I'm not home at the moment, but I have a build worked up with soft-capped def, over 95% DDR, and enough recharge to run the MG>Smite>SL>Smite chain (which is at minimum 135% global rehcarge). I am still tweaking it, as the build has the Hecatomb set in MG to reach the needed recharge and I prefer it in Smite for DPS purposes. I'll see if I can get it posted later today.

I generally build to have as much survivability as possible without compromising specific build goals that people set forth. For example, my build goals for my previously posted build were soft-capped positional defense, 95% DDR, SD slotted with no damage enhancement, and the ability to run the MG>Smite>SL>Smite chain with at least the Hecatomb proc in Smite.
For your build, it's important for power choices to know if you plan on fighting mobs that will de-buff defense a lot, or if Grant Cover is optional. The reason it's so important is that since we're not including the PVP +Def IO in your build, it becomes harder to soft-cap Defense and keep DDR at 95% while maintaining high recharge values and the ability to run the optimal DM attack chain. -

I will look it over in Mids and see what I can come up with. How attached are you to having a travel power (ie Super Jump)? With the BotZ nerf upcoming, the slots and power choice could be used otherwise to better effect in most instances I've found.
Also, are you going to solo AVs/fight Def de-buffing enemies alot? If so, I'll look into trying to get Grant Cover into the build to up DDR and can slot a LotG: +Recharge into it. -

The next best chain is Incin>GFS>Cremate and that needs a lot more recharge than your build at 237% in GFS and does ~190 DPS.
The other option is the one Werner likes, Incin>Scorch>Cremate>Scorch, which is ~170 DPS compared to your chain which runs ~180 DPS. It's more end-friendly, and if you stick a Hecatomb proc into Scorch, closes the DPS gap even further and becomes a rather viable chain. -

Bwahahaha! I can't help it. The no Damage enhanced SD is just too tempting for me. The build would have been easier without that goal, but I think it'll make Pylon/AV soloing that much easier.

My only regret is not being able to fit in Super Speed, as I like the utility of being able to Stealth missions. Ninja Run + CJ + Hurdle should be good enough for travel purposes otherwise. -

It is softcapped to all positions and has 95%+ DDR (AD slightly less than double-stacked). Hasten is down for 13.7 seconds as opposed to yours being down for 7.1 seconds, but to try for your recharge would sacrifice SD being slotted only for Acc and Recharge, which is something I'd like to try. SD is down for 6.1 seconds compared to yours at 4.8 seconds, which I consider negligible. To combat this difference, the Accuracy on my attacks are a bit higher. I couldn't reach 95% Acc vs. +4 mobs in all attacks without SD without losing either Def or global recharge, which was not an option.
Regen is not what I would have liked, but with SL, it should suffice. End is sustainable on my build, which I am not sure about on yours since you don't have Conserve Power.

OP, I did a quick search and could not locate an updated planner. Mids is really the only one out there that keeps current because it is so good at what it does. -
Here's a build with Fireball. It has better end management, but still not sustainable. It also has softcap Def to all three positions, as well as much better DDR since AD is almost double-stacked and slotted with Membranes. In answer to a prior question, slotting HOs in AD enhances it's DDR value. The build also has a great deal more Accuracy in all attacks. I'll look into a variant using PP.
edit: Also, it has no purples or PVP IOs.

Even without any nerfs to /Shields or buffs to /SR, there is a distinct point that makes each quite viable and stand alone as perfectly balanced sets. That balancing point lies directly on expense vs. top performance. If you want a toon that can solo AVs, /SR is the top choice for a low-expense toon and /Shields for the high-expense build. -

Tell me who, which enemy, I should fear not having AoE def? Now, that said, in my rush I decided to leave it out and then took lots of crap out of the pools. I'd definitely take it, but capping AoE wouldn't be my first priority. I'm not going to edit my previous post though, as it's been commented on.
Re: Stealth IO
You get the Stealth IO and run the Stealth power at the same time. You can also get the Stealth power and run SS with it, but I run into walls. Whatever you put it in, when activated, will make you and your costume clear for 2 min after you turn it off. So, bear that in mind if you think you'll hate having your costume messed up. SS+Stealth will let you be fashionable as soon as the Stealth is turned off.
As far as the Stealth IO, why waste a power pick on Stealth, whose +Def gets reduced when you attack? (and let's be honest, we're Scrappers...that's what we do.) Get Super Speed and a Stealth IO and you're golden. I usually place the Stealth IO in Sprint as that frees up a slot, which I usually use to assist slotting BotZ in SS. -

