I think Wraburg would work just fine - getting control of the nukes would quite likely be a war aim of Tyrant's invasion - and some of the Crusaders also seem quite nuke-happy - and the free-for-all set up would be perfect for those classic Praetorian betrayals

Tyrant could have secret factories and training facilities outside the sonic fence - if they were inside the city, it might make people nervous, or even make them ask questions about Tyrant's priorities when it comes to rebuilding their world or invading another one.
Plus, he and his Paretors know we've been to their world before, so they'd know it'd be more sensible to keep any stuff linked to the invasion a secret in case any of us went there to spy on them. -
An NDA could also mean that they're preparing some horrifying kind of punishment for us to go along with the Incarnate system

Well, I19 will let Primal Earth 50s into Praetoria - but the devs have said nothing about making Praetoria a new 1-50 faction - and the things they'e doing in I19 seem to indicate that that's not something they're thinking of making either.

I still can't get the test server to work - I've been trying for the past 24 hours, but all it does it download 2.5 MB, then stop.
I haven't used it since testing I17, because the GR beta was on a special server - should I just delete it and try downloading everything again? -
The results seem to kinda mirror the faction populations in the game too
