindset is a threat to the whole world, and should be dealt with in whatever way best protects Praetoria and the future of his world.

There must be a huge retcon in the works, because previously Tyrant was portrayed at a level of evil that Lord Recluse would be jealous of. I've heard that some new Praetorian zones will show that all is not bright and chipper, but Praetoria looks far too shiny to soon to be the same location depected previously. And this new Emperor Cole sounds like a good guy that made a very wrong decision, not the scum-sucking villain we've previously known as Tyrant.
I should note, I'm nitpicking. I do like what I see of the new game so far, just really surprised at the huge retcon. Seems almost like a reboot instead.
Also, as they already have one very obvious "dark lord" type leader (Recluse) ruling over a run down and dirty country (Rogue Isles), they probably wanted to add more variety by making the new version of Tyrant less openly evil, and his domain less obviously dark and horrible - which also fits in with the idea of "neutral" gameplay, shades of gray, and things being not what they seem.
If they'd gone with the ruined earth style of the current Praetorians, and Tyrant as an openly evil ruler, then Praetoria would have come accross as way too similar to the Rogue Isles, I think - and that'd make the setting less flexible for neutrals and potential Heroes. -