What do you want out of your build? By looking at it, no purples or PVP IOs, correct? Also, would you be willing to invest in up to 3 HOs for in Active Defense? Also, I know you find NR + Swift + Hurdle sufficient for travel, however, travel powers can slot BotZ sets which make reaching softcap much easier and free up slots for the rest of the build. This would alo allow you to take Health for improved regen. Would you be opposed to losing, say, Swift for a travel power?
Do you wish to be able to solo AVs/pylons? If so, sustainable End usage will come into play, as well as shooting for an optimal ST attack chain. I'll work up a build that will include a lot of suppositions and await your response. -

Going by BillZ's 'The Results Are in...", the attack chain uses 4 EPS if all attacks have 33% end reduction. Smite has double that at 68.9%, MG has 38.09%, and SL has zero. I'm not proficient at calculating such values, but with the toggles costing .97 EPS, the build does look like it might be sustainable with Conserve Power only having a single slot, even without DC, as it would have 45% uptime compared with 51% with 2 slots.
Going by this, I've worked up a different variation that I actually like a lot better. It has 10% less regen, however, it has .05 less EPS usage, and here's the big draw - Soul Drain is now slotted for only Acc and Recharge. Your SD fodder will stick around much longer, and I did this without losing any other stats from my prior build. I am going to be saving this build for future use.

/WP was an easy ride from 1-48, where my BS/WP is sitting while I'm leveling my DM/Shielder. It's layered mitigation plus and end management power make it exceptionally easy to like. Prior to getting boosted +Def from IOs, it can be overwhelmed in certain situations, but the scaling +regen in RttC works extremely well for spawn jumping, and allows you to focus on EBs/Bosses/Lts while keeping survivability high through leaving the minions alive. This will be even more survivable since you'll be using DA. Also, it's a fire and forget set without a self-heal like /SR, so using /WP shouldn't affect your playstyle much.
/WP benefits from stacking typed Def instead of the positional Def you're used to from /SR, so you're going to be looking at some different set bonuses to achieve the Def you're going to be looking for, but /WP is exceptionally strong and easily capable of AV/Pylon soloing. -

Min/Maxing and having a concept is far from exclusive. I've seen plenty of people find a concept then min/max with said concept. Choosing IO sets over generic SOs won't change anything about your "concept" or Roleplay.
Mids lying? Not really (unless there's a bug, but it happened in-game too). You can get wrong impression if you don't know how to use it, but for most part, Mids tell you exactly what you the numbers will be. Add in your experience, and you can compare those numbers to those you already played.
As for you doing better with SOs then most people using Mids? Very doubtful. And you'll never even come close to what the best one who use Mid's can do.
As far as the idea that an SO build with a non-optimized attack chain would excel when compared to an IO'd out toon used by a competent player who knows the optimal chain... laughable. -

OK, I finally had time to work up a build. Many similarities to others posted, however, it has much better end management - you'll be sustainable. Got Cloud Senses damage proc into both Smite and MG, which should increase DPS. It's able to run the MG>Smite>SL>Smite chain. Slightly higher resists to all damage.
It has 95% or more Accuracy to every attack vs. +4 mobs without SD, which I think is important for the brief time SD is down and eliminates the situational need for the end hog Focused Accuracy. Also, same global recharge as Munkilord's build, so recharge on SD is maintained.
It has slightly less HP(14) and regen(2.7/sec) than Munkilord's build, but you'll hardly notice the difference.
Finally, I altered the slotting on SL a bit. I think it hitting reliably, even when SD is down is worth the minor decrease in dpa, and it does recharge slightly faster than other variants in the thread.

Kat/Regen is also excellent, but it is extremely clicky, especially when compared to /WP being fire and forget with toggles. -

Claws pairs well with /SR because it's mitigation helps /SR's Def-based survivability. /SR's Quickness helps with double-stacking Follow-Up to achieve Claws/ peak dps. /Willpower is ok for synergy due to the mitigation in Claws, but lacks the +recharge that helps boost Claws/ damage so significantly.
Fire/ pairs best with /SR or /Shields imho. Fire/SR is excellent for AV soloing on a budget as you can have an excellent ST attack chain without requiring the +recharge for other primaries and /SR helps to get to that level easily. If you don't have a lot of influence to spend, then Fire/SR will perform excellently with low to moderate investment.
Fire/Shields is top-notch if you have the influence to drop into it. It is extremely expensive to get a top-end build, but it will out-perform Fire/SR and Claws/SR hands-down in most situations. Fire has excellent ST damage, boosted by /Shield's AAO, and Shield Charge combined with FSC is awesome AoE. Fire/ is also less resisted than Claws/ lethal damage, though this can be greatly off-set by use of the Achille's Heel proc.
Choose a concept that is exciting to you and have fun. You can't go wrong with any of these combinations. -
