Yes, because Personal Force Field doesn't accomplish the same thing in PvE and isn't still in a Secondary that can be picked by Controllers and Masterminds.
You know why PFF wasn't nerfed? Because it's pretty trivial to get a hit through it in PvP. -

This is a very accurate guide but you forgot one thing:
In PvP you will be ridiculed, insulted, and otherwise subject to trash-talking. Obviously, the best way to counter that is to turn off chat for the opposing side or just close your chat window altogether. -

So unless Power Shield gives more F/C defense than it does E defense (which would make another thing that is completely contrary to what was widely believed), E defense should be higher than all of them.

This, boys and girls, is why I make up my own stories for everything in-game. For instance, instead of getting info on Ghost Widow to see what her background is, I would just come up with something like the following:
"Ghost Widow is dead, yet can interact with the living. That's the ghost part. Also, her husband is dead. That's the widow part. Not much else is known about her other than the fact that Lord Recluse power-leveled her to 40 by herding Longbow. The end."
Now isn't that much better? -
Wow, that's near Tanker level damage mitigation. I can see myself building a flying, super-jumping EM/EA Brute in the near future. Then convince my wife to make a /cold Corruptor. MUAHAHCOUGHCOUGHCOUGHHAKSPIT *gasp* *gasp* Sorry.

That's just the standard yellow glow that's always been on Super Strength attacks. Those red electrical attacks looked damn cool though! -

Could you clarify? Does that mean that recieving the reward *is* the trigger for badge credit? And, if so, does already having the reward (temp power) mean that you don't get credit, as you can't recieve another until you've used your first?

I believe things like this are on a "replace" system, meaning if you are awarded the temp power and you already have it, the one you have will be replaced with the one you just earned. -

Then why don't you go find a harder game to play? Some of us don't have the luxury of hand picking teams and even have to *gasp* bring along Sidekicks to round up enough people for a team. Even then we find some of the Giant Monsters to be so difficult that we have given up even attempting them.
Why don't you take your accolade heavy, HO laden character and go do some Hami-Raids on your own? That or buy a mirrior so you can look at yourself and be impressed.

You know, not all of us have Level 50s that were power leveled and who have every accolade ever given and are bursting with HOs. Alot of us find the Giant Monsters already extremely difficult and are tired of getting team wiped when we try to fight them.... especially when we can't find enough people to form large teams and have to worry about not doing enough damage to receive the badge after working our tails off for 1/2 an hour.
I don't have the luxury of hand picking who I team with. I am lucky if I find a team who knows basic teamwork. I am getting very tired of hearing the elitests brag about Soloing AVs and having no problems with Giant Monsters.

As for your presumptions: I have one level 50 character. Took 417 hours to get him there. The only time he was ever powerleveled was for like 3 bubbles somewhere around level 20, when I really didn't know how to play the game worth a crap. It felt pretty cheap and I decided not to do it again. He has 1 HO that he just got last week. He has 3 accolades. The Crey Pistol, the Vanguard Medal, and the 5% HP boost. All of these are pretty useless. I play with about 4 people regularly, one of them being my wife. Any teaming I do besides that is a PuG or a friend of a friend.
I've managed to fight every Giant Monster on the CoH side with the exception of whatever is in the Eden trial. In every one of those instances I was on a pick-up team. In most of those cases, our team was the only one fighting the monster. It took maybe 10 to 20 minutes to assemble the teams because people had to login with a different toon and then travel to the monster from a different zone or whatever. With the exception of Lusca, it took no more than 3 or 4 minutes to defeat the monsters. In most of these encounters no one on the team had their HP drop below yellow.
Take this information as you will, I take it to mean Giant Monster encounters don't live up to the hype and are generally disappointing button mashing fests. I don't know why you have such problems forming teams (maybe it has something to do with your attitude) or why even with a full team you have such a hard time defeating monsters, but I'm willing to bet you're in the vast minority. -
Buffs I'd like to see for Giant Monster encounters:
<ul type="square">[*]Increase their size so they are, you know, actually Giant Monsters instead of Andre the Giant Monsters. A good hundred feet tall or so should do it.[*]Give them that super knockback ability a lot of us have been wanting. Also give them the ability to deform the environment.[*]Give us special abilities while fighting them. Like the ability to fly into them at high speeds, increase the range of ranged attacks, make the environment destructable so we can make a building fall over on them or make the ground beneath their feet collapse. You know, stuff to make the battle more widespread and epic.[*]Increase the reward and give it to everyone who participates, not just teams who do at least 25% damage.[/list]Yeah, none of this will ever happen, but a guy can dream can't he? -

You might need to buff Giant Monsters then. There's not one in the game that requires more than one team to defeat. -
In your initial post you're comparing Barrage on it's own against the other 1st tier powers, and you even mentions its DPS. Then someone comes along and proves you wrong about its DPS (which is a measurement of the power as if used alone, the devs even use this metric when balancing) and you suddenly say "oh that's irrelevant, it's bad as part of a chain." So I wonder what you will say next when someone comes along and proves you wrong by showing that EM attack chains that include Barrage are as good or better than the other Tanker sets.

The 'Select' is unnecessary, and the 'Start' wasn't part of the code, it just unpaused it for you. If you include it in the code, then you would need a start at the beginning too.

I guess you're more old school than I am. My first experience with "the code" was in Contra where, according to that page you linked, Select was needed for two player mode. I always played with my brother, sister, friend, uncle, etc. so I guess that's why it's burned into my brain that way.
EDIT: After fully reading that page, I guess you're not more old school than me, we just had different taste in games. -
Well, it's definitely not the worst attack in the game, but it is a little sucky. Then again, most tier 1 attacks are sucky. Shouldn't it tell them something when the only people who even have their tier 1 attack powers are Tankers and Defenders, because they have no choice?

Of course, "Increased the effectiveness" could mean any number of things, but I could swear I saw some folks post results from tests that showed the respective defense and resistance of those shields to be increased over what Castle's numbers indicate. I guess that's just hearsay at this point, and we'll know for sure when Stupid_Fanboy posts the resuslts of his current test. -
I'm thinking (hoping) he looked up the Stalker numbers and the Brute modifier is actually 0.1. This would be consistent with some of the results I've seen posted since they announced the Brute EA buff.

I'm guessing that's an error. All power pool defense powers now give defense to everything, so they stack with every other defense power in the game.
