Critique my DM/SR
Well I gave you 10% more recharge (Oblits in Soul Drain and SMaul) and added a 3rd LoTG on CJ and Lucky for HP bonuses (I stripped 2 slots from Tough, so if you don't want the hp bonuses and want to use tough I'd recommend slotting with the Steadfast unique plus 2 res/end HOs). Also got you a HP bonus by slotting another Numina in Health and a recov bonus with the other Miracle, I removed the chance for BU in FA (5% chance of BU every ten seconds is too low IMHO)
I'm not good at calculating attack chain numbers, so some expert will have to come here and tell you if you have enough for the Smite-SL-MG chain for AVs and such, but if you do, you won't need Shadow Punch. That's why I replaced it with Shadow Maul in the build, so you can get the same melee def from Oblit plus 5% recharge, and Shadow Maul is great since you said it's for teaming too. I can reliably hit 3-5 mobs with it in teams since they buffed the melee range to 7 feet.
Just what I'd do, or as I said remove the 2 Lotgs I added to CJ and Lucky and put 2 res/end HOs in Tough.

Is it a correct assumption that you don't wish to use purples or PVP IOs in the build?
Willpower has more passive regen than Regen does. Who thought that was a good idea?
Can we get a fix for Energy Melee instead of more new sets?
I like Kioshi's build better than the OP. I took that and tweaked it and got some more HP, recovery, and recharge. I also added the accolades in because IMO you will probably need the extra HP if you wanna solo AVs.

OK, I finally had time to work up a build. Many similarities to others posted, however, it has much better end management - you'll be sustainable. Got Cloud Senses damage proc into both Smite and MG, which should increase DPS. It's able to run the MG>Smite>SL>Smite chain. Slightly higher resists to all damage.
It has 95% or more Accuracy to every attack vs. +4 mobs without SD, which I think is important for the brief time SD is down and eliminates the situational need for the end hog Focused Accuracy. Also, same global recharge as Munkilord's build, so recharge on SD is maintained.
It has slightly less HP(14) and regen(2.7/sec) than Munkilord's build, but you'll hardly notice the difference.
Finally, I altered the slotting on SL a bit. I think it hitting reliably, even when SD is down is worth the minor decrease in dpa, and it does recharge slightly faster than other variants in the thread.

Gaidin, very nice changes. I like that a lot.
With my initial look, the only thing I was wondering about is if there is possibly a better place to use the second slot in Conserve Power. My live build uses Dark Consumption, so I dont need CP up often(if at all really). I'm not sure what end usage would be like on a long fight(AV or pylon for example).
But at the same time I didnt really look around to see if that slot could be used elsewhere. If I have time I'm gonna check it out later. I like the builds we're making and may change my build to reflect that. If I do that I wouldn't lose any recharge and I would have two extra purple sets all of a sudden I could do whatever with.
I too am currently working on a DM/SR and I've been working with a build I'd like to share and see how it holds up.
A couple of goals i had with this scrapper:
I've set aside quite a bit of currency for this scrapper so i wasn't too concerned, however i stayed away from some sets.
I wanted to build this scrapper with enough recharge to avoid hasten and still have a comfortable chain
I wanted to fit in a couple extra tools from the Epic Pool, namely an Aoe and a ranged attack. I love the bonuses from Apocalypse and I figured that along with Ragnarok would provide a couple good recovery and recharge bonuses.
Combined with all of the above, I wanted to be able to solo an AV or give the Pylon test a good go. I'm not really looking to break any DPS records, or else obviously my build, and secondary probably, would be different. (cough, shields). Instead i went with a familiar secondary, and added in a bit of personal flavor here and there, like the gift of the ancients run speeds.

I focused a bit more on Damage IO bonuses instead of HP and regen, ending up with 27%, although i squeezed out HP and regen bonuses wherever i could, and i got close to 1800 HP with accolades, and 300% regen. Recovery is also a touch lower than some of the builds posted here, but i still managed 3.5 a second.
I'm wondering if anyone sees any glaring problems that need to be worked out.
Right now my chain is MG > Smite > SL > Smite > Fire Blast
I know the ideal chain doesnt have fire blast but with the amount of recharge i ended up with i have about a 1 second delay on MG, and i figured putting fire blast there would fill it nicely. Capable of Soloing an AV/Pylon, yes no?
Am i going to wish i had physical perfection? Like i said i rather like the Ragnarok and Apocalypse set bonuses, but My regen is lower than alot of the posted builds.
1780 hp. Is that enough? For say, AV soloing?, or should i sacrifice a few of the damage bonuses and squeeze a few more HP out. Compared to the build munki posted above im only about 30 hp lower than that, think i need more or can i get by with 1780?
The last big concern i have is the endurance. I did not take body mastery so i am conserve power and physical perfectionless, Would i be able to get by relying on DC, or should i go for more than 3.5 end recovery a second.
Any other comments or suggestions is much appreciated.

Haven't had time to really look at your build in depth, but if you wanna AV solo you will want better endurance management. Also, 1780 HP is fine(but of course more is better). My build that I'm using currently is just over 1700 and I'm able to solo AVs.

Going by BillZ's 'The Results Are in...", the attack chain uses 4 EPS if all attacks have 33% end reduction. Smite has double that at 68.9%, MG has 38.09%, and SL has zero. I'm not proficient at calculating such values, but with the toggles costing .97 EPS, the build does look like it might be sustainable with Conserve Power only having a single slot, even without DC, as it would have 45% uptime compared with 51% with 2 slots.
Going by this, I've worked up a different variation that I actually like a lot better. It has 10% less regen, however, it has .05 less EPS usage, and here's the big draw - Soul Drain is now slotted for only Acc and Recharge. Your SD fodder will stick around much longer, and I did this without losing any other stats from my prior build. I am going to be saving this build for future use.
