Also, War Witch didn't actually say "we hate revamps almost as much as we hate Villains" - all she said was that they prefer to make new zones, but that old zones would get looked at if they fit the content they were working on.

Of course, there's the chance that the two will become more uniform:
Levels 1 - 38:

Even then, it doesn't seem quite as majestic. If there's going to be some big opening in the sky for this future content, it would seem that there would need to be more importance than just a few new shinies to fill in the utility gaps.
* Levels 51 - 60 are still speculative at this point, as you can imagine. -
I was thinking of them being called iLeet, and anyone under 50 would be called uNot.

There is some chance they could make it only open to Heroes and Villains, so that only people who'd remained loyal or completely switched sides could use it, meaning Vigilantes and Rogues would be excluded - but even that doesn't really seem likely. -

Side-switching and co-op content seem to be the main ways Villains will get more major content. -
